When presenting at a meeting please remember to be respectful, and follow these guidelines: • Please address the meeting chair. • State your name and address for the record. • Please observe a 4 -minute limit. • The topic must relate to city business. • Open Mike is for items not on the agenda. • A spokesperson must represent a group of five or more – groups will have 8 minutes. • The Presiding Officer may limit duplicative presentations. • Remember, the meeting is to discuss city business only. Public Hearing - Held as a separate item of business on the agenda. The public hearing segment is your opportunity to tell the Board how you feel about issues scheduled to be heard. Typically, a hearing follows these steps: • The Presiding Officer (Chair or Vice-Chair) will announce the proposal to be reviewed and ask for the staff report. The presiding Officer shall maintain strict order and etiquette at all meetings. • Staff will present their report on the proposal. • Board members will then ask City Staff questions about the proposal. • The Presiding Officer will then open up the public hearing for anyone present who wishes to comment on the proposal. This is the time for the public to make comments or ask questions about the proposal. Comments should be limited to four (4) minutes unless further time is granted by the Presiding Officer. All comments should be directed to the Board as a body and not to any individual Board Member or City Staff Member unless permission is granted by the Presiding Officer. No person shall be permitted to enter into any discussion, either directly or through a member of the Board without the permission of t he Presiding Officer. • After everyone in the audience wishing to speak has given his/her comments, the Presiding Officer shall close the public hearing. • The Board will then discuss the proposal. No further public comments are allowed. • The Board will then make a recommendation(s) and/or a decision. When you are called upon for your comments, please step to the microphone at the podium and state your name and address for the record. Occasionally, the Board may continue a hearing to another meeting before taking action. Meeting Etiquette The Planning & Zoning Board must preserve order and decorum while the meeting is in session. DRAFT MINUTES CITY OF LINO LAKES PLANNING & ZONING BOARD MINUTES I. Agenda item 6B, under the Board Comments section, should note Mr. Evenson, not Mr. Root, asked Ms. Larsen if the City specifies what type of shingles residents can use on single family homes. Mr. Evenson made a MOTION to approve the October 14, 2020 meeting minutes as amended. Motion was supported by Mr. Root. Motion carried 5 - 0. Chair Tralle abstained. V. ACTION ITEMS A. PUBLIC HEARING: Bald Eagle Addition Preliminary Plat Ms. Larsen, City Planner , presented the staff report. The applicant, Bald Eagle Builders, Inc., has submitted a land use application for a preliminary plat for Bald Eagle Addition. The applicant proposes to subdivide the existing parcel located at 202 Elm Street into two (2) single family lots for the purpose of constructing one (1) new single family home. The lot is 1.06 gross acres (46,132 sf). Board Comments Chair Tralle stated the lot line appears to be immediately next to 210 Elm Street and he questioned if the setback was correct. Ms. Larsen clarified the plans should be adjusted to reflect the garage at 210 Elm Street next to the lot line rather than the house. The garage only requires a 5 ft. setback and therefore, it meets the setback requirement. Mr. Vojtech asked what the lot size is of 7158 2nd Avenue, the house south of 202 Elm Street. Mr. Grochala stated the lot size is a quarter of an acre. Mr. Vojtech asked if the new lot will be a quarter of an acre as well. Ms. Larsen said the lot will be a little over 13,000 sq. ft. which is slightly larger than a quarter of an acre. Mr. Evenson questioned if there are any issues with the driveway at 202 Elm Street. Ms. Larsen explained there are no problems with the current driveway, but she noted a third stall garage was constructed and it is not paved in front of the third stall. Mr. Evenson inquired if class 5 or some alternative material was used in front of the third stall. Ms. Larsen said the driveway in front of the third stall consists of patchy grass and some loose gravel. She clarified there are no issues with its current state, but if the garage is ever intended to have vehicles driven in it then the driveway should be paved. Planning & Zoning Board November 10, 2020 Page 3 DRAFT MINUTES Chair Tralle commented the driveway should be poured in front of the third stall to ensure it is covered for future use. He asked the applicant, Jason Hohn, from Bald Eagle Builders, if he had any comments for the board. Applicant’s Comments Mr. Hohn questioned why the board would require him to pave in front of the third stall if there