HomeMy WebLinkAbout06-01-1981 Park Board Minutes PARK BOARD June, 1981 Minutes but no agenda or packet Park Board June 1 , 1981 The regular meeting of the Lino Lakes Park Board was called to order on June 1 , 1981 , by Chairperson LeBlonde . Members present ; Scherer, Johnson, "'%" Arntzen , Volk . Absent ; None . Mr . Scherer moved to approve the minutes of April 6 , 1981 . Seconded by Mr . Volk . Motion carried unanimously. ESTIMATED MARKET VALUE ON LARGE LOTS SUBDIVISIONS . Mr . Schumacher referred to the discussion heldon the $1500 . 00 per acre being used for computing park dedication funds .— The Assessor and the Building Official had put some figures together . Mr . Schumacher presented these figures and felt that the City of Lino Lakes is very competitive with the surrounding communities . Mr. Schumacher felt there is no adjustment warranted at this time . Mr . Scherer pointed out that some plats have been filed where there had been no expense to the developer with the exception of the platting pro- cess . He felt the lots were being sold for 8 to 10 thousand dollars and the Park Board is only being allowed $ 1500 . 00 per acre . Mr . Schumacher felt there is some developers who will be able to take advantage of existing streets - but these are isolated cases and usually the sale price of the lots include the cost of streets , curbs , gutters , and storm sewers , plus all costs involved in the platting process . HENRIKSEN - PARK DEDICATION It was noted that the Council approved the variance on Lots 1 $ 2 and the Park Dedication has been paid on those two lots . The representative for Mr . Hendirksen proposed that this money be paid at the time the lots are sold . It was pointed out there are only seven parcels left to be paid on . Mr . Schumacher was asked what the written policy says and he reported that the Ordinance states that either 10% in land or money is paid at the time of platting . However, this is not a plat , as such. There are several such plats in the City operating under the plan that Park funds are paid at the time the building permit is issued . Mr. Schumacher pointed out this is an administrative headache . The representative for Mr . Henriksen proposed that a Park Dedication check be make out to the City at the time of the closing . The general consensus of the Board was this would be one method of handling this . Mr . Volk felt that there it would be much cleaner to submit the entire amount due at this time . Mr. Scherer moved that Park dedications funds be paid to the City at the time the lots are sold . There was no second - Motion died for lack of a second . ?sir . Arntzen suggested that this money be paid in two payments - one now ,wand the final in six months . Mrs . LeBlonde suggested that the motion include ' that the park fund would be paid according to the current formula' . Page Two Park Board June 1 , 1981 Mr . Volk agreed with Mr . Arntzen ' s suggestion . Mr . Scherer felt that since the ' pay as sold ' agreement had been allowed in other areas , it should be allowed here . Mr . Volk moved that the amount due be collected in three equal payments , payable at four months intervals , with the first payment due in four months from Council approval of the Park Board ' s recommendation . Seconded by Mr . Arntzen . Mr . Scherer asked, what happens if the land is not sold , does he get his money back? There was some discussion on this with no solid decision . The motion carried with MR. Scherer voting , No . DISCUSSION OF 1980 PARK BOARD FINANCIAL EVALUATION Mr . Schumacher asked to finish his discussion on the first item on the agenda . He had one more handout for the Board . This is a financial re- port of the Dedicated funds . The total balance at the end of 1980 was $101 , 520 . 03 . As of May 20 , 1981 the balance was $ 103 , 000 . 00 . Mr . Schumacher presented a copy of the budget for 1981 in the amount of approximately $30 , 000 . 