The other attached data sheet is the preset rates for the City of Andover. Page 18 SEWER OPERATING RATES As previously illustrated in Figure No. 6, the sewer rates necessary to break even with expenditures increase by approximately 5 percent. It is proposed that sewer rates be structured as follows: CURRENT PROPOSED START 11/1/86 1st 10,000 g - $14.25 1st 12,000 g - $15.00 OVER 100000 g - $.85/1 ,000 g OVER 12,000 g - $1 .25/1 ,000 g Because sewer rates are calculated, based on winter quarter water consumption, the new rates are recommended for implementation, effective November 1 , 1986. This is the beginning of the calculation period for the following year. In addition, it is proposed that sewer rates be increased five cents annually through 1990 when an additional study would be done. A survey of other communities was done and the result is shown in Figure No. 14. This table indicates that with the rates as proposed, the City of Inver Grove Heights would be rated 10 out of the 13 communities listed. However, the City of Inver Grove Heights does not have penalties or other charges re- lated to servicing the community. Known commerclal/industrial areas were charged higher rates. All rates and charges are subject to revision prior to final assessment. MAssessment rates are for the 1986 construction season and will be revised to ref lect 1 987 construction costs, based on the ENR Construction Cost Index, prior to the actual assessment. In addition to the assessments shown lateral assessments will be collected, but will depend on the final routing and future street layouts. Assessment areas for each property are based on gross buildable area. This includes street right-of-way but deducts land to the flood plain. All lots within a development are charged for the same area unless there is a significant difference in size and/or benefit. They approved the basic concept except that they felt Lino Lakes should pay a share of the capital costs (depreciation) until we have an elevated tank in service. The depreciation share would be on a pro-rated basis equivalent to the maintenance contract. The Circle Pines City Manager was directed to work with us to determine an appropriate number for this.
