HomeMy WebLinkAbout2020-136 Council Resolution• • • CITY OF LINO LAKES RESOLUTION NO. 20-136 APPROVING PAYMENT NO. 14 AND FINAL FOR THE WEST SHADOW LAKE AREA IMPROVEMENT PROJECT WHEREAS, on October 8, 2018, the City Council passed resolution 18-127, awarding the contract for the West Shadow Lake Area Improvement Project to Geislinger and Sons, Inc. in the amount of $4,940,636.57; WHEREAS, on March 11, 2019, the City Council passed resolution 19-27, approving Change Order No. 1 for additional curb and gutter work in the amount of $41,849.00; WHEREAS, on February 10, 2020, the City Council passed resolution 20-12, approving Change Order No. 2 to extend the project completion date and to subtract $139,983.00 from the contract amount due to design changes; WHEREAS, a complete summary of costs are detailed in Payment No. 14 (Final) where the final Base Bid amount was $4,716,308.40 and the Change Order No. 1 was $41,849.00; NOW, THEREFORE, BE IT RESOLVED by the City Council of Lino Lakes that Payment Request No. 14 (Final) is approved for a final contract amount of $4,757,957.40. Adopted by the Council of the City of Lino Lakes this 23`d day of November, 2020. The motion for the adoption of the foregoing resolution was introduced by Councilmember Cavegn and was duly seconded by Councilmember Lyden and upon vote being taken thereon, the following voted in favor thereof: Cavegn, Lyden, Ruhland, Stoesz, Rafferty The following voted against same: None AT 1'EST: janne Bartell, ity Clerk Rob Rafferty, Mayor • • • CITY COUNCIL AGENDA ITEM 6C STAFF ORIGINATOR: Diane Hankee, City Engineer MEETING DA IL: November 23, 2020 TOPIC: Consider Resolution No. 20-136, Approving Payment No. 14 and Final, West Shadow Lake Area Improvement Project VOTE REQUIRED: 3/5 INTRODUCTION Staff is requesting council consideration to finalize the West Shadow Lake Area Improvement Project. BACKGROUND On October 8, 2018, the City Council accepted the bid for the West Shadow Lake Area Improvement Project from Geislinger and Sons, Inc. in the amount of $4,940,636.57. Construction of the project began in the winter of 2018/2019. On March 11, 2019, City Council approved Change Order No. 1 in the amount of $41,849.00 to extend the proposed curb and gutter. On February 10, 2020, City Council approved Change Order No. 2 to extend the deadline of the project to June 26, 2020 due to excessively wet weather during the 2019 construction season. Change Order No. 2 also included a $139,983.00 reduction in the contract amount due to a design change that reduced the excavation and select granular quantities. The final contract amount after Change Orders No. 1 and No. 2 was $4,842,502.57. The total amount paid to the contractor for the project will be $4,757,957.40. The project is $224,528.17 under the construction budget. The West Shadow Lake project was a project the City worked for years to move forward. There were challenges with soils, drainage, property impacts, access, and the extension of municipal utilities. The project started with the muck excavation between Rice and Reshanau Lakes and the installation of a weir structure. In the spring of 2019, there was significant rain that caused for very difficult construction and access for the residents. Throughout the project, staff met with the contractor on a weekly basis to measure and monitor materials and quantities. In addition, staff worked to provide daily email and project website updates regarding access for the residents and public safety. There was an extended collaboration with Anoka County Parks Department to continue the temporary road through the golf course longer than originally planned. Funding for this project came from multiple sources. The roadway and drainage improvements are primarily funded through street reconstruction bonds. The curb and gutter on the project was funded through street improvement funds. The weir structure was funded through the surface water management fund. The municipal utilities were funded through assessments and the trunk water main loop was funded through the water trunk utility fund. • • • RECOMMENDATION Approve Resolution No. 20-136, Approving Payment No. 14 and Final, West Shadow Lake Area Improvement Project in the amount of $212,452.89 to Geislinger and Sons, Inc.