00 . Mr . Schumacher pointed out this is for the daily operation of the parks and is separate from the dedicated funds which are are used for purchase of equipment and lands . These are two different funds and are used for two different puTposes He felt this should be made clear . Mrs . LeBlonde felt this is misunderstood by the general public and that when the discussion of spending large amounts of money in the parks is discussed , the general public gets upset . She felt there should be some way of clairfying this to the ?public . Someone felt that the reporter for the Circulating Pines should be contacted and this matter should be clarified . Dedicated Park Fund Balance 12/31/80 - $60,114.66; Interest received in 1980 was $11,119.37. Mtn SHENANDOAH HOLDING POND df �``r� `� ' a-,, The actual use of the holding pond in the Shenandoah Park was recorded in the minutes as public property, but the developer could use the area for a holding pond . Mr . Schumacher asked Mr . Volk if he had any knowledge as to how the storm water is to be handled in that development . Mr . Volk ex- plained there isAweir system set up for that area and there could be water in the ponding area after a rain storm . There was a discussion on perhaps draining this water to the low area in Shenandoah I near Birch Street . Mr . Schumacher pointed out this had been designed by Rice Creek Watershed Board and felt it would be very difficult to make a change . Mr . Arntzen asked, since there is drainage under Birch Street , why is this holding pond necessary? Mr . Volk said he really didn ' t know, this has all been designed by the RCWB . Mrs . Sullivan pointed out this system controls the amount of water that drains into the lakes , the rate it drains and the quality of the water . Mrs . Sullivan suggested making a smaller area deeper , which would hold the same amount of water, but would make a larger area usable for park purposes . Mr . Schumacher felt that by working closely with Mr . Rehbein , this could possibly be accomplished . Park Board June 1 , 1981 Page Three '—'- Mrs . Sullivan presented her design for the development of the Park and the areas to be used for the different activities . The Park Board had questions and suggestions which were discussed with Mrs . Sullivan. It was felt the next step to contact Mr . Rehbein and asked if in his development of the ponding area, he would conform to the plan for the park as presented by Mrs . Sullivan . Mrs . Sullivan asked what the Board would like her to do next as to the planning of this park? Mr . Schumacher felt that Mr . Rehbein should be contacted on the question of the holding pond - could Mrs . Sullivan ' s suggestions be incorporated into the construction of this holding pond? Mr . Arntzen asked Mr . Schumacher to check on the requirements of a culvert under Arrowhead where it meets the Park . This plan is to be studied by the members and th`Smatter is to be on the July agenda . If there are suggestions for changes , they should be ready for that meeting . Mr . Volk asked Mrs . Sullivan if he can get extra copies of the plan and she said, Yes . EQUIPMENT FOR TOT LOT Mr . Volk said this had been discussed with the Park Board members at a previous meeting and he has ordered one piece of equipment and will be , ordering the second piece . Mr . Volk presented pictures of the piece he has ordered and felt this would be delivered within the next month . The second piece will be ordered from a different company and he is requesting approval from the Park Board for this purchase . One piece of equipment will be installed at City Hall Park and the second piece at Sunrise Park . Mrs . LeBlonde asked, since this has already been approved, is a motion necessary? Mr . Schumacher felt it would be best just for the records . Mr . Johnson moved to approve the purchase from Earl Anderson $ Associates the landscape structure and 3 seater swing set for City Hall Park and the purchase from Miracle Equipment Company a total playground center and 3 slides for Sunrise Park . Seconded by Mr . Arntzen . Motion carried unanimously The total dollar figure is $33 , 417 . 00 . Mrs . LeBlonde , from the April meeting, referred to the request of Mr . DeMars for protective fences at the Little League fields . Mr . Volk said that snow fences were erected but since that the time , the Circle-Lex Lions have donated enough fence for this purpose . This fencing has not been erected as yet , but it will be done as soon as time allows . This is just for the two Little League fields . Mr . Volk reported that a resident of the City who has a nursey, had donated .,-,. about 200 trees to the City . These trees have been planted in the various parks . Mr . Volk had written a letter of thanks to this resident . Mrs . LeBlonde suggested that a letter also be sent from the Park Board . Meeting was adjounaed at 9 : 35 P .M .
