RESOLUTION
REGARDING VANDALISM IN CITY PARKS
BE IT HEREBY RESOLVED BY the City Council of the City of Lino Lakes
that,
WHEREAS, the various Parks within the City of Lino Lakes have been
the objects of vandalism over the past few years, and, on occasions,
have secured evidence of the damage being caused by juveniles, and it
has been reported to the City that the young people causing the van-
dalism have not been deterred by their experience with the juvenile
justice system.
It is therefore the belief of the City Council of the City of Lino
Lakes that action by the juvenile justice system must assist in
instilling in young people an attitude of respect and responsibility
and it is further the judgement of the City Council that causing these
young people, who have committed vandalism, to work in the various
parks in Lino Lakes to repair, maintain and develop the park system
would assist in confirming a respect for property and the rights of
others and would deter the young people so involved from committing
future vandalism.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of
Lino Lakes respecfully urges the juvenile judges of the County of
Anoka to consider this request on the part of the City that, as a
part of the punishment for; acts of vandalism by culprits who have
been apprehended and convicted of such an offense, would be the
requirement that they assist the Director Parks for a specific
period of time tc carry put such work as he may direct, said work
to be on the parks'in the City of Lino Lakes towards the repair,
maintenance, development and ihprovement of the park system.

Subject: Juvenile Vandalism in Parks
Enclosed herewith is a resolution passed by the City
Council in Columbia Heights regarding a desire on the part of
the Council to have Judges pass sentences on convicted
juvenile vandals that would include restoration of the damages
in parks. Our Cite Council has suggested that we recommend to
other communities in the county that they consider adopting
similar resolutions to standardize our procedure and simplify
the decision for the judges in Anoka County.
The format used in the preparation of this resolution was
set up by County Attorney Robert Johnson to be sure that we did
not violate any laws in the way the resolution would be prepared.
Please send us a copy of any resolution which you may pass
in your community so that we will have a file copy showing which
cities a.-e proposing sentences of a similar nature.

REGARDING VANDALISM IN CITY PARKS

Heights that,

years,rmaking it necessary for the City to hire security people to watch
the parks in order to prevent this type of vandalism and, on many occasions,
have secured evidence of the damage being caused by juvenilesDand it has
been reported to the City that the young people causing the vandalism have
not been deterred by their experience with the juvenile justice system.
It is therefore the belief of the City Council of the City of Columbia
Heights that action by the juvenile justice system must assist in instill-
ing in young people an attitude of respect and responsibility and it is
further the judgment of the City Council that causing these young people,
who have committed vandalism, to work in the various parks in Columbia
Heights to repair, maintain and develop the park system would assist in
confirming a respect for property and the rights of others and would deter
the young people so involved from committing future vandalism.
