Easement Acquisition - West Central Trunk Sewer and Water Improvement, Rustic Lane cifij Ino 0 ess DATE March 10, 1989 TO Honorable Mayor Benson and Council Members FROM Randy Schumacher, Administrator SUBJECT: Easement Acquisition - West Central Trunk Sewer and Water Improvement - Rustic Lane Bill Hawkins and Ron Stahlberg met on March 9, 1989 with the five property owners on Rustic Lane to discuss property appraisals dealing with easement acquisition for underground utilities. The dollar range for the appraisals is $760.00 to $1,368.00. Mr. Hawkins explained the procedures regarding acquisition of easements. The five property owners made the following demands: 1. City construct new deep wells for all five residents. 2. If they so decide to hook up to sewer and water, there will be no charge. 3. They shall never receive any assessments for this improvement. 4. The dollars offered for easements by the City were out of line and they want significant increases. 5. Want compensation for stress they have suffered over the past year. Action on easement acquisition is needed and Mr. Hawkins is recommending that the City Council authorize the City Attorney to acquire the necessary underground easements for the West Central Trunk Sewer and Water Improvement over the Rustic Lane properties by eminent domain. 1189 MAIN STREET, LINO LAKES, MN 55014 (612)464.5562 .� CAI L no akes TO: Honorable Mayor and City Council FROM: Andy Neal DATE: March 10, 1989 SUBJECT: Rustic Lane I received four phone calls after the Thursday night meeting. I feel that we should do something to get this thing settled. I suggest that we make an offer of $10, 000.00 each for rights to the five houses involved and include free hook—up to sewer and water.