is no rule by the City requiring him to do so. Chair Tralle explained by requiring the driveway to be paved, future issues and/or complaints by the next owner or the neighbors would be eliminated. Mr. Laden asked Ms. Larsen for verification as he understood, if vehicles were driven into the third stall, the driveway would not have to be concrete or asphalt, but it could be class 5. Ms. Larsen clarified since the parcel will be less than one acre, the driveway in front of the third stall would have to be bituminous or concrete if it is ever used for vehicles. Mr. Evenson wondered why the driveway was not required to be paved when the garage was constructed. Ms. Larsen said the purpose or intent of the third stall determines whether the driveway needs to be paved or not. If the third stall was intended for storage purposes and not for parking vehicles, then the driveway would not have been required to be paved when the third stall was constructed. Chair Tralle declared the Public Hearing open at 6:50 p.m. Karrie Galetka, 7144 2nd Avenue, expressed concern with the amount of traffic on 2nd Avenue coming from Elm Street and with the proximity of the new lot to the intersection. Moreover, she expressed concern for residents crossing the street at Elm S treet since the boulevard on the southwest corner of Elm Street is small. Chair Tralle acknowledged Ms. Galetka’s concern regarding the abnormalities of the boulevard and the amount of traffic. However, he explained the addition of one home is not going to substantially affect traffic and to deny the construction of the home for such a reason is not justifiable. Ms. Galetka asked if the board or staff knew why the boulevard, at the southwest corner of Elm Street, was constructed as such. Mr. Grochala explained the boulevard was altered when Elm Street was reconstructed in 2002 and 2003. The intent of the boulevard was to reduce the speed Planning & Zoning Board November 10, 2020 Page 4 DRAFT MINUTES of residents heading south on 2nd Avenue. He said the boulevard on the opposite side of the street should have been adjusted as well. Shannon Shaughnessy, 210 Elm Street, asked what the footprint of the new home is. Ms. Larsen stated the house pad, according to the plan set, is typically 50 ft. x 50 ft., but it could be 40 ft. x 60 ft . She explained the city will not know the footprint of the home until the applicant submit s the building permit application, but irrespective of that, the home will not be larger than the house pad listed on the grading plan of the preliminary plat. Ms. Shaughnessy expressed concern regarding the size of the new lot and questioned whether it will look cohesive with the neighborhood. Chair Tralle stated the applicant met all of the criteria to build a house on the lot. He asked Ms. Larsen to summarize the criteria for Ms. Shaughnessy. Ms. Larsen explained the property is zoned R1 and is required to be, at a minimum, 80 ft. wide and 135 ft. deep. The lot is 80 ft. wide and 163 ft. deep. Thus, it exceeds the minimum lot size requirement. The lot meets all of the side setbacks and it exceeds the rear setback. Ms. Shaughnessy asked if the new lot is set up with city sewer and water. Ms. Larsen confirmed it is. Mr. Evenson made a MOTION to close the Public Hearing at 7:03 p.m. Motion was supported by Mr. Laden. Motion carried 5 - 0. Chair Tralle abstained. Board Discussion Mr. Reinert commented the lot is oversized and it will, likely, be conforming to the neighborhood once constructed. He asked Ms. Larsen if Public Safety reviewed the project and if so, did they have any comments. Ms. Larsen confirmed they reviewed the project. She stated the police division and fire division had no public safety concerns. Mr. Reinert asked Ms. Larsen to share Ms. Galetka’s safety concern with Public Safety to see if they would have a change in opinion. Diane Hankee, City Engineer, said the city has a transportation committee who works with Public Safety and Public Works to monitor traffic. She explained the committee receives calls about through traffic and school traffic for the entire area from Sunset Avenue to Elm Street to Lake Street . She mentioned it can be difficult to address traffic concerns since residents are utilizing personal vehicles for Planning & Zoning Board November 10, 2020 Page 5 DRAFT MINUTES transportation more often than the bus systems which thereby increases traffic. She concluded the committee is aware of the situatio n and as roadway improvements are made, the committee works to remedy those congested areas. Chair Tralle recommended the motion be amended to require the driveway to be paved in front of the third stall garage at 202 Elm Street. Mr. Evenson accepted the recommendation. Mr. Evenson made a MOTION to recommend approval of the preliminary plat for Bald Eagle Addition with the condition the driveway is paved in front of the third stall garage