14 1 . Review Regular Agenda of February 8 , 2021 —

16 Item 1D — Charter Commission Budget — Mayor Rafferty noted the state law change that
17 precedes this amendment to the commission ' s budget. It was discussed at the work
18 session .

20 Item 3A — Appointment of Paid On- Call Firefighter — Public Safety Director Swenson
21 reviewed Mr. McReavy' s qualifications .

23 Item 4A — Counseling Service Contract — Public Safety Director Swenson explained that
24 this is intended to be a service that is proactive in assisting officers . Other departments
25 are utilizing these services more and more .

27 There was discussion about the possibility of having things such as speakers for all the
28 staff. The council expressed support .

30 Item 6A — Notice of Intent on Street Reconstruction Bonds — Community
31 Development Director Grochala explained that this is a technical action required as the
32 City moves forward with plans for a 2021 Street Reconstruction Project.

34 Item 6B — 2021 Street Improvement Project — City Engineer Hankee reviewed the
35 elements of this year' s proposed 2021 Street Improvement Project, including planning to
36 go forward with the alternates that were included in the bid process .
