RESOLUTION
TO WHOM IT MAY CONCERN:
BE IT HEREBY RESOLVED, by the Council of the City of Lino Lakes
duly convened in a special meeting on May 1,1975, that the follow-
ing Resolution be read into the Legislative Record in conjunction
with the proposed Land Use Bill as proposed by the Metropolitan
Council.
"We have read the Land Use Planning Bill and feel that if the bill
is passed in its present state it will create a 'super governement'
known as the Metropolitan Council.
Enclosed are copies of two letters, one from Mr. John Boland,
Metropolitan Council Chairman,and a second from Mr. Eugene Franchett
Metropolitan Council Staff. The activities of the. Lino Lakes
Council referred to in these letters were taken as a last resort
and only after years of waiting for the promises to materialize in
the area of sewers for this City.
These letters point up the fact that if there is a disagreement
between the Metropolitan Council and a local community, the local
community is forced to defend its position through actions of
this type.
The Lino Lakes Council feels that the delays created by the
Metropolitan Council studies and negotiations have resulted in
halting development in the City to the deteriment of the local
taxpayers.
Negotiations between this City and the Metropolitan Council have
netted nothing over the past four years. At the present time the
status of problems within the City remains exactly the same as
four years ago - we are still negotiating.
We are not interested in the type of governmental coordinantion
and help that the City of Lino Lakes has been provided with by
the Metropolitan Council and look forward to legislative help
in correcting this realtionship.
We urge that you retain the Metropolitan Council as a planning
agency only - without the controls expressed in the current
legislative efforts."

The motion was made by Mr. Ronald Jaworski, duly seconded by
Mr. Donald Marier, The motion carried unanimously with all
members present voting in favor.