at 202 Elm Street. Motion was supported by Mr. Root. Motion carried 5 - 0. Chair Tralle abstained. VII. DISCUSSION ITEMS A. Project Updates Staff provided verbal updates to the Board on current City projects. VIII. Lennar submitted a Land Use Application for Watermark 4th Addition PUD Final Plan/Final Plat. The plat proposes 91 single family lots, one (1) HOA clubhouse lot and 5 outlots. These standards are summarized in the PUD Master Plan Booklet and are incorporated as part of the Master Development Agreement. Each phase (i.e. addition) of development shall submit a PUD Final Plan consistent with the PUD Development Stage Plan. In October 2017, Council approved an amendment to the PUD Development Stage Plan’s overall Land Use Plan. The Land Use Plan established 871 housing units. As the applicant has worked through final plan design to address City and RCWD comments from the preliminary plat, the number of 55’ wide Villas was reduced from 127 units to 120 units. The net number of housing units is now 864. The net density is 3.39 units per acre and is consistent with the 2030 Comprehensive Plan’s required 3.0 to 4.5 units per acre. Phase I grading was approximately 140 acres and Phase II grading was approximately 20 acres. Phase III will grade out the balance of the site, approximately 212 acres. The 4th Addition final plat is within the Phase III grading limits. PUD Final Plan Watermark 4th Addition creates 91 single family lots, one (1) HOA clubhouse lot and 5 outlots. The PUD Final Plan is consistent with the PUD Development Stage Plan in regards to the land use plan, street and utilities, parks and open space, lot standards and landscaping. The following housing types and products proposed for the 4th Addition are consistent with the approved Land Use Plan. As required, a Watermark 4th Addition Home Plans summary booklet and Architectural Standards Matrix were submitted. The booklet and matrix detail compliance of the housing products with the resolutions in regards to exterior materials and styles, house elevations and garage and porch requirements. There are 20 different single family house plans with multiple facade and elevation options for a combination of over 100 different housing styles proposed for the 4th Addition. Color packages and anti-monotony plans will be included with each building permit application to ensure that the homes elevations are varied with a minimum of five different styles and those homes in proximity to each other not look alike in terms of the combination of color of siding, accent and roofing materials. Coventry by Alside v inyl s iding with .042” panel thickness is proposed on all the housing units. All houses have minimum 4” window trim on the side and 4 rear elevations to meet resolution requirements to incorporate an architectural feature into those elevations that are visible from 20th Avenue (CSAH 54), 21st Avenue N. and the public park. In summary, the Watermark 4th Addition single family housing types and products meet the architectural design standards requirements of Resolution No. 17-133 and Resolution No. 19- 131. Landscaping The Watermark 4th Addition Site Landscape Plan has been reviewed by staff and is consistent with the PUD Development Stage Landscaping Plan. The Environmental Coordinator Memo dated January 7, 2021 notes some minor comments such as seed mix types, clear vision areas and planting details. Subdivision Ordinance Conformity with the Comprehensive Plan and Zoning Code The Watermark 4th Addition final plat has been reviewed for compliance with the comprehensive plan, zoning and subdivision ordinance. The proposed final plat meets the performance standards of the subdivision and zoning ordinance and is consistent with the PUD Development Stage Plan/Preliminary Plat and Final Plan. Blocks and Lots The final plat creates 91 single family lots, one (1) HOA clubhouse lot and 5 outlots. Outlot C will be deeded to the City for the public park. Easements Standard drainage and utility easements are being dedicated on individual lots and over Outlot s A, B and D. Street and Utilities The 4th Addition proposes construction of the following streets which are consistent with the PUD Development Stage Plan: Street Name Right-of-Way Width Street Width (Back to Back) Watermark Way 60-110 ft 32 feet Crane Drive 60 feet 32 feet Forest Lane 60 feet 32 feet Watermark Way is the main gateway and entrance into the development. It features an arched bridge, stone piers, monument signs and landscaped medians. The road right -of-way starts at 110 feet wide and tapers to 60 feet with 32 feet back to back paved roadway. A 5ft wide concrete sid ewalk is on the south side and a 10 ft wide bituminous trail is on the north side. A 12 ft wide northbound right turn lane and 12 ft wide thru lane are provided on 20th Avenue (CSAH 54) at Watermark Way. A 12 ft wide southbound bypass lane and 12 