Park Board
December 6 , 1983
The regular meeting of the Lino Lakes Park Board was called to order
at 6: 00 P.M. , by Chairman Johnson with the following members present ;
Scherer, Arntzen, R. Johnson, Lindy, Absent ; LaBlond, Flannery.
MINUTES - October 3. 1983
Mr. R. Johnson moved to approve the minutes as presented. Seconded by
Mr. Scherer. Motion carried unanimously.
CHAIRMAN's REPORT - MEETING WITH CIRCLE PINES PARK BOARD
Mr. Johnson reported that he had met with the Circle Pines Park Board
to discuss the decisions made by this Board in relation to the Rice
Lake Estates Plat . Mr. Johnson noted there is a portion of land owned
by the Anoka County Park Department which the City of Circle Pines is
reqeusting be deeded to that City. The plans are to put a trail system
through that area. Circle Pines was concerned with the extra burden
this plat would put on the Baldwin Park. There was also discussion of
the establishing of a ball field in that area.
Mr. Arntzen asked if Circle Pines usage of Sunrise Park was discussed?
Mr. Johnson said it was discussed with the fact that Circle Pines is
working out a system of walking trails and bike trails and they are
directed toward Sunrise Park. There was misunderstanding on the part of
the Circle Pines Board in that understood that if Baldwin Park was not
available for usage by the citizens of Lino Lakes, then Sunrise Park
^ would not be available for usage by citizens of Circle Piens. Mr.
Johnson said he tried to clear this misunderstandin - noting that the
Cities are in the process of discussing shared services in other area
and that parks must alsobe shared.
Mr. Arntzen asked if the Board was receptive to the idea of working
with this City? and Mr. Johnson felt this was true. Their suggestions
were that this City provide some fill for the area and complete a bike
path through the area.
Mr. R. Johnson said he has visited Baldwin Park five different times at
five different times of the week and he has not seen over three children
at the park at any one time.
There was discussion of how much usage will develop from the two new
plats being developed in Circle Piens near this Park with the fact that
Rice Lake Estates will probably not have occupants until the latter part
of 1984 and should not be considered until the 1985 budget time.
The plat of Rice Lake Estates was consulted for possible areas where a
path could be placed.
Mr. Arntzen suggested that the City Engineer work with Circle Pines '
Engineer for a recommendation as to where the path should be placed. .

Mr. R. Johnson suggested this be tabled. Mr. Lindy felt this plat will
not generate that much usage .
Mr. Arntzen moved that Phase one, with the possibility of the developer
deposit his excavation material in the area desingated as awalkway and
to have the City Engineer contact the Circle Pines Engineer to determine
the most logical area for the depositing of this material . Seconded by
Mr. R. Johnson. Motion carried unanimously .
BIDS - COUNTRY LAKE PARKS
It was noted there is still only one bid and is from the same contarctor
as before with the exception that this is a higher bid.
The Board questioned the fact that only one bid had been received on
both advertisements . Mr. Schumacher explained that this construction
has many areas of doubt in the excavation and dredging so most contrac-
tors don ' t like to get into an area such as this.
Mr. R. Johnson moved to recommend acceptance of the Bid of H&S Asphalt
for the construction in Country Lake Park. Seconded by Mr. Arntzen.
Motion carried with Mr. Lindy abstaining.

Mr. Schumacher asked Mr. R. Johnson if he had any comments on Item #6
before he had to leave. LL-L - POP-)()
There was some discussion, with Mr. K. Johnson feeling this could be
tabled since there is no immediate action necessary. Mr. Schumacher
said there is a lot of material on this and several ways the Board may
go - he would like at least fiveof the Board members present when a
decision is made.
This item was tabled for inclusion on the January agenda.
Discussion on the Five Year C. I .P was continued with Mr. Schumacher notin,
the items that are planned for completion in 1984.
Mr. Arntzen suggested this item be tabled until the Board has a dollar
amount to know what they are working with.
There was concern with the fact that most of the directions from this
Board fall on Mr. Volk to see that the work is completed and the general
consensus of this Board was that Mr.Volk does not have the staff to
see that this work is done.
There was a suggestion that perhaps this work should bedone on a
contracted basis . This would relieve some pressure on the Public W orks
Department and insure that the planned improvements get done.

The Board asked for a current updating of the projects planned, and
an updating on the funds available for the next meeting. They also
requested that Mr. Volk attend the January Board meeting.
UPDATE ON RICE CREEK SNOWMOBILE TRAIL
Mr. Schumacher reported on the actions taken by the Council on the request
of the snowmobile club for the use of a portion of Sunrise Park for a
groomed trail . This organization is to prepare a map and work with Mr.
Volk on this matter and then bring back for Council consideration.
UPDATE ON AREANA ACRES TENNIS COURTS
The basic work is done and the remainder will be completed in the
Spring. The fencing is done but the courts need to be sealed and this
must be done when the temperture is in the 60' s.
OLD BIISINESS
There was none.
NEW BIISINESS
There was a question on a caretaker for Sunrise Park for the hockey
season - Mr. Volk was asked to present his plans for this at the next
,^ meeting.
