HomeMy WebLinkAbout01-19-1989 Charter MinutesCharter January 19, 1989 Meeting Members Commission Meeting called to order at 7:03PM Present: Chairman Jerry Hanson, Eugene Blomquist, Jean Goldade, Ron Mik_olai, Curtis Pelarski., Al Ross, Warren Schlichting, Sally Kuether, Kim Olson, Debra Smith, Paul Howard, Royce Zaudtke, Tom Moline Members Absent: Bernice Juleen, Kay Murphy City Representatives: Vernon Reinert - Council, Harold Bisel - Council, William Bohjanen - Council, Andy Neal -- Council, Randy Schumacher - City y Administrator, Pat t Smith , ii, Rick Carlson, David Kennedy - Bond Council Motion by Al Ross to accept the minutes o, the November 17, 1988 meeting. Second by Sall' Kuether. Carried. Discussion was held on the 9/20/88 draft proposal opcsal 'or rewording Chapter 8 of the Charter, written by Jerry Han son . Mr. Kennedy gave a brief comparison of the draft proposal to the State Statute 429. Notion by Warren Schlichting that Jerry _.gin. s on s 8(9/20/88 Draft) not be considered further as an Second by Curtis Pelarski. 9 Aye. 3 Opposed. Motion by Curtis Pelarski that it be adoption by Ordinance that the State the Lino Lakes City Charter. Second by Debra Smith. 10 Aye. proposed rewrite of Chapter option. Motion Carried. reccommended tc the City Council for Statute 429 will replace Chapter 8 of 2 Opposed.. Motion ' c': Carried. Jean Goldade desired to go on record opposing the previous motion reccommending the change to the Charter because there are no provisions for early formal protest other than the public hearing, which is a change from the way the current Charter works. .)err1 Hanson desired to give the minority opinion that he was disappointed with the decision made by the Commission in adopting the State Statute 429 and believes that this was a drastic change to the Charter which removed power from the citizens and gives too much power to the Council in the area of Special Assessments. (This is a paraphrasal of what Jerry actually said and Jerry may submit a formal wording for this opinion at a later time.) Motion by Al Ross to adjorn. Second by Eugene Blomquist.
