CHARTER COMMISSION OF LINO LAKES, MINNESOTA
MAY 4, 1995
LINO LAKES CITY HALL
1. Call to Order
The meeting was called to order at 7:12 P.M.. by Chair Ron Solfest
Roll Call: Present were Mark Benson, William Bohjanen, Robert Doocy, Joyce Scharpen,
Bart Rehbein, Ron Solfest, Robert Williams and Steve Montain. Arriving after roll call were
William Houle, Dana Berg and Richard Lafond.
2. Minutes of the March 30, 1995 meeting were approved, with the name of John Powell added as
Acting City Engineer under item 4.
3. A presentation was given by Acting City Engineer John Powell and Public Works Supervisor
Tom DeWolf regarding the amount of non -city maintained roadway (45.6 miles) and city maintained
roadways (77.9 miles including 9.0 miles of municipal state aid streets), the age of the roadways,
amount of local road construction over the past four years, the costs of road maintenance, miles of
reconstruction needs and typical reconstruction costs. The city has 5.58 miles of roadways in need of
reconstruction, but no way to pay for the projects. The charter doesn't allow an area -wide tax to pay
for improvements. Any assessment made to the property owner must be offset by a proven, equal,
increase in property values. Discussion centered on ways to amend the charter to allow the city to
raise the funds necessary to maintain and/or reconstruct roads in the city.
A number of ideas were discussed with the commission members agreeing that more information
was needed before any official action was taken. Six options were decided upon. The members
agreed to divide up the options among them, define the option, study the pros and cons of the option,
present their findings and make specific recommendations at the next meeting. The options and study
groups were divided as follows:
1. Abandon the Charter entirely - Bohjanen and Houle
2. Abandon Section 8 of the charter and substitute it with State Statute 429 - Rehbein and
Benson
3. Abandon Section 8 but substituting certain provisions and safeguards - Solfest and Doocy
4. Amending Section 8, the section regarding assessments and tax revenues - Berg and
Scharpen
5. Setting up a construction zone, abandon Section 8 only in those areas until the construction
work is done. This would be a floating zone - Montain and Solfest
6. Do nothing - Williams
A motion was made to narrow the options down to one. Motion carried.
4. Next meeting - June 1. The July 13 meeting is canceled.