ft wide thru lane are also being constructed. The developer shall submit plans to Anoka County for final review and approval. Watermain, sanitary sewer main, stormwater facilities, streets, sidewalks and trails are being constructed consistent with the PUD Development Stage Plan. Public Land Dedication and Fees 6 As approved with Resolution No. 16-51, the City will require the following combination of land dedication and cash in lieu of land dedications: 1. Land dedication for the public and private parks will be credited from the total payment in lieu. 2. Costs for public park improvements and trail construction will be credited from the total payment in lieu. 3. Improvements to the private parks and recreational center will not be credited from the total payment in lieu. A 10 ft wide bituminous trail will be constructed 2,900 lf along CSAH 54 (20th Avenue) within the right -of-way. Trail will also be constructed along Watermark Way. Permanent Trail Easements are not required because the trails will be constructed within the road right-of-way. Trail construction costs will be credited. Park dedication fees will also be credited for the 5.39 acre public park land platted as Watermark 4th Addition, Outlot C. Per the Master Developer Agreement (MDA), the parkland dedication fees are based on an appraisal of fair market value. An appraisal was prepared in December 2018 by Insight Realty Advisors, Inc. The credited value of Outlot C, Watermark 4th Addition is $207,000. This outlot will be deeded to the City. The public park will be developed by City consistent with the approved Master Plan. Lot 1, Block 3, Watermark 4th Addition is being platted for the future construction of the HOA clubhouse. Per the Master Development Agreement, the developer shall construct a private club house for the use of the residents of the Development once final plat approval for 518 lots has been granted by the City. With the approval of the 4th addit ion final plat, there will be 516 approved lots. Per the Watermark 3rd Addition Development Agreement, the townhome tot lot, play equipment and associated landscaping on Outlot I, Watermark shall be completed by August 30, 2021. Per Resolution No. 16-51, credit will not be given for theses private park improvements. The following is a summary of the land dedication and fees: Watermark 4th Addition Total # Units = 91 x Park Dedication Fee $3,160 = Cash in Lieu Value $287,560 - Land dedication value (Outlot C, Watermark 4th) ($207,000) 7 - Trail Construction Costs ($120,000) TOTAL CASH FEE DUE = ($39,440) There are 348 remaining lots to be platted. The negative cash balance will be carried over and balanced with the next phase of development. Wetlands Wetland delineations were approved by RCWD and USACE in 2015. The delineation identified 28 wetlands totaling approximately 20 acres in size. The original approved WCA Sequencing Application proposed wetland impacts, wetland creation, wetland restoration and upland buffer establishment. In April 2018, the developer revised the application to purchase 3.3671 acres of wetland banking credits as the proposed compensatory mitigation action. The wetland fill, impacts and mitigation (wetland bank credits) occurred within the Phase I grading limits and are complete. In December 2020, the developer submitted another Wetland Replacement Plan to RCWD for the balance of the site. Phase 3 grading impacts 5.9784 acres of wetland which require a 1:1 mitigation. The plan was to buy wetland credits for mitigation; however, viable wetland restoration and creation opportunities exist within Phase 3; therefore, onsite restoration and creation will be used for mitigation. This is consistent with the Parks and Open Space Plan and the establishment of the greenway corridor including wetlands, trails and open space. An Open Space Easement in favor of the City was recorded in March 2019 over outlots containing wetlands, open space, stormwater po nds, berms etc. Additional easements and declarations in favor of RCWD will be recorded over the wetlands and buffers. The Watermark 4th Addition Final Landscape Plan details the location of required “Protected Open Space Area” signs. Development Agreement Master Development Agreement A Master Development Agreement was recorded in March 2019. The Agreement covers the entire 372 acre site and details the terms and conditions of City approvals, the Development Plans, the required public and private improvements as part of the first and subsequent phase, the standards for the timing and financing of the improvements, required HOA documents and the terms of payment. Development Agreement and Planned Unit Development Agreement The City will also require our standard Development Agreement specific to each phase of development. This agreement further details required improvements and securities. The City Engineer will draft this Agreement and it shall be approved by the City Council. 