HomeMy WebLinkAbout07-06-1981 Park Board Minutes n PARK BOARD July, 1981 Minutes but no agenda or packet n Park Board July 6 , 1981 The regular meeting of the Lino Lakes Park Board was called to order at 7 : 30 P.M. , July 6 , 1981 by Chairperson LeBlond. Members present ; Johnson , Scherer, Volk , Absent; Arntzen. MINUTES - JUNE 1 , 1981 Mrs . LeBlond corrected the minutes as follows ; Under Financial Evalulation, 2nd paragraph, it should read, Mr. Schmacher should prepare a statement for the Circulating Pines as to how the funds are arrived at and how the money is spent. Mr. Scherer moved to approve the minutes as corrected . Seconded by Mr. Johnson. Motion carried unanimously. 81-82 LAWCON GRANT Mr. Schumacher reported that the City' s application for a LAWCON Grant for the development of Country Lakes Park had received preliminary approval in the amount of $100 ,000 . 00 . This amount must be matched by a like amount of funds from the City. Mr. Schumacher pointed out that this does not have to be in the form of money - it can be donated labor and equipment . He felt that some of that amount can be attributed to the volunteer labor donated by the Corps of Engineers such as was done last summer in the preliminary grading and landscaping that had been done by that group . Mr. Schumacher pointed out the items that had been listed for completion with this grant funds - 900 ' access road , 3501 beach area, 24x36 bath house , , '115 car and boat parking lot , 15 acres landscaped, 45 car parking lot , 650 ' trail and one boat launching area with a 32 ' dock. This area would have a concrete apron and constructed according to State specifications . Mrs . LeBlond was concerned that a boat lauching area of this type would open up the lake to the large power boats . She felt that by having a boat launch of this type , the lake would be opened up for all types of water usage and the lake would become Mr. Schumacher pointed out that the area for parking boat trailers was limited to 15 - this in itself should limit the number of boats on the lake .. Mrs . LeBlond objected to the possible use of the lake by the larger types of boats and felt that the usage should be limited to canoes , sail boats and small fishing boats . Mr. Schumacher said what she was talking about was surface control of the use of the lake and that would have to be done by Ordinance . The development in this park will take a couple of years - the final application must be submitted and some other work done before actual work can begin. There is time to study and form such an ordinance if that is the desire of this Board and the City Council. Mr. Schumacher noted that Lino Lakes was ranked first this year coming up from 27th last year. He felt this was quite an accomplishment for the City. Mr. Volk pointed out that the Chain of Lakes Park is geared for canoes , sail boats and fishing. He felt itwould be'acouple of years before the Country Lakes Park is opened , and the City should work with the County to coordinate the use of the lakes . Park Board July 6 , 1981 Page Two Mrs . LeBlond insisted that if the access is there , people will use it whether the park is open or not. It was noted that people get onto the lake at the present time - mostly through private property - and use the lake even though there is no access . Mr. Schumacher said the use of the lake is something that can be discussed at a later date. He asked Mr. Volk about getting the development phases that need to be bid out done this year. Mr. Volk said the acces5road could be rough cut in this year , some work can be done by the City crews when there is time ; also the parking lots can be roughed in and part of the excavation for the landscaping . Some work on the beach area can be started . It was generally felt that this is the best time to put these items out for bids . The time frame for the use of the Grant money was discussed. Mr. Schumacher explained that the work being done and the progress is checked by the State Planning agency and , basically, as long as the work is progressing , there is no pressure . Mr. Volk asked if it is necessary to have an Engineer or an Engineering firm? Mr. Schumacher said it would be wise to make a list of items where an Engineer would be needed , then submit to the Council for their approval. Mr. Schumacher pointed out that Council approval is necessary on all the proposed spending since this is a City application for funds . There was some discussion on the E. I .W. Mr. Volk pointed out that the formula supplied by the State or the DNR (he wasn't sure which) was used to compute the size of the parking lots in order to eliminate over crowding of the lake . This seemed to be of a major concern to Mrs . LeBlond - that the use of the lake be controlled by restricting the size of the boats on the lake . Mrs . LeBlond asked that an agency such as DNR , be involved in the development of the Park. Mr. Volk noted that when work is started on the beach area or any work in- volving the shoreline ,DNR will certainly be involved. Mr . Schumacher said it is also possible to discuss the proposed restrictions with DNR. There was discussion of the installing of the cement apron for launching with Mrs . LeBlond feeling