The results of the fungal spore samples showed that there is not an indoor fungal air quality problem. All the indoor air quality parameters were also within all regulations and recommendations. BACKGROUND As a result of concerns brought forth from some employees within the Public Safety Department, Industrial Hygiene Services Corporation (IHES) was retained to conduct indoor air quality and fungal sampling at the Police Department. The sampling occurred on April 28, 2020. The results of the fungal spore samples showed that there is not an indoor fungal air quality problem. All the indoor air quality parameters were also within all regulations and recommendations. The only abnormal results were the fungal tease tape sample collected from the supply diffuser (report attached). IHES recommends that all supply diffusers within the Civic Complex be cleaned. In addition, we are recommending all supply and return air ducts in the Police Department be cleaned. With the Civic Complex being in operation since 1999, it makes sense to clean the duct work at the same time the diffusers are being cleaned. Based on the results of the duct cleaning in the Police Department, we will be able to ascertain the level of urgency of cleaning the remaining duct work in the Civic Complex. NAC Mechanical installed the original HVAC system and has been the City's HVAC contractor ever since. NAC Mechanical has obtained two quotes to clean all diffusers in the Civic Complex, and clean the supply and return air ducts at the Police Department. Staff recommends accepting the NAC proposal that includes subcontracting with KMS Air Duct Cleaning in the amount of $11,065.00 (see attached). Funding will be from the General Fund Operating Contingency. RECOMMENDATION Approve Resolution 20-50. ATTACHMENTS Resolution 20-50 IHES Report, dated May 6, 2020 NAC Proposal, dated May 19, 2020 • • • • INDUSTRIAL HYGIENEHE SERVICES CORPORATION May 6, 2020 Mr. Rick DeGardner 640 Town Center Parkway Lino Lakes, MN 55014 Subject: Indoor Air Quality and Fungal Sampling Results Lino Lakes Police Department Lino Lakes, Minnesota IHSC Project Number: M20-694 Dear Mr. DeGardner: Industrial Hygiene Services Corporation (IHSC) conducted indoor air quality and fungal sampling at the Lino Lakes Police Department at 640 Town Center Parkway in Lino Lakes, Minnesota. Sampling occurred on April 28, 2020. Sampling and analysis were conducted in response to a black residue coming from the air handling unit diffusers and the possible presence of mold. The black dust/residue was released when the heating, ventilation and air conditioning (HVAC) system was having maintenance conducted and the air flow was set much higher than normal running conditions. MOLD ASSESSMENT CRITERIA The technical approach used for this evaluation followed standard mold evaluation protocols for the parameters included in the scope of work. The protocols and assessment criteria used to conduct the survey were based on those established by the National Institutes of Occupational Safety and Health, American Industrial Hygiene Association (AIHA), the American Conference of Governmental Industrial Hygienists, the New York City Department of Health "Guidelines on Assessment and Remediation of Fungi in Indoor Environments," Environmental Protection Agency's "Mold Remediation in Schools and Commercial Buildings," and industry practices. In each of these referenced guidance documents, a visual inspection is the most important initial step in identifying a possible contamination problem. Industrial Hygiene Services Corporation relied upon this approach in conducting an inspection of viewable and readily accessible room surfaces in conjunction with air sampling and surface sampling. Mr. Rick DeGardner Lino Lake Police Department Indoor Air Quality and Fungai Sampling Results IHSC Project Number: M20-694 May 6, 2020 Page 2 of 7 There is consensus that visible mold growth should be considered unacceptable in the built environment from the perspectives of known and potential adverse health effects and building performance. If visible mold is found, then it needs to be removed under controlled conditions, as stated in the above -referenced guidance documents. In assessing the potential for microbial exposures through sampling, it is important to note that individual microbial measurements provide a limited view of conditions since levels can fluctuate widely over time and under varying environmental conditions. Therefore, sample results in this report pertain only to conditions present at the time the samples were collected and may not reflect other time periods or conditions. SAMPLING PROCEDURE Industrial Hygiene Services Corporation conducted fungal spore trap sampling and tease tape sampling at the above referenced facility. Fungal spore trap sampling occurred in locker room and the Deputy Director's office. Fungal tease tape sample was collected from the supply diffuser in the work out room. A reference fungal spore trap sample was also obtained from the exterior of the building. Industrial Hygiene Services Corporation also measured common indoor air quality parameters in the locker room and Deputy Director's office. Viable and Non -viable Spore Trap Samples To characterize the ambient airborne condition of viable and non -viable fungal spores in the area of concern, a calibrated pump was used to draw 150 liters of air through a 37- millimeter cassette (Allergenco-D) that contains an adhesive faced material collection surface. Samples were submitted to EMSL Analytical, Inc. (EMSL) for analysis. EMSL is certified by AIHA for the analysis performed. The concentration and type of airborne spores in the air were determined using analytical method American Society for Testing and Materials D7391. Fungal Tease Tape Sample To identify the black dust residue on the diffusers throughout the facility. Industrial Hygiene Services Corporation collected one fungal tease tape sample. American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Common Indoor Air Quality Parameters Industrial Hygiene Services Corporation setup a TSI IAQ Calc in the locker room and Deputy Director's office. The instrument recorded the carbon monoxide, carbon dioxide, temperature and humidity levels throughout the ten-minute sampling time. • Mr. Rick DeGardner Lino Lake Police Department Indoor Air Quality and Fungal Sampling Results IHSC Project Number: M20-694 May 6, 2020 Page 3 of 7 OBSERVATIONS & TEST RESULTS Observations Regarding site conditions, no musty or moldy odor, no visible water damage or suspect mold growth was observed in the areas sampled. Industrial Hygiene Services Corporation did notice that on the supply diffusers there was a black dust/residue. The observations of the conditions are indicated below. • No suspect odors or visible mold growth. • No visible water damages. • Black dust/residue was found on the supply diffusers. Time of year plays a significant role in determining fungal species present and relative indoor and outdoor airborne fungal concentrations. Activities within the building will also influence conditions that may support fungal growth that is unique to the outside of the building. In general, the following criteria can be used to make a determination that conditions exist on the interior of the building that are unique and may require further investigation: 1. Predominate (upper 90% of total) fungi present indoors are not detected outdoors. 