July 7 , 1980
The regular meeting of the Lino Lakes Park, Recreational and Environmental
, commission was called to order at 7 : 30 P .M. Monday , July 7 , 1980 by Chair-
ian Liljedahl . Members present : Scherer, Johnson , Foster, Sears , Liljedahl ,
Shaughnessy . Members absent: Crouse . Mr . Schumacher and Mr . Volk were
also present .
Mr . Scherer moved to accept the minutes of the June 2 , 1980 meeting as
presented. Mr shaughnessy seconded the motion . Motion declared passed .
The first item on the agenda is the Comprehensive Plan for Sunrise Park
and Country Lakes Park . Mr . Schumacher intorduced Mr . Mike Johnson , Admin-
istrative Assistant and Mr. Johnson introduced Doris Sullivan who is a
graduate student of the University of Minnesota with a degree in Landscape
Architecture . Mr. Johnson said he had contacted Mrs . Sullivan and sent
her all the information she had requested for planning these two parks .
Mrs . Sullivan said she was not prepared to comment on Sunrise Park as
she had just seen it today but had seen both Country Lakes Park and Shen-
andoah Park. She explained that the procedure for a site plan is to
first do a thorough analysis of the site; soils , vegetation and what
activities the site can handle and come up with several plans to choose
from. After a plan is selected the community develops the plan . Mrs .
Sullivan also gave the Board some background regarding her experience in
working in other communities and also explained how she would determine
some costs for her services . She felt that if she did a very detailed
plan her expenses for Country Lake Park and Shenandoah Park would be
5300 . 00 to $400 . 00 . The total cost including her time would be about
2, 750. 00 One park, Country Lakes , for instance would be $1 , 400 . 00 .
Mrs . Sullivan said she felt Country Lakes Park had a lot of potential
and deserved carefull planning to preserve all the natural assets and
provide a few activities . As for Sunrise Park all that is needed is
something to dress it up.
Mrs . Liljedahl felt Shenandoah Park could be worked into something nice .
A neighborhood park rather than a community park. Mr . Schumacher said
that when Shenandoah II is developed there will be an additional 2 . 9
acres .
Mrs . Sears asked if the present plans prepared for Country Lakes Park
would be discarded. Mrs . Sullivan said she did riot know yet . This would
probably depend on soil conditions .
Mrs . Sullivan asked if there would be some agreement between herself and
the City . Mrs . Liljedahl said the Board would have to ask the Council for
permission for any expenditure .
Mr. Scherer said that any plans that are developed by Mrs . Sullivan now
will be helpfull even if the development is not done now but some time
in the future.
qrs . Schumacher said the Park Board should decide what parks they wanted

,ould want them to try and stay within the budget . The Board should
state a priority . Mrs . Liljedahl felt Country Lakes should be a priority
now. Mr. Foster suggested that Board wait with Shenandoah Park until
one plan can be designed to the entire park.

1'he Park Board decided Country Lakes design at a cost of $1 , 700 would be
their priority . Mr. Schumacher said he would like to bring this before
the Council . Mr. Scherer felt this was not necessary since money was
already budgeted for planning expenses . Mr. Foster asked if Sunrise and
Country Lakes Parks could be designed with the $2 ,000 . Mr. Schumacher
felt this would not be a problem. Mrs . Sears asked if Mrs . Sullivan could
give an estimate on Sunrise Park this week. She said if both parks
could be done for the $2,000 she would prefer this . Mrs . Sullivan said
she did not know yet .
Mr. Scherer moved to ask the Council to give the Park Board authority
to hire Mrs . Sullivan to design both Sunrise Park and Country Lakes Park
with Country Lakes Park being the priority . Mr. Johnson seconded the
motion. Motion declared passed .
The next item on the agenda is the LAWCON grant . Mr. Schumacher explained
that the State had ranked the City 4th and the Metropolitan Council had
ranked the City at the bottom and the overall ranking was 14th . Mr. Schum-
acher had talked to a number of people at Metro Council and gained consider-
able knowledge of how to go about this process in the future . Lino Lakes
needs to build a better working relationahip with Metro Council and let
them know what we are trying to do . Also funds were cut way back this year .
Mr. Shaughnessy asked who are these Metro Council members and how are they
,ppointed. Mr. Scherer said the governor: appoints them. Mr . Schumacher