8 Homeowner’s Association (HOA) The City Attorney is reviewing the submitted HOA documents. Any comments shall be addressed prior to release of the mylars. Title Commitment The City Attorney is reviewing the title commitment and final plat. Any comments shall be addressed prior to release of the mylars. Stormwater Maintenance Agreement The stormwater facilities will be covered under the City’s Programmatic Stormwater Management Agreement after they have been installed and accepted by the City. RECOMMENDATION Staff recommends approval of the Watermark 4th Addition PUD Final Plan/Final P lat subject to the following conditions: 1. The 4th Addition Development Agreement shall be approved by the City Council, executed and recorded against the property. 2. The City Attorney shall review the title commitment prior to the release of the final plat mylars. 3. The City At torney shall review the Homeowner’s Association (HOA) documents prior to release of the final plat mylars. 4. A copy of the recorded Homeowner’s Association documents shall be submitted to the City prior to issuance of building permits. 5. A copy of the recorded deed for Outlot C shall be submitted to the City. 6. Per the Watermark 3rd Addition Development Agreement, the townhome tot lot, play equipment and associated landscaping on Outlot I, Watermark shall be completed by August 30, 2021. The following comments shall also be addressed: 1. All comments from the City Engineer Letter dated January 7, 2021 shall be addressed. 2. All comments from Environmental Coordinator Memo dated January 7, 2021 shall be addressed. 3. A draft copy of the deed for Outlot C shall be submitted to the City for review and approval. 4. The following comments were made on the following documents: • Watermark 4th Addition Plat prepared by Carlson McCain, received December 14, 2020. • Watermark 4th Addition Sanitary Sewer, Water Main, Storm Sewer, and Street Construction Plans prepared by Carlson McCain, dated December 4, 2020, received December 14, 2020. • Watermark 4th Addition Construction Plans for Turn Lanes, prepared by Carlson McCain, dated December 14, 2020, received December 14, 2020. • Watermark 4th Addition Landscape Plans prepared by Carlson McCain, dated December 14, 2020, received December 14, 2020. The following review comments should be responded to in writing by the applicant. Engineering • Grading A review of the entire Phase 3 grading plan is underway. The Watermark 4th Addition is part of the Phase 3 grading. The Watermark 4th Addition includes site grading for Crane Drive, Forest Lane, and Watermark Way. Comments: 1. Verify that the low floor elevations for the proposed homes are at least 4-ft above the seasonal high groundwater level and provide low floor elevations on the grading plans. 2. See Floodplain section for comments regarding turn lane grading. 3. On sheet 16 of the Utility Plans, the high point station is different in the plan view and the profile view. The profile shows the high point at station 10+50 and the plan view shows the high point at station 10+00. 4. The typical sections on sheet 23 of the Utility Plans do not match the plans for 4th Addition. Ms. Katie Larsen 01/07/2020 Page 2 Watermark 4th Addition Engineering Review i. Crane Drive and Watermark Way (Stations 7+50 to 17+70) have concrete sidewalk on both sides of the street. ii. Watermark Way (Stations 17+70 to 25+61) has sidewalk on the north side of the street. iii. The typical section for Forest Lane north of the roundabout is missing. iv. The typical section for streets 30’ wide B/B does not apply to this addition. 5. The typical sections on sheet 24 of the Grading Plans should be updated to reflect parts i-iii of comment 3 and should also be updated to reflect the following: i. Review all street sections to show sidewalk on correct side of street or on both sides of the street. ii. The grading plans do not show sidewalks along Kronis Cir, Victoria Cir, and Pepin Dr (Station 13+50 to Cul-de-sac). • Stormwater Management Stormwater management for the Watermark 4th Addition has a storm sewer conveyance system , including rear yard drainage systems. Comments: 1. Applicant to submit final design for the stormwater reuse system. 2. Revise Grading and Utility Plan to label “Lake 10” as “Pond 10” to be consistent with other public utility stormwater ponds and the grading plan. 3. Revise Utility Plan to label “Pond20” as “Lake 20” to be consistent with the Grading Pl an. 4. No outlet control structures from stormwater ponds are proposed with the 4th Addition for outlets from Pond 400, Lake 20, or Pond 10. Future additions shall be reviewed for outlet control structures to be consistent with future utility plans. 5. With the rest of the site grading being completed with the 4th Addition, provide details on temporary drainage from stormwater ponds beyond the 4th Addition as storm sewer will not be installed until construction of later additions. 