this will only add to the problems of boats on the lake . Mr. Volk felt that it made very little difference whether there was an apron for launching since people will get on the lake no matter what . Mr. Volk felt the only way to control the useage would be by posting signs noting the restrictions and having the police enforce the rules . Mr . Volk felt it would only take a few tickets for the word to get around. Mrs . LeBlond felt this would create more work for the police department and while all this is happening , the lake would be overcrowed and misused . She felt , that in order to enforce the rules , someone would have to be there at all time,, There was much discussion on this with no solid agreement on how or if the , 'N useage of the lake is _to be controlled . Mr. Schumacher noted that $57 , 200 . 00 had been earmarked for the bath house - he asked Mr. Volk if that was enough? Should he ask for more funds for this building? Park Board July 6 , 1981 Page Three ,.-..,, Mr. Volk said he didn' t know at this time - he would get some cost estimates and report back. There was discussion on the septic system for this building - Mr. Volk said the type of system would be determined when the site for the bath house is selected. Mr. Schumacher reminded Mr. Volk that a very compelte log of hours he or any of his men spend on this project must be kept . These figures must be available at all times . Mr. Volk said he will be talking to contractors for ideas as to what should be done and when - He will have this report ready for the next meeting. Mrs . LeBlond noted that a walking tour of the Parks by the Park Board had been planned earlier and she felt this should be done soon . She suggested polling the absent members for a date sometime in July. Mr. Schumacher suggested this tour be held after the July 13th Council meeting since there is. a possiblity that two new park board members will be appointed at that meeting and they should be present on this tour - perhaps the first part of August would be a better time . Mrs . LeBlond and Mr . Volk will be absent at that time. Mrs . LeBlond felt this should be done as a body but , if that is not possible , then this could be done on an individual basis . Mrs . LeBlond asked Mr. Schumacher if the Park Board had any input in the ''^ selection of new members? Mr. Schumacher said , according to ordinance , this is a Council decision. The appointments are made on the basis of a resume submitted and from the Council members talking to those persons who are interested. Mrs . LeBlond asked if there were any special qualifications and Mr. Schumacher said , not really, just someone who is interested in seeing that the Parks get developed and is interested enough to attend the meetings . Mrs . LeBlond felt that the Park Board should review the persons who are being considered and forward their recommendations to the Council for the appointments . Mr. Schumacher said he would present this proposal to the Council for their consideration. C . I .P. Mr. Schumacher said this had been included on this agenda for the purpose of the Board reviewing this plan for any possible changes and for the purpose of extending this plan for another year since the budget process has been started for 1982 . Mr. Schumacher went through the 1981 proposed improvements noting what has been completed , what has been started and at what stage of completion the projects are at this point in time . Most of the planned projects should be completed this summer with the exception of Shenandoah and the skating rink ,I�at City Hall Park. There could be some work done on those two projects yet this year - but how much is not known at this time . The remaining years were looked at and discussed in relationship to what is being planned and whether it can be done in that year or should be postponed for one year . Park Board July 6 , 1981 Page Four .-,—", There was a suggestion that this Board should take a look at this five year C . I .P. at least every six months - just to discuss what had been planned , what had been done and the progress of the projects . Also , the financial status of the fund balances . Mr. Volk suggested another working session sometime in October for updating the C . I . P. This matter is to be on the September agenda for discussion of a definite date . PARK SHELTER Mr . Volk said that he had been approached by the Lions Club for permission to construct either one large or two small shelters at Sunrise Park. He had been asked to present this proposal to the Park Board for their suggestions . Mrs . LaBlond asked why Sunrise Park? Mr. Volk said part of the money had been given to the Lions Club by a disbanded Park Association and the money was to be used for that specific purpose at that specific park. There was discussion as to the size and type - the pros and cons on one large or two small shelters - the site - construction materials , etc . The recommendations of the Park Board was they would prefer two small shelters seperated, near the playground equipment in the Northeast portion of the Park - constructed of wood or woodlike materials to blend in with the surroundings . Mr. Johnson moved to adjourn at 9 : 45 P.M. Seconded by Mr. Volk. Aye . n
