HomeMy WebLinkAbout05-02-1983 Park Board Minutes PARK BOARD May, 1983 Minutes but no agenda or packet n Park Board May 2 , 1983 The regular meeting of the Lino Lakes Park Board was called to order by Chair man Johnson with the following members present; R . Johnson , LeBlond, Scherer. Absent: Lindy , Arntzen, Flannery . MINUTES - April 4 , 1983 Mr. Scherer moved to approve the minutes as presented. Seconded by Mrs . LeBlond. Motion carried unanimously . SHENANDOAH PARK The matter of the holding pond was to be discussed. The ParK Board had felt the size of this pond has been growing and they had requested a representative from Glenn Rehbein to be present to discuss this matter . Mr.Harvey Karth was present and he said it had not expanded since last Fall and he explained the pond pointing out the locations on a map. Mr. Karth said there will be no more material removed from that area . The slopes of the area will be graded to a more gentle slope. There was some discussion on the possibility of flooding on the North end of the Park and it was pointed out this is a County ditch and is probably working better than any other ditch in the City . Mr. Karth said, that after the sloping had been completed, then the entire area will be seeded. MR . JIM KLIENHAUS - BMX TRACK Mr. Johnson noted that all members should have received a copy of his proposal . Mr. R. Johnson felt that Mr. Klienhaus should be commended for undertaking such an operation. Mr. Klienhause reported that this proposal has been submitted to the officials involved in this type of sport and they had told him, that if the track is built according to the specifications submitted, then they will sanction the track. Mr. Klienhaus had also received a call from the Jr. Chamber of Commerce offering their assistance. The Schwinn dealer on 242 & 65 they will donate bikes , parts and equipment for prizes .Gold Line Equipment will supply all tropies for the first race at half price . Mr. Klienhaus explained the classifications that the boys are divided into according to age and ability. This is also a sport that adults of all ages can participate in. Mr. Klienhaus said this track would be basically for the purpose of teaching the kids how to ride and the safety factors involved. Mr. Klienhaus reported that he has tires to line the track. several n parents to assist , and persons to assist in the construction of the track. Park Board 1J,?y 2f 298.3 Page Two Chairman Johnson asked if there is some type of an entrant fee that would go back into the maintenance of the track? Mr. Klienhaus said most tracks do charge an entrance fee, the expenditures would be for the trophies , the sattelites , and various minor items . He suggested that a para-medic be present just for safety . He felt this would not be a money making operation. Mr. Volk pointed out .this track will take up a lot of park area . There will be a need for proper materials to construct this park. There should also be some sort of barrier to divide this track from the re- mainder of .the park. Sunrise and Lino Parks were discussed. Mr. Klinehaus felt that Lino Park would serve and would not disturb the play area already in the park. There was also consideration of how this affects the City Insurance - is there a need for additional insurance or does the City now have sufficient coverage? Mr. R. Jahn,(bn asked which of :the two designs that had been presented, did he prefer and Mr . Klienhaus said, that most of the kids that had looked at these designs , preferred the ' L ' shaped track. He also felt Lino Park would be the best place to locate this track. The only problem is the small parking lot. 1� There was a question as to how this track is monitored during the week and Mr. Klienhaus said that during the week this track would be open for use all week. The equipment used in racing would be removed. Mr. R. Johnson moved to recommend to the Council that Mr. Klienhaus be allowed to present this idea to them for consideration and that Lino Park be used for the location of this facility . Seconded by Mr . Scherer. Motion carried unanimously . Mr . Lindy had arrived. Mr. Volk suggested, that since this Park is a project of the Lions ' Club , Mr. Klienhaus should contact that organization for their feelings on that use of this park. The Park Board requested that this matter be put on the Council agenda for May 9 , 1983 and to also check the insurance. PUBLISHING A MAP OF CITY PARKS IN QUAD PRESS Chairman Johnson said from the results of the surveys that have been returned, it is indicated that this would be worth while. It was suggested that an article accompany this map noting the facilities that are available in each park. Mr. Volk was asked to put something together for this and present for publication , to include the undeve&oped park areas . It was also suggestec that local tot lots not be included. Park Board MA.V 2� 1983 Page Three SURVEY TABLULATIONS Chairman Johnson asked if the results have been tabulAted and Mr. Volk reported on what has been done to date. He asked about a cut-off date. The general consensus of the Park Board was to cut the tabulation as of May 13 , 1983 and to meet on May 16 , 1983 to consider the results . It was generally felt that , if the results showed this park should not be sold, then there is no need to ask for Council approval to go ahead with the construction of the Country Lakes Park. Mr. Lindy asked the status of the Shenandoah Park and Mr. Volk said the first week in June the construction on the tot lot will start. OLD BUSINESS Mr. R. Johnson felt that the matter of Luther using the parking lot has not ceased and he did not understand this matter. He felt that something should be done about this . There was discussion on the problem with the boats on the streets and the other problems created in that area. Mr. Volk said this should be coming before the Council at the next meeting. The Board requested Mr. Volk to make sure that the boats and cars stay off the parking lot NEW BUSINESS There was none. Mr. Johnson moved to adjourn . Seconded by Mr. Lindy . Motion Carried unanimously. 8 :26 P.M.
