HomeMy WebLinkAbout03-01-1982 Park Board Minutes PARK BOARD March, 1982 Minutes but no agenda or packet Park Board March 1 , 1982 The regular meeting of the Lino Lakes Park Board was called to order at 7 : 00 P .M . by Acting Chairman LaBlond . Members present ; LeBlond , Scherer, Lindy, R. Johnson . Absent ; K. Johnson, Arntzen, Flannery . MINUTES Mr . Scherer asked what the purpose of having minutes of the meetings? He felt that it is to record the discussion and record what the actions of the board was at those meetings . Mr . Scherer said , if that was the case he would disapprove these minutes . He said the combination of getting a building to serve both the Senior Citizens and the Community has been omitted . He felt there should be some mention of this in the minutes . He would like the minutes amended to include the conversation of how this building could be used by the community and how this could be accomplished . Mrs . LQBlond suggested that in the future , if the members of the Park Board feel something they are discussing should be a part of the minutes , they make a note of it on the tape . Mr . Scherer moved to approve the minutes as presented . Seconded by Mr . Lindy. Motion carried unanimously . COUNTRY LAKES PARK PLAN This discussion was delayed and Item 4 was discussed . n VFW FUTURE PARK PROJECTS This is in reference to a letter from Mr . Volk to the VFW. Mr . Schumacher reported that the VFW was looking for projects and Mr . Volk had written a letter to that organization noting the things that could be used in the City Parks . There has been no answer at this date . This item is for informational purposes . only . Mr . Ray Johnson suggested that this letter be forwarded to the Lions Club also for their input . Mr . Johnson asked about the operating budget of the City Parks -fhe only thing he has ever seen is capital outlay - is that the only expenditures that the park department has ? Mr. Schumacher said there is an operating budget that is part of the overall City budget and this is for the current expenses of operating and maintaining the parks and does not include capital outlay . Mr . Johnson said he had been approached and asked if the Park Board was going to do anything to improve the ball fields . There was discussion of the agencies who have donated time and equipment being thanked for their donations . Mr . Schumacher assured the Board that Thank You letters have been sent to those organizations . Mr . Scherer suggested an article in the newspaper noting the participation of the organizations as to what they have done in the area of the parks . Park Board March 1 , 1982 Page Two Mrs . Elsenpeter suggested a formal recognition of these organizations at a Council meeting where the amount of money spent , time donated and other items that have been given to the Park system could be presented to the Council and the Council could have an opportunity to express their appreciation . Mr . Scherer moved that all the various civic groups that have been asked to contribute to the Park Board ' s efforts in the parks be recognized by the Council . This is to be by invitation and to be first on the agenda. Seconded by Mr. Lindy . Motion carried unanimously . COUNTRY LAKES PARK - MRS . SULLIVAN Mrs . Sullivan pointed out the path system, the area for volley ball and the play area - (This installation being discussed is in Shenandoah Park . ) She suggested the bike trails be asphalt due to the roughness of the terrain. There was some discussion of the ponding area and the possibility of having a picnic area there . Mrs . Sullivan thought perhaps this area could be made smaller and deeper . This will be something that would have to be worked out with the Watershed District . There was discussion on the trees that were in the area and if any of them have been removed. Mrs . Elsenpeter felt the only trees that would have been removed would be in the area of the streets . There were some discusion of having a hockey rink in the area . Mrs . Sullivan said she had talked to the residents and her impression was that they would like a skating rink for practice, not necessarily a hockey rink . There is also no plans for a structured ball field - just an open space for playing ball . There was some question as to who has title to thel0utlot and just how much of this area will be available for use as a Park . Mrs . Sullivan said the diagram of the ponding area on the Park map is per the Rice Creek Watershed Engineer and she felt it was pretty accurate . There was a question as to the discussion on Country Lakes and Mr . Schumache reported on the need for an archaeological survey in order to prtect the historical sites in that area . This will need to be completed before any construction can be started . It was suggested that this Board make temporary plans to tour this Park area sometime in May when it is possible to walk the area. There was discussion of the beach area in the Country Lakes Park - how much may be dredged - how much fill - etc . This must all be handled through permits . HORSE TRAILS Mr . Flannery was not present to dicuss this . This subject was deferred until the April agenda . JC ' s PARK PROJECTS Mrs . LeBlond said she had not been able to contact anyone from the JC ' s and Park Board March 1 , 1982 Page Three will continue to do so . PROPOSED ARCHAEOLOGICAL TESTING - COUNTRY LAKES PARK Mr . Schumacher had prepared a request for bids to do this work which is required by the Historical Society . Copies had been made for the Board Members and this request was gone through and discussed noting the basic requirements as set forth by the State . Mr . Schumacher said there are eight people in the State who are qualified to do this work and he felt: these persons should be contacted . Mr . Ray Johnson moved to authorize Mr . Schumacher to submit this request . Seconded by Mr . Lindy . Motion carried unanimously . DNR LAKE SURFACE ORDINANCE Mr . Schumacher reported that he has not received any material on this subject as of this date . This item should be on the April agenda . VFW DONATION The Park Board had requested an update on the donations from this organiza- tion . Mr . Schumacher reported on the amount received and noted that this money had been spent for park equipment per the VFW request . OLD BUSINESS Mrs . Elsenpeter asked if the Park Board would be interested in working with the City in conjunction with the construction of the Senior Citizen ' s Center with perhaps some addition to the Center that would be designed for Park use . There was discussion on several possibilities of perhaps building a dual purpose structure . Mr . Schumacher felt that the need for additional office space is well known, the need for a park building at this site has been designed , the Senior Citizen Building must' be designed - he felt that all these areas should be considered and worked into perhaps one building program . He felt the Park Board should leave this compeltely flexiable, Mr . Lindy suggested making a list for submission to the Council for their consideration . as to what the Park Board would like to see constructed at the same time as the Center is constructed . Basically what the Park Board is looking for is a warming house , bathroom facilities and equipment storage . This could be incorporated into whatever design is chosen for the Center . Mr . Ken Johnson and Mr . Peter Scherer will put this list together . Mr . Scherer asked if the parks had been ' signed ' ? Mr . Schumacher reported that the Council had deferred this until after this season and Mr . Volk is to present a complete report as to the damage . Park Board March 1 , 1982 Page Four . . Mr . Ray Johnson pointed out that people do not know that snowmobiles are not allowed in the Parks . Mr . Volk had posted several signs at Lino Park and there have not been snowmobiles in there since . He felt it is important to get the Parks posted . Mr . Scherer pointed out there are snowmobile trails within Lino Lakes that are marked . NEW BUSINESS There was none . Mr . Scherer moved to adjourn . Seconded by Mr . Johnson . Aye . 8 : 50 P .M .
