RESOLUTION NO. 20-163
APPROVING THE 2021-2022 LABOR AGREEMENT BETWEEN THE CITY OF LINO
LAKES AND LELS, LOCAL NO. 260
WHEREAS, the City of Lino Lakes and Law Enforcement Labor Services, Local No. 260,
representing the sergeants, have reached an agreement for 2021-2022;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino Lakes
approve the terms of the labor agreement, as follows:
1) COMPENSATION/WAGES:
a) 2.25% Wage increase effective January 1, 2021
b) 2.25% Wage increase effective January 1, 2022
c) Wage Schedule (Appendix A) replaced in entirety to reflect implementation of
Keystone Job Classification and Compensation Plan. Effective January 1, 2021,
Sergeants will move to Step 8 of the new compensation plan; and effective July 1,
2021, Sergeants will move to Step 9 of the new compensation plan.
d) New Sergeant/Firefighter Classification — Employees classified by the Employer
to the position of Sergeant/Firefighter will receive a premium pay of 7% above
the employee's hourly rate of pay.
2) INSURANCE: Article 17.1 (Health) revised to read:
a) Effective January 1, 2021, the Employer will contribute 100% ($538.42) of the
monthly base single premium and $1,142.53 toward the monthly base family
premium.
b) Effective January 1, 2022, the Employer will contribute 100% of the base single
plan and $1,142.53 plus 50% of the 2022 premium increase toward the base
family plan.
c) The Employer's contributions toward the Health Savings Account and the cash
option for waiving coverage remain the same.
3) HOLIDAY PAY: Article 13 was revised to include language that employees will be paid
banked holidays at their separation of service.
4) FUNERAL LEAVE: Same as City's personnel policy.
5) SICK LEAVE: Article 16.2 revised to read: Sick leave accrued beyond
paid to the Post -Retirement Health Care Savings Plan for the employee
the amount earned up to a maximum of 960 hours.
6) CLOTHING ALLOWANCE: The annual clothing allowance increases
adjustment; therefore, the annual clothing allowance will be $865.17 in
in 2022.

therefore, Sergeants will be provided a monthly stipend of $127.36 in 2021 and $130.23
in 2022.
8) POST RETIREMENT HEALTH SAVINGS PLAN: Clarifying language added noting
that years of service is calculated based on years of service to the City of Lino Lakes.
9) FIREFIGHTER STIPEND: Increases to $1.51 per hour in 2021 and $1.54 in 2022.
Thereafter, increases will be equivalent to the annual wage increase.
10) PERSONAL TIME OFF: New Memorandum of Agreement (MOA) allowing the City to
offer new Sergeants the choice to elect vacation/sick leave or PTO/extended illness leave
pursuant to the City's personnel policy.
Adopted by the Council of the City of Lino Lakes this 14t" day of December 2020.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Lyden L and was duly seconded by Council Member Ruhland _ and upon vote being
taken thereon, the following voted in favor thereof.

INTRODUCTION
The City Council is being asked to consider Resolution 20-163, Approving the 2021-2022
Labor Agreement between the City of Lino Lakes and LELS, Local No. 260.
BACKGROUND
A tentative agreement has been reached for a two-year contract with LELS, Local No. 260. A
tentative agreement was reached after three meetings and the union members voted in favor of
the following terms:
1. COMPENSATION/WAGES:
a) 2.25% Wage increase effective January 1, 2021
b) 2.25% Wage increase effective January 1, 2022
c) Wage Schedule (Appendix A) replaced in entirety to reflect implementation of
Keystone Job Classification and Compensation Plan. Effective January 1, 2021,
Sergeants will move to Step 8 of the new compensation plan; and effective July
1, 2021, Sergeants will move to Step 9 of the new compensation plan.

be paid to the Post -Retirement Health Care Savings Plan for the employee at 50 percent
of the amount earned up to a maximum of 960 hours. (Previously, amounts were paid
to a deferred compensation plan.)
6. CLOTHING ALLOWANCE: The annual clothing allowance increases by any wage
adjustment; therefore, the annual clothing allowance will be $865.17 in 2021 and
$884.64 in 2022.
7. AVAILABILITY PAY: The monthly stipend increases by any annual wage adjustment;

RECOMMENDATION
Staff recommends approval of Resolution No. 20-163, Approving the 2021-2022 Labor
Agreement between the City of Lino Lakes and LELS Local No. 260.
