HomeMy WebLinkAbout2020-165 Council Resolution• • CITY OF LINO LAKES RESOLUTION NO. 20-165 APPROVING THE 2021-2022 LABOR AGREEMENT BETWEEN THE CITY OF LINO LAKES AND AFSCME, LOCAL NO. 2454 WHEREAS, the City of Lino Lakes and the American Federation of State, County, and Municipal Employees, Local No. 2454, have reached an agreement for 2021-2022; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino Lakes approve the terms of the labor agreement, as follows: 1. WAGES/CLASSIFICATIONS: a) 2.25% Wage increase effective January 1, 2021 b) 2.25% Wage increase effective January 1, 2022 c) Wage Schedule replaced in entirety to reflect implementation of Keystone Job Classification and Compensation Plan. 2. INSURANCE: Article 16.1 (Health Insurance and H.S.A.) revised to read: a) Effective January 1, 2021, Employer will contribute $538.42 toward the monthly single premium and $1,142.53 toward the monthly family premium. b) Effective January 1, 2022, Employer will contribute 100% of the base single plan and $1,142.53 plus 50% of the 2022 premium increase toward the family plan. c) The Employer's contributions toward the Health Savings Account and the cash option for waiving coverage remain the same. Article 16.4 revised to read: a) Employees must be regularly scheduled to work 30 hours per week to be eligible for all available insurance benefits, on a pro -rated basis. 3. PART-TIME EMPLOYEES: Article 5.2 was removed in entirety. 4. HOLIDAYS: Article 6.1 was revised to include language that employees will be eligible for holiday pay provided they are on paid status on the day before. and the day after the holiday. 5. WORKERS' COMPENSATION: An independent article was created for workers' compensation. 6. OVERTIME: Article 12.1 was revised to remove overtime in excess of a scheduled 8- hour shift. 7. WORK RULES: Article 17.2 was revised to remove the requirement to post changes of work rules or policies on the bulletin board for a period of 10 consecutive work days. Changes to work rules and policies will be provided to the Union Exclusive Representative and Stewards. 8. UNIFORMS: An independent article was created for uniforms. In addition, the clothing allowance will be made available to new employees following their first six months of probation. 9. M.O.0 REGARDING PERSONAL TIME OFF (PTO): Amended to require all new employees to accrue PTO. All employees currently accruing vacation/sick time are grandfathered-in. BACKGROUND A tentative agreement has been reached for a two-year contract with AFSCME, Local No. 2454. The tentative agreement was reached after four meetings. The union members are scheduled to vote on the following terms on Monday, December 28: 1. WAGES/CLASSIFICATIONS: a) 2.25% Wage increase effective January 1, 2021 b) 2.25% Wage increase effective January 1, 2022 c) Wage Schedule replaced in entirety to reflect implementation of Keystone Job Classification and Compensation Plan. 2.
