The regular meeting of the Lino Lakes Park Board was called to order at
7 :30 P .M. , on November 3 , 1980 , by Chairman Liljedahl . Members present;
Scherer, Shaughnessy , Johnson, Crouse. Absent; Foster .
Mr . Scherer moved to approve the minutes as presented with a comment that
the reports from the Police Department on the activities in the Park had
not been received, he wondered where they were . Seconded by Mr . Johnson .
Motion carried unanimously .
The first item on the agenda was a report from MzS. Doris Sullivan with a
report on the progress of the park planning.
Mrs . Sullivan presented maps showing the buffer zones for the playing areas
in Sunrise Park. She suggested moving one of the parking lots or perhaps
eliminating this parking lot and using only the one in the center. Her
next step on this park is to finalize the plan .
She also presented suggestions for planting to outline the park area thus
marking the borders and leaving an area that could be used for touch football .
There was suggestions for the types of trees and shrubs that should be
planted around the area . There was some discussion on where the parking
should be located and Mr. Sullivan gave her reasons for indicating the
locations on the map.
After some discussion , Mrs . Sullivan asked if the previously indicated
parking lot near the Little League fields should be left - if this is the
,---., wishes of this Board, she will redraw the lot at that location , she also
indicated that she would include recommendations for placement of shrubery
in her final plan .
Mrs . Sullivan reported on the Country Lakes Parks and indicated that this
is her favorite planning process - a vacant piece of land that can be started
from the beginning and the areas that should be retained, can be noted without
having to deal with already established play areas . . She presented a
suggestion for a beach area and discussed the various soils in the area ,
noting their limitations .
Mrs . Sullivan suggested that the natural growth be retained as much as
possible and she presented some suggested areas that should have some
additional planting.
Mr . Scherer moved to recommend to the Council that authorization be given
for Mrs . Sullivan to complete this plan .
Mrs . Sullivan asked if she should come back before this Board before she
finalizies this plan and the general consensus of the Board was that she
should .
The motion was seconded by Mr. Shaughnessy and carried unanimously .
Mrs . Liljedahl asked Mr . Volk about the parking lots and Mr . Volk said it
,—,,might be possible to get some work done on one of the lots but he did not
know at this point in time .
Mr . Johnson presented his ideas on the development of the tot lot at the
City Hall Park. After some discussion on the various types of equipment
available, it was decided that-Mr. Volk should contact a couple of the

suppliers with the amount of money the City has to spend and ask for their
recommnedations .
Mr . Volk reported on the construction of the new skating rink at the City
Hall Park and indicated that water problems had forced the construction on
that facility to be halted until the land dries out . He said the only
alternative is use the area where the rink was last year and finish the new
rink next summer when it is dry enough to allow heavy equipment in the area .
Mr-. Volk also reported that he is working on obtaining a trailer for use
as a warming house . There was also discussion on the need for an attendent
and the need to establish the rules for the use of the rink and make sure
they are posted .
A petition from the LaMotte area residents asking that the City owned park
in that area be left as green space and not disposed of as proposed by the
City Council was discussed .
Mr . Johnson suggested giving the citizens a deed to the land owners as
joint tenents and release the City from all responsibility for the park.
Mr . Volk pointed out the Board that this matter had been put on the agenda
for Park Board information only - The Council aready has their decision on
what is to be done with the park land and were not asking er�o make a
decision on this matter.
Mr. Shaughenssy moved to recommend to the Council that LaMotte Park be left

Mr . Scherer, who was the liaison to the P&Z , reported tha the had not been
attending those meeting because he had not been informed when there was to
be discussion before that Board that would require input from the Park
Board . He suggested this practice be re-established .
There was some discussion of a Bond Issue for the construction of the building
at City Hall Park and the fact that this had not been a consideration at
the last election .
Mr. Volk went through the budget for 1981 , noting the changes and the reasons
for the changes .
After listening, Mr . Shaughnessy said that this Board had wasted its time
by listening to Mrs . Sullivan . Mrs . Liljedahl said there is money available
to spend in the park system and no one will let the Board use it . Mr . Scherer
suggested either the Council come to the next Park Board meeting or set up
a special meeting with the park board and get these items taken care of.
Mr . Volk suggested that perhaps a working session with the Council might
clear up some of these questions .
Mr. Scherer moved to request a meeting with the Council . Seconded by Mr.
Shaughnessy . Motion carried .

Mrs . Liljedahl moved that Mrs . Sullivan be authorized to plan the Shenandoah
Park. Seconded by Mr. Scherer. Motion carried .
The biketrails as proposed by Shoreview was discussed. Mrs . Liljedahl pointed
out how this could affect this City .

Mrs . Liljedahl noted that the Sunrise Park Associa . had donated some funds
to the Lions Club (who will match the funds) to be used toward the constructio
,0"\ of a shelter in Lino Park. Mrs . Liljedahl asked that the Lions Club present
their plans to the Park Board before and construction is started .
Mr . Scherer moved to adjourn, seconded by MR . Shaughnessy . . Aye .