6. Provide Existing and Proposed Total Phosphorus (lb/yr) and Total Suspended Solids (lb/yr) for the entire development site. This information is provided in “treatment volume” for the stormwater ponds in Appendix E, but is required to be calculated in terms of annual loading of the pollutants. Per the MPCA water quality certification permit for this area, the site must not exceed the existing pollutants. Stormwater Irrigation Reuse system should be included as applicable. Acceptable water quality modeling programs include the MPCA MIDS calculator or P8. I 7. Provide the total area irrigated for the stormwater reuse system. 8. Applicant to review storm sewer layout near roundabout radii for conflicts between storm sewer pipe and the proposed lighting and signs. • Water Supply Ms. Katie Larsen 01/07/2020 Page 3 Watermark 4th Addition Engineering Review The proposed water system extension is consistent with preliminary plat. The development is being served by either 16- inch, 12- inch, or 8- inch diameter ductile iron pipe (DIP) water main and 1-inch Type K copper services extended to each lot. Comments: 1. The applicant shall space all fire hydrants at a maximum distance of 400 feet. 2. The applicant shall install temporary hydrants at dead ends. 3. The Utility Plans currently show 5 feet of separation between the steel casing and the bridge bottom (sheet 4). This will be reviewed again once bridge plans are submitted. 4. Applicant to update the plan view note for the watermain crossing 20th Ave (CSAH 54) on sheet 4. The plan view states that the pipe is 12” DIP being directionally drilled, while the profile view says 12” fused PVC. The City will allow 12” DIP watermain in a casing to be installed by open cut if construction is performed when the road is closed for city storm sewer installation. 5. Applicant to show insulation over pipe where 7.5’ minimum cover cannot be reached (see ditch section on sheet 4). 6. The well in Outlot D needs to be abandoned and documentation must be provided to the building official. 7. Applicant to show a future 16” gate valve along the water main that extends through Outlot C (see sheet 7). 8. Applicant to show a future 12” gate valve at the north end of the water main along Forest Lane (see sheet 8) and shall remove the gate valve at station 3+55. 9. Applicant to move the gate valve on the 12” line at station 3+65 (Forest Ln alignment) to the 8” line near station 5+85 (Watermark Way alignment) (see comments on sheet 8). 10. Applicant to add a gate valve on the east side of 20th Avenue (CSAH 54) at Watermark Way. • Sanitary Sewer The proposed sanitary sewer is consistent with the preliminary plat. The development is being served by 8- inch, 10- inch, and 15- inch diameter poly-vinyl chloride (PVC) pipe along with 4-inch diameter Schedule 40 PVC service pipe to each lot. Staff does not have any comments at this time. • Transportation The proposed roadways are consistent with the preliminary plat. The work in this addition includes extending Crane Drive, Watermark Way, and Forest Lane. Crane Drive, Forest Lane, and Watermark Way are proposed to be 32’ wide from back-of -curb to back-of -curb. The applicant is proposing to add a designated right turn lane to Watermark Way from northbound 20th Avenue (CSAH 54). The applicant is also proposing to add a bypass lane for southbound traffic on 20th Avenue (CSAH 54). The proposed entrance to the development will include a bridge over Lake 10 and a roundabout at the intersection of Watermark Way and Forest Lane. Ms. Katie Larsen 01/07/2020 Page 4 Watermark 4th Addition Engineering Review Comments: 1. Applicant to submit bridge design and supporting documentation. 2. Revise median at Watermark Way and 20th Avenue (CSAH 54) to incorporate both right and left turn lanes. 3. Add a center left turn lane on 20th Avenue (CSAH 54) that can accommodate future development to the west. 4. Make sure pavement section for 20th Avenue (CSAH 54) matches the existing through lane section. 5. Add crosswalk markings to the crossing at Watermark Way and 20th Avenue (CSAH 54). 6. Update the stop sign on Watermark Way at 20th Avenue (CSAH 54) to be a 36”x36” stop sign and update sign B (on turn lane plans) to be a “RIGHT LANE MUST TURN RIGHT” R3-7R sign. 7. Anoka County to review turn lane layout on 20th Avenue (CSAH 54) prior to final plat approval. 8. The turn lane cross sections show the ditch and floodplain being filled. The applicant shall review and adjust. The cross sections should be shown approximately 20 feet beyond the right of way to show trail drainage. 