RESOLUTION NO. 20-103
A RESOLUTION AWARDING 2020 LINO LAKES FACILITIES
TOUCHLESS ENTRY UPGRADES PROJECT
WHEREAS, The City Council approved Resolution No. 20-92, Authorize the Advertisement for
Bids for the 2020 Lino Lakes Facilities Touchless Entry Upgrades, at the August 24, 2020 City
Council meeting; and
WHEREAS, Bids were opened on Wednesday, September 9, 2020. Two bids were received as
follows:
City Hall and Police Dept
Fire Station #1(Bid Alternate)
Fire Station #2 (Bid Alternate)
Public Works (Bid Alternate)
Senior Center (Bid Alternate)
Wheeler Hardware

WHEREAS, Staff is recommending moving forward with the base bid of the City Hall and
Police Dept, and the Public Works bid alternate. This results in awarding the bid to Wheeler
Hardware in the amount of $331,930; and
WHEREAS, Staff has reviewed this project and determined that it meets the eligibility
requirements (necessary expenditures due to COVID-19, not accounted for in the most recently
adopted budget, expenditures will be incurred during the covered period of March 1 to
November 15, 2020).
NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes
hereby awards the 2020 Lino Lakes Facilities Touchless Entry Upgrades project to Wheeler
Hardware by approving Resolution 20-103.
Adopted by the Council of the City of Lino Lakes thisle day of September, 2020.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Co ter and was duly seconded by Council Member L'j4.4.- and upon
vote being taken thereon, the following voted in favor thereof:

TOPIC: Consider Approval of Resolution No. 20-103, Awarding 2020 Lino
Lakes Facilities Touchless Entry Upgrades Project

INTRODUCTION
Staff is requesting City Council consideration to award the 2020 Lino Lakes Facilities Touchless
Entry Upgrades Project at the Civic Complex and Public Works/Senior Center associated with
facility improvements related to the COVID-19 pandemic.
BACKGROUND
The City Council approved Resolution No. 20-92, Authorize the Advertisement for Bids for the
2020 Lino Lakes Facilities Touchless Entry Upgrades at the August 24, 2020 City Council
meeting. This project (including bid alternates) consists of installing six automatic bi-parting
sliding entries at the Civic Complex (two at each entrance), and converting approximately 70
existing doors to touchless entry at several city owned -facilities.
Bids were opened on Wednesday, September 9, 2020. Two bids were received as follows:

Staff is recommending moving forward with the base bid of the City Hall and Police Dept, and
the Public Works bid alternate. This results in awarding the bid to Wheeler Hardware in the
amount of $331,930. Final completion date is November 9, 2020.
Staff has determined that this project meets the eligibility requirements (necessary expenditures
due to COVID-19, not accounted for in the most recently adopted budget, expenditures will be
incurred during the covered period of March 1 to November 15, 2020) for 100% CARES Act
funding reimbursement.
RECOMMENDATION
Staff is recommending approval of Resolution No. 20-103.
