HomeMy WebLinkAbout07-06-1982 Park Board Minutes PARK BOARD July, 1982 Minutes but no agenda or packet July 6 , 1982 n The regular meeting of the Lino Lakes Park Board was called to order by Chairman Johnson with the following members present ; R . Johnson , Lindy, Scherer, LaBlond . Absent ; Arntzen, Flannery . MINUTES - JUNE 7 , 1982 Mr . Scherer moved to approve the minutes as presented . Seconded by Mrs . LaBlond . Motion carried unanimously. COUNTRY LAKES PARK - BOAT ACCESS Mr . Schumacher noted that he had received an answer from the State of Minnesota to his inquiry concerned with eliminating the boat access and the letter indicates that the State did not want the access removed from the development plan . Mr . Scherer pointed out that this access does not have to be done this year and as construction proceeds , this matter can be discussed . The general consensus of the Board was to get the beach , bath house , the trails , etc . , completed - delay the access construction until the later part of the development . There is a three year construction period allowed for the completion of this park . PARK CONSTRUCTION SCHEDULE - D . VOLK Mr . Volk is asking for authorization to use the City ' s Engineer , TKDA, in preparing the specifications for the dredging of the beach area . . Mr . Schumacher pointed out that this expense may either be paid out of dedicated funds or submitted to be paid from the LAWCON Grant funds . Mr . R . Johnson moved to authorize Mr . Volk to use TKDA for the preparation of a construction schedule and specifications for the dredging in Country Lakes Park . Seconded by Mrs . LaBlond . Motion carried unanimously . Mr . Schumacher) pointed out the archeological survey has been completed and forwarded to the State . The review and comments from the State must be received before the contract for the receipts of the funds can be signed . Only Engineering and Planning may done on the project at this time . There was discussion on the type of construction for the bath house - wood? cement blocks ? More information is needed in this area . Mr . Schumacher outline the procedure necessary for the construction of this building , such -as the preparation of plans and specifications , advertising for bids , letting of the contract , etc . The general consensus of the Board was that they preferred to keep this as local as possible . There was discussion as to the amount of dredging that would need to be done in the beach area - how deep? how far out? estimated costs ? is there to be a swimming raft? the area roped off? These are items that will be discussed at a later meeting . The dredging will be discussed with the City ' s Engineer for an estimated cost figure . Mr . Schumacher suggested that part-time supervision might be a consideration for the Board . Also, with the hours posted as to when there is to be superviision . This is something for a later agenda . Park Board July 6 , 1982 Page Two The general consensus of the Park Board was to g geIt an idea of the cost of the dredging - then proceed with the other items of the development plan . Mr$. LaBlond moved to authorize Mr . Volk and if they can bring back to the next meeting . Mr . R . Johnson amended this motion to ask for the plans by the next regular _Park Board meeting scheduled for August 2 , 1982 . Seconded by Motion carried unanimously . RECREATION NEEDS SURVEY Mr . Flannery was to prepare a rough draft for this survey to be considered by this Board , but since Mr . Flannery is absent , Chairman Johnson felt that maybe the Board should preceed without him . Members of the Board felt that Mr . Flannery should be contacted for any work he �,-,s done in order to avoid duplication - Chairman Johnson will contact Mr . Flannery before the next meeting . This item to be tabled . CONTRACT FOR ARENA ACRES PARK DEVEOPMENT The contract was prepared by Mr . Bill Hawkins at the request of the Park ,O 1 Board . The contract ties the work to a Letter of Credit to insure the development is completed . The estimated cost is $13 , 500 . 00 . The construction deadline of Sept . 1983 was discussed . Should this deadline be maintained? or should this work be tied into the construction of the streets and number of homes in the area? After some discussion of this matter, Mr . R. Johnson moved to recommend the contract be approved as written . Seconded by Mr . Scherer . Motion carried unanimously . OLD BUSINESS Mr . Schumacher reported that he .had presented the request four the repainting of the sign at Sunrise Park and they had approved with Thanks . Mr . R . Johnson said he was not sure of the time schedule but it would be done sometime this summer. Mrs . Elsenpeter reminded the Park Board of the Ordinance preventing motorized vehicles in the parks . She felt the Park Board should establish a master plan for the City parks designating where the road areas are and where motorized vehicles are not allowed . The driving areas at Sunrise was discussed with the areas to be blocked off indicated . Mr . R. Johnson felt the Ordinance should have included a ' No Parking ' provision for the parking lots that would exclude all except the park users . Mr . Schumacher indicated that this could be added by Resolution. This restrictions was directed particularly to the Lino(,Park parking lot being used by Luther ' s Sport Shop , by its employees and customers . Park Board July 6 , 1982 Page Three Mrs . Elsenpeter suggested sending a request to the Council on restrictive parking of vehicles other than park users . Moved that the Council restrict the use of the Lino Park parking lot to park users only and that employees and customers of Luther ' s Sport Shop refrain from using the parking lot at Lino Park . Seconded by L Motion carried unanimously . Chairman Johnson asked if the 5-Year C . I . P . had been submitted to the Council and Mr . Schumacher said , not yet . It will be submitted when all departments have completed their 5-Year C . I . P . All will be submitted at one time . He felt these should be before the Council sometime in September - before budget approval . NEW BUSINESS Mr . R. Johnson asked if the City office ever received information as to the sale of used bleechers ? The Lions Club is interested in obtaining some . Mr . Schumacher said there is a ' For Sale ' section in the League of Minnesota Cities magazine which is received once a month . He will watch those ads and report if there is any such items offered for sale . Mr . Schumacher noted that the Circle-Lex Lions Club had donated $500 . 00 to be used for the fencing at the Little League Fields as Sunrise - the Lino Lakes Lions Club had donated $500 . 00 as well as the Circle Pines Recreational Association the same amount . The $1500 . 00 had purchased enough fencing for the two fields at Sunrise . Mrs . LaBlond commented Chairman Johnson - take pictures while the work is in process . Mr . Schumacher asked if they were requesting that the press be notified for pictures and publicity and the Board said, Yes . This request will be forwarded to Mr . Volk to see that this is done . Mr . R . Johnson moved to adjourn . Seconded by Mr . Scherer . Aye . 1