9. Roundabout Comments i. Should provide the following checks: 1. Fast Path 2. Truck Turning 3. Sight Distance (this will help determine location of plantings (any areas within a sight distance triangle shall be limited to under 2’ in height) ii. Sheet 23: Instead of S524, the curb used should be the R424. iii. Sheet 23: Staff recommends tipping the gutter of the R424 and B612 in and placing catch basins in those locations. This prevents melting and refreezing in the spring. Many agencies do not tip the B612 in, but most tip the R424 in. iv. Sheet 23: The truck apron detail, the dowel bars can be eliminated and the joint type can be C3P-U. Eliminate the interior tie bar, applicant can keep the exterior tie bar, but it won’t actually be an L1TH, as it will just be a butt joint as they are poured separately. v. Sheet 23: The roundabout typical section should show to the center of the central island. This should be graded with ~1:6 to the center. vi. Sheet 23: Grade on truck apron should be 1% vii. Sheet 15: Pedestrian Ramps should be detailed somewhere showing the ramps, landing, etc. Just referencing the details does not tell enough information needed to choose the appropriate type of ramp to use. viii. Sheet 19: The 4” dotted stripe at the edge of the roundabout should be an 8” dotted (3’ stripe, 3’ gap) • Wetlands and Mitigation Plan Wetlands and mitigation plan reviewed during the Preliminary Plat. • Landscaping Ms. Katie Larsen 01/07/2020 Page 5 Watermark 4th Addition Engineering Review The Watermark 4th Addition Site Landscape Plan has been reviewed by staff and the City’s Environmental Coordinator. The Environmental Coordinator will provide separate comments. Comments: 1. Staff recommends that the seed mixes proposed with Watermark 4th Addition match the wetland replacement plan prepared by Kjolhaug as noted by the City Environmental Coordinator’s review. 2. The applicant shall adjust tree locations so that trees are outside of sight clearances (sight triangles) at intersections with adjacent streets. 3. Trees shall not be placed over utility pipes. Staff recommends that trees be moved 20-ft from proposed trunk sanitary sewer line along 20th Avenue (CSAH 54). 4. Applicant to review plantings near roundabout to ensure that plantings do not obstruct view of pedestrian ramps. • Geotechnical Additional geotechnical data will need to be provided with the final bridge design. • Floodplain The Watermark 4th Addition does impact the existing floodplain. Applicant is still working on FEMA Floodplain Approval associated with Watermark 2nd Addition. Anoka County wants the removal of the floodplain in the Anoka County right-of - way to be included with the modified LOMR. Comments: 1. Applicant is working on adjusting floodplain limits to eliminate the floodplain from Anoka County ROW. The turn lane plans do not appear to show the proposed ditch floodplain that is part of the FEMA application and exhibits. This may result in modifying the grading plans for this area. 2. Building permits f or lots within the existing floodplain shall not be issued until an approved LOMR is in place. • Drainage and Utility Easements Roadways are proposed within right-of -way and lots include standard drainage and utility easements. Larger drainage and utility easements are provided over surface water management features as required. Temporary easements for Pond 400 outlet will expire with this plat. • Development Agreement A development agreement will be required with the final plat. • Grading Agreement Grading agreement not required. Grading securities to be collected through 4th Addition Development Agreement. Ms. Katie Larsen 01/07/2020 Page 6 Watermark 4th Addition Engineering Review • Stormwater Maintenance Agreement The stormwater maintenance for public facilities in the Watermark 4th Addition will be covered under the City’s Programmatic Stormwater Management Agreement after the facilities are have been installed and accepted by the City. Update Landscape Plan for 4th addition in accordance with the Kjolhaug Wetland Replacement Plan, dated 12/15/20. 2. Update the Overall Landscape Plan and Open Space Restoration and Management Plan in accordance with the Kjolhaug Wetland Replacement Plan, dated 12/15/20. 3. Buffer and screen trees west of Wetland 10 may have to be moved to allow for 20 feet of distance between trees and sanitary sewer pipe that runs along 20th Avenue. See Engineering comment on this issue. If required, relocation of trees should be coordinated with Kjolhaug staff to ensure that potential wetland replacement plan impacts are in accordance with wetland plans approved by the LGU, Rice Creek Watershed District. 4. Increase boulevard tree diversity. There are currently 60 hackberries along Forest Lane and 50 honey locusts along Watermark Way. Replace all boulevard trees on Forest Lane (only 4th addition) with 2 species other than hackberry or maples. One third of the trees on Watermark Way can remain honey locust. The other two thirds should be replaced with two species other than honey locusts or maples. 5. Redundant perimeter controls will be needed around wetlands.