Nid he felt that next years application will be better drafteaJ because
�ie criteria is now better understood. Mrs . Liljedahl felt the City should
have better contact with Metro.
Mr. Scherersaid that this City is not progressive enough and the Council
should let the Boards operate and have enough faith in them. If they
do not have faith in the Boards they should not appoint them.
Mr. Schumacher said another area in which the application was ranked very
low was housing. We do not have diversified housing.
Mr. Schumacher said the Metro criteria will be reviewed in February .
Mrs . Liljedahl said she feels at this point there will be no new building
at City Hall Park. But she felt some of the other things planned such as
ice rinks could be started now. At this point the parks are maintained well
but other than that the Council has not seen fit to go along with any
development . Mr. Scherer said he felt that this community is not interested
in parks . Mr. Schumacher felt the survey prepared by the East Shadow Lake
residents was a good idea . It can stimulate some involvement by the community.
Mrs . Liljedahl said she would like to set up some criteria and get moving on
something. Mr. Johnson suggested something be added to the tax levy to improve
the parks not just maintain them. There was further discussion of the Park
Board roll and the fact they must go to the Council for approval of all
,,�pendi Lures .
Mr. Volk presented some-literature on park & playground equipment . He sugg-
ested holding a workshop to discuss possible plans for equipment and take
it to the Council .

Mr. Volk gave his estimates on a hockey rink that doubles as a tennis
court in the summer. There is a problem with deminsions in that a hockey
rink size is not quite a double tennis court size. A hockey rink is 80 '
x 200 ' and an official tennis court is 60 ' x 120 ' . An official hockey rink
would cost about $7 , 000 excluding labor and without blacktop for a tennis
court . If lighting is required using what poles , etc. that is already
there, the additional cost would be about $3 ,000 . If a blacktop mat to
tennis court specs were added there would be another cost of $20 ,000 .
Mr. Volk did not think this was good use of the park funds .
The plan was to put a second hockey rink at Sunrise Park in 1981 . Mr.
V9jksoriginal estimate was $15,000 and this included all new fixtures . He
did say there are other ways of building hockey rinks for instance, those
that are taken down each season . However, the labor involved with putting
them up and tearing them down brings their cost in line with a permanent rink.
Mr. Johnson asked the cost of a double tennis court and Mr. Volk said it
would be near $15 ,000 .
There was discussion regarding the need for two hockey rinks at Sunrise
Park.
Mrs . Sears said she felt the Board should direct their energies towards
i new hockey rink and a pleasure rink and maybe a tennis court .

Irs . Liljedahl thanked Mr. Volk and suggested the Board get together
and go over their plans .
Mrs . Liljedahl asked what it would cost to have a pleasure rink at City Hall
in the area designated on the City Hall Park Plan . Mr. Volk estimated
$1 ,000 . He also suggested renting a warming house .
Mrs . Liljedahl said she would like the Council to give the Board a decision
or direction on the all season building.
Mr. Scherer moved to ask the Council to give the Board a yes or no on
the all season building. Mr. _Shaughnessy seconded the motion . Motion
declared passed.
Mr . Scherer asked when the 1981 budget will be prepared and Mr . Schumacher
said it will be started in about two week is and be presented to the Council
in September. Mr. Scherer asked if the Council would approve if the
Park Board asked for an appropriation of $40 ,000 above the regular budget
for this building. Mr . Schumacher suggested that all the Park Board members
attend the Council budget hearings and when the Council says that a part-
icular item is ridiculous there can be some input from the Park Board. Be
there in a group and also bring members of the community .
Vr . Scherer asked if LaMotte Park could be sold. He felt it was near Center-
"_'Nille and there would be duplication of facilities .
Mr. Scherer moved to ask the Council to sell LaMotte Park and put the money
into a trust fund. Mr. Johnson seconded the motion . Motion declared passed .

Mrs . Liljedahl wanted clarification about land dedicated from contractors
who are platting. She was under the impression this was dedicated park
land but was told this is dedicated City property . Mr. Schumacher said
he thought that this gives the City the flexibility to use the land for
something other than parks . Mrs . Liljedahl felt it should be brought to
the Councils attention that the Board is not happy with this idea .
Mr. Foster moved that the Board get some answers and funding or disband.
He felt that they were useless . Without funds or cooperation the Board
cannot do a thing. There was no second.
Mr. Scherer asked when the expense checks would be prepared . Mr. Schumacher
said they will be approved by Council July 14, 1980 .
Mr. Scherer moved to adjourn. Mr. Shaughnessy seconded the motion . Aye.
