II. APPROVAL OF MINUTES Mr. Cravero made a MOTION to approve the June 4, 2020 Meeting Minutes. Motion was supported by Mr. Vojtech, passing unanimously. III. DISCUSSION ITEMS A. Woods Edge Developer Forum Mr. Grochala, Community Development Director, presented the staff report. In 1998, the City of Lino Lakes, following award of a Metropolitan Council Livable Communities Planning Grant, set out to design a Master Plan for the City's Town Center District. Today, there are approximately 9 acres remaining. Mr. Grochala asked the committee for their perspective on potential development options for the property. Keith Dahl, from Ehlers, discussed findings from a roundtable he conducted with developers to gain insight and feedback as it relates to the remaining 9 acres in the development. Mr. Cravero inquired about the closure of the YMCA and its impacts on the future development of this area. Mr. Kohler concurred with Mr. Cravero's concern stating they would need more information before giving a recommendation. Mr. Cravero also stated that he thought the population of Lino Lakes will grow in the coming years and would prefer to see this land go commercial rather than residential. Mr. Kohler added that Economic Development Advisory Committee August 6, 2020 Page 2 he would like to see current census data to see what the projected population will be before making a recommendation. Mr. Vojtech asked Mr. Dahl if the apartments that have been built in Lexington impact Lino Lakes unproven multi -family apartment market. Mr. Dahl responded by informing the board that they are affordable apartments not market rate and therefore, do not impact the multi -family apartment market in Lino Lakes. Mr. Vojtech also wanted clarification on whether or not Target was considered a supermarket. Mr. Dahl responded by saying that it is not considered a supermarket because the grocery footprint is much smaller than a grocer. Board members discussed different types of development options for the property, ultimately, concluding they would need more information before making a recommendation. B. Anoka County Business Relief Program Mr. Grochala, Community Development Director, presented the staff report. Both Anoka County and the City of Lino Lakes are receiving federal funding through the CARES ACT to offset costs associated with the COVID — 19 pandemic. These funds may be used for assisting local, small businesses. Mr. Grochala was seeking feedback from the board as to whether or not the City should consider establishing a Business Relief program in addition to the Anoka County program. Mr. Kohler recommended the City wait to see if any Lino Lakes businesses do not receive funding from the county and subsequently, the City can then fund those that did not get funded by the county. C. Chain of Lakes YMCA Update NZ Mr. Grochala, Community Development Director, presented the staff report. As a result of COVID-19, the Chain of Lakes YMCA recently notified the City and residents that the local facility would not be reopening. Mr. Colgan asked if parking was an issue for the YMCA. Mr. Grochala stated that while parking has been an issue at times, there was land available to expand the parking lot. The City remains committed to exploring every option available to obtain a satisfactory resolution to this issue. D. Project Updates Mr. Grochala updated the committee on the status of Lyngblomsten, the preliminary design for the County Road J and I-35E interchange, Watermark, and Otter Crossing. IV. Respectfully submitted, Jessica Eller, Community Development Intern DRAFT MINUTES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala, Community Development Director EDAC MEETING DATE: September 3, 2020 TOPIC: Woods Edge Development Forum Tax Capacity Analysis REQUEST: Discussion BACKGROUND Staff presented the results of the Developer Forum held over the summer with the assistance of Ehlers and Associates. As discussed, each of the groups interviewed offered their perspectives on density, uses, price points, and market conditions. EDAC members had several questions and noted additional information regarding the future of the YMCA, census figures, and tax implications would be important to any future decision on the property. As a first step, staff requested Ehlers to prepare a tax estimate comparison of 4 different development options. The options where based on the master plan guidance and information received from the developer forum. These included: • Scenario A, 120,000 square feet of retail • Scenario B, 60 Townhome units • Scenario C, 280 unit market rate apartment building • Scenario D, 240 unit market rate apartment building and 20,000 square feet of retail Under these scenarios and based on pay 2020 tax rates, the following City portion of property tax generated would be as follows: The townhome option represents the lowest value and most unlikely scenario given the existing development footprint and infrastructure layout. The site was developed to accommodate a mix of commercial and multi -family uses. YMCA Update The City is continuing to have discussions with the YMCA regarding future operation of the facility. The YMCA is preparing to kick off a "Reimagining" process to identify and analyze potential programming and operating models to determine a more sustainable operation. The YMCA is planning to host 2-4 input sessions this fall. The City Council has clearly indicated to the YMCA that the City's expectation is that the facility will reopen in conformance with agreed upon terms of the development agreement. EDAC CONSIDERATION Staff is seeking EDAC's perspective on the developer comments and potential development options for the property. ATTACHMENTS 1. Lyngblomsten is proposing a 4 phased approach to redevelopment of 7 parcels totaling 20 acres located in the northwest quadrant of CSAH49 (Hodgson Road) and CR J (Ash Street). The proposed Lyngblomsten senior living community proposes 20 cottage homes on the north end and a senior living campus on the eastern edge along CSAH 49 (Hodgson Road). Commercial development on the southern portion of the site includes a restaurant and future commercial pad that will be built out in the future. Future PUD Final Plans/Final Plats will be required for development of the future commercial phases. The name of the preliminary plat is Otter Crossing. The 29 acre site is currently vacant commercial land that is being used for agricultural row crops. The applicant is proposing to construct a 7,800 sf commercial retail building with 6 units on Lot 1, Block 1, Otter Crossing. The site plan indicates a drive -through service on the east side of the building which is allowed as an accessory use in the GB, General Business district. The site plan provides an area on the southwest and southeast corner of the building for accessory outdoor dining or seating facility. This will require an Administrative Permit to be submitted by the future tenant. The retail building is single story with exterior materials consisting of brick, glass and EIFS. The color palette consists of earth tone dark gray, brown, light tan brick and light gray, medium gray, dark bronze, and teal EIFS. Metal canopy and fabric awnings also accent the building.
