RESOLUTION NO. 20-133
ACCEPTING BASE BID AND AWARDING A CONSTRUCTION CONTRACT
NE DRAINAGE AREA IMPROVEMENT PROJECT
WHEREAS, pursuant to an advertisement for bids for the construction of the NE Drainage Area
Improvement Project, bids were received, opened and tabulated according to law, and the following
bids were received complying with the advertisement; and

WHEREAS, it appears that Jacon, LLC is the lowest responsible bidder; and
WHEREAS, the City Council finds that it would be in the best interest of the city to proceed with
Base Bid,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes:
1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with Jacon,
LLC, in the amount of $1,010,009.00 by the name of the City of Lino Lakes for the Base
Bid construction of the NE Drainage Area Improvement Project according to the plans and
specifications approved by the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidder the Bid
Bonds made with their bids, except that the deposits of the successful bidder and the next
two lowest bidders shall be retained until a contract has been signed.
Adopted by the Council of the City of Lino Lakes this 9th day of November, 2020.
The motion for the adoption of the foregoing resolution was introduced by Councilmember
Lyden and was duly seconded by Councilmember Cavegn and upon vote being taken
thereon, the following voted in favor thereof:

INTRODUCTION
Staff is requesting council's consideration to accept bids, award construction contract, and
approve a construction services contract for the NE Drainage Area Improvement Project.
BACKGROUND
On October 12, 2020, the City Council ordered the project and authorized the advertisement for
bids for the NE Drainage Area Improvement Project. The proposed project includes a new storm
water conveyance system from the east side of 20th Avenue to the Peltier Lake. The project
provides a surface water outlet for the entire 1,300 acre NE Drainage Area in conformance with
the Comprehensive Surface Water Management Plan.
Bids were received for the above -referenced project on Tuesday, November 3, 2020. A total of
11 bids were received. Below is a table of bids received:

The engineers estimate for the project, including a 10% contingency, was $1,210,000.00. The
low bid was submitted by Jacon, LLC of Vadnais Heights, MN, in the amount of
$1,010,009.00. The project is funded though the Surface Water Management Fund (SWMF).
The SWMF was established in 1992 to fund costs associated with administrative, planning, and
trunk stormwater costs associated with the City's Surface Water Management System.
The completion date for this project is October 31, 2021.
WSB has submitted a proposal to complete the construction services for the NE Drainage Area
Improvement Project in the amount of $49,878.00. This work includes contract administration,
construction staking, and construction observation. The construction staff ensures the project
plans and specifications are being met. They communicate with the Contactor as an agent of
the City, calculating and keeping track of daily construction quantities and costs, and address
public comments. The construction observer will use the City's Standard Specifications for
Contraction for construction standards. They will track and measure quantities for payment on
a daily basis and coordinate materials testing.
RECOMMENDATION
Staff recommends adoption of Resolution No. 20-133, Accepting the Bid and Awarding a
Construction Contract in the amount of $1,010,009.00 to Jacon, LLC, and Resolution No. 20-
134, Approving the Construction Services Contract with WSB for the NE Drainage Area
Improvement Project, in the amount of $49,878.00.

Bids were received for the above -referenced project on Tuesday, November 3, 2020, and were
opened and read aloud. Eleven bids were received. The bids were checked for mathematical
accuracy. Please find enclosed the bid summary indicating the low bid as submitted by Jacon,
LLC, Vadnais Heights, Minnesota in the amount of $1,010,009.00. The Engineer's Estimate was
$1,131,190.00.
We recommend that the City Council consider these bids and award a contract in the amount of
$1,010,009.00 to Jacon, LLC, based on the results of the bids received.