2. The predominate genera found indoors is different than the genera found outdoors. 3. Unusual evidence of fungal growth or water staining of building material is noted in the area where samples are collected. 4. Comparison of data obtained from the same areas within a similar timeframe reveal significantly divergent results. The laboratory results of the mold air samples showed that the indoor sample total mold concentrations were much lower in the sample areas in comparison with the level measured on the exterior of the building. The rank order and diversity of mold in the indoor samples were similar to the outdoor sample. The laboratory results and chain of custody is attached to this report in Attachment 1, Laboratory Results and Chain of Custody. Fungal Tease Tape Sample Results The fungal tease tape was collected from the supply diffuser in the work out room. Results are as follows: Spore Type Results Alternaria Rare 1-10 count Bipolaris Rare 1-10 count Cladosporium High >1000 count The high count of Cladosporium is indicative of possible fungal growth in the air handler and supply ductwork. The Occupational Safety and Health Administration (OSHA) set standards for CO, CO2, and guidelines for temperature, and relative humidity. Temperature and Relative Humidity The ASHRAE and OSHA both recommend ambient room temperature between 68° Fahrenheit (F) to 76° F. The average, minimum and maximum temperatures in the two areas were within the recommended range. The ASHRAE recommend a relative humidity level between 30% and 70% and OSHA recommends a level between 20% and 60%. The average humidity level in both areas were with in recommended ranges. Mr. Rick DeGardner Lino Lake Police Department Indoor Air Quality and Fungal Sampling Results IHSC Project Number: M20-694 May 6, 2020 Page 6 of 7 Carbon Dioxide Carbon dioxide, a product of combustion and human respiration, is a commonly used indicator of overall air quality and ventilation rates within an occupied building. The levels found in buildings are primarily a function of the rate and amount of outside air delivery to the occupied space, the effectiveness of air distribution within the space, and the occupancy of the space. Moderate to elevated levels of carbon dioxide can cause headaches and fatigue, and higher concentrations can produce nausea, dizziness, and vomiting. Loss of consciousness can occur at extremely high concentrations. To prevent or reduce high concentrations of carbon dioxide in a building or room, fresh air should be supplied to the area. The ASHRAE recommends a CO2 level below 1,000 ppm and OSHA, based on the National Institute for Occupational Safety and Health recommendations of between 600 ppm for minimal air quality complaints, and 1,000 ppm as an upper limit for indoor levels. OSHA also has a Permissible Exposure Limit (PEL) Time Weighted Average (TWA) of 5,000 ppm. The average CO2 levels for both areas were below OSHA minimal air quality complaint level of 600 ppm. Carbon Monoxide Carbon monoxide typically is a product of incomplete combustion, is a chemical asphyxiant at high concentrations, and can cause flu like symptoms that clear up after leaving the contaminated space. The ASHRAE recommends a CO level below 9 ppm in an office setting, and OSHA sets a PEL TWA over an eight -hour period of 35 ppm. The minimum, maximum, and average CO readings for both office areas tested were all 0 ppm. CONCLUSIONS AND RECOMMENDATIONS The results of the fungal spore samples showed that there is not an indoor fungal air quality problem in the two locations that were sampled. All the indoor air quality parameters were also within all regulations and recommendations. The only abnormal results were the fungal tease tape sample collected from the supply diffuser. The black dust/residue had a high concentration of Cladosporium. At a minimum, IHSC would recommend getting the supply diffusers cleaned. Cleaning should be conducted with a high efficiency particulate air filtered vacuum and wet wiping methods to ensure that the fungal spores are not released into the areas below. In conclusion the black dust/residue was built up in the ductwork over time and when the HVAC flow was tested at a higher than normal flow the dust/residue came loose and was blown out the supply diffusers. Since there is no current fungal indoor air quality problem, cleaning the diffusers is our only recommendation at this time. BACKGROUND The City received resident requests to construct a trail along 12th Avenue. The Council directed staff to prepare a preliminary design and cost estimates. The trail was discussed at City Council work sessions throughout 2019 and as a result the City Council budgeted for this project within their 2020 budget. Staff has requested quotes for the construction of the 12th Avenue Trail project. The 12th Avenue Trail Project includes construction of a new trail between White Oak Road and the existing trail head approximately 720 feet south of White Oak Road, pedestrian ramp improvements, and ditch grading and culvert repairs to facilitate drainage in the project area. A location map is enclosed. The project is funded through the park and trail improvement fund in the amount of $125,000 and through state aid in the amount of $25,000. Quotes for the project were received on May 19th, 2020. CONTRACTOR TOTAL QUOTE Allied Blacktop Co. Did Not Quote Asphalt Concrete Solutions Did Not Quote Bituminous Roadways Inc. $150,703.30 The engineers estimate for the project was $148,000.00 . The low bid was submitted by Bituminous Roadways Inc. of Mendota Heights, MN in the amount of $150,703.30. The completion date for this project is October 15th, 2020. • • • RECOMMENDATION Staff recommends adoption of Resolution No. 20-48 accepting quotes and awarding a construction contract for the 12th Avenue Trail Project, in the amount of $150,703.30 to Bituminous Roadways Inc.
