RESOLUTION NO. 20-167
RESOLUTION ESTABLISHING THE 2021
COMPENSATION PLAN FOR NON -UNION EMPLOYEES
WHEREAS, Section 207.04 of the Code of Ordinances requires the City Administrator to
establish and maintain a compensation plan for all positions in the City, which is to be reviewed
and approved by the City Council; and
WHEREAS, this plan is in compliance with Minnesota Statute 471, which is referred to as the
Pay Equity Law; and
WHEREAS, the compensation plan includes the impact of implementing the new Keystone
Compensation Classification System and a 2.25% wage increase, effective January 1, 2021.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lino Lakes that
the following salary schedule be adopted.

The motion for the adoption of the foregoing resolution was introduced by Council Member
Ruhland and was duly seconded by Council Member _ Cavegn and upon vote being
taken thereon, the following voted in favor thereof:

INTRODUCTION
The City Council is being asked to consider Resolution No. 20-167 and 20-168, Establishing
the 2021 and 2022 Compensation Plans for Non -Union Employees.
BACKGROUND
Both the 2021 and 2022 compensation plans include the impact of implementing the new
Keystone Compensation Classification System effective January 1, 2021 and a salary
adjustment of 2.25 percent in each year. The salary adjustments are consistent with the LELS
(Local 260), AFL-CIO (Local 49), and LELS (Local 299) union contracts that are also being
considered by the Council at the December 14th meeting.
Staff has a reached a tentative agreement with AFSCME (Local 2454) for 2021 and 2022. The
tentative agreement includes a salary adjustment of 2.25 percent in each year.
The 2021 budget contains the necessary funds for the 2.25 percent wage increase for all City
personnel.
RECOMMENDATION
Approve Resolution No. 20-167 and Resolution No. 20-168, Establishing the 2021 and 2022
Compensation Plans for Non -Union Employees, effective January 1, 2021 and January 1, 2022,
respectively.
