Motion carried on a voice vote. 27 28 ITEM ACTION 29 Consideration of Expenditures: 30 A) Consideration of Expenditures: September 28, 2020 31 (Check No. 112929 through 113022) in the 32 amount of $963,037.01 Approved 33 B) Consider Approval of September 8, 2020 Council Work 34 Session Minutes Approved 35 C) Consider Approval of Sept. 14, 2020 Council Minutes Approved 36 D) Consider Approval of Advisory Board Applicant Approved 37 E) Consider Approval of September 21, 2020 Special 38 Council Minutes Approved 39 F) Consider Approval of Exempt Gambling Permit for 40 the Knights of Columbus Council #9905 Approved 7 COUNCIL MINUTES APPROVED 41 G) Consider Approval of September 21. 2020 Special 42 Work Session Minutes 43 H) Consider Approval of Exempt Gambling Permit for 44 St. Joseph of the Lakes Scholarship Raffle 45 I) Consider Approval of Resolution No. 20-112, 46 Appointing Election Judges for the November 3, 2020 47 General Election 48 FINANCE DEPARTMENT REPORT Approved Approved Approved 49 A) Consider Resolution No. 20-1089 Adopting the Preliminary 2020 Tax Levy, Collectible 50 in 2021 — City Administrator Cotton explained state requirement for adoption of a preliminary tax 51 levy for the coming year. The council has discussed the budget several times and most recently 52 gave direction for the budget presented which maintains a rate flate to the 2020 tax rate. Adoption 53 of the budget at this time is preliminary and the council may make amendments, however, the 54 established levy cannot be exceeded. Final budget adoption will occur in December. 55 Mayor Rafferty remarked that the new council has worked on the preliminary budget but also staff 56 does a lot of hard work. This year in particular has been so challenging and staff has stepped up. 57 Councilmember Ruhland moved to approve Resolution No 20-108 as presented. Councilmember 58 Stoesz seconded the motion. Motion carried on a voice vote. 59 B) Consider Resolution Na. 20-109, Setting the Date and Time for a Public Hearing for 60 the Proposed 2021 Operating Budget and 2020 Tax Levy, Collectible in 2021— City 61 Administrator Cotton explained that the City is required to hold a public hearing on the proposed 62 2021 Operating Budget and 2020 Tax Levy. The hearing will be held on Monday, December 14tn 63 Mayor Rafferty remarked that there is still some work to do before the hearing date and he looks 64 forward to working with staff. 65 Councilmember Stoesz noted that a new Finance Director will be starting prior to the public 66 hearing. He would challenge that person to present the information in as informative way as 67 possible. 68 Councilmember Stoesz moved to approve Resolution No 20-109 as presented. Councilmember 69 Lyden seconded the motion. Motion carried on a voice vote. 70 C) Cancelling Debt Service Tax Levy(s) —City Administrator Cotton requested passage of the 71 resolution which would cancel the levy scheduled for two issuances. The levy is not needed as there 72 are sufficient funds for payment of related debt service. 73 i. Consider Resolution No. 20-110, Canceling the 2020/2021 Debt Service Tax Levy for G.O. 74 Improvement Bond, Series 2013A; 75 Councilmember Stoesz moved to approve Resolution No 20-110 as presented. Councilmember 76 Ruhland seconded the motion. Motion carried on a voice vote. 77 ii. Consider Resolution No. 20-111, Canceling the 2020/2021 Debt Service Tax Levy for G.O. 78 Capital Note, Series 2016A 79 Councilmember Stoesz moved to approve Resolution No 20-111 as presented. Councilmember 80 Ruhland seconded the motion. Motion carried on a voice vote. 1:7 COUNCIL MINUTES APPROVED 81 ADMINISTRATION DEPARTMENT REPORT 82 A) Consider Appointment of Human Resources Manager— City Administrator Cotton noted 83 her recommendation to approve the appointment of Teresa Summerbell to this vacant position. She 84 noted Ms. Summerbell's qualifications and background. She is recommending step five of the 85 salary scale based on her experience. 86 Councilmember Lyden moved to approve the appointment of Teresa Summerbell to the vacant 87 Human Resource Manager position. Councilmember Ruhl and seconded the motion. Motion 88 carried on a voice vote. 89 PUBLIC SAFETY DEPARTMENT REPORT 90 A) Acceptance Body Worn Camera Audit Report — Public Safety Director Swenson 91 requested that the council accept the audit report. This audit is a bi-yearly requirement and this is 92 the first year for a City audit. He noted the high number of videos that are already in the system. 93 There was one deficiency noted in the report — the policy was not posted on the website — that has 94 since been corrected. Once accepted by the Council, the report will be forwarded to the State. 95 Councilmember Lyden asked how long videos are held in archive. Director Swenson explained 96 that it depends upon the subject. 97 Councilmember Lyden moved to accept the results of the audit report as presented. 98 Councilmember Stoesz seconded the motion.
