Park Board

..The regular meeting of the Lino Lakes Park Board was called to order
�1 by Vice Chairman Shaughnessy. Members present; Scherer,Johnson , Sears .
Absent: Liljedahl , Crouse, Foster,
Mr. Scherer moved to approve the minutes of May 5, 1980 as written .
Seconded by Mr . Johnson , Motion carried unanimoulsly .
Under Old Business , the location of the parks in Sunset Oaks Plat was
discussed.
Mr . Schumacher suggested this is necessary in order to have on record as
to the location of these planned parks in order to give the Park Board
knowledge of these locations .
Mr. Stanley said the Tot Lot should be somewhere near the corner of
Thomas or in that area . Mr . Stanley felt the ball fields should be away
from the tot lot.
Mrs . Liljedahl arrived.
Mr. Stanley said the approximate cost of the existing tot lot was $10 ,000 . 0
There was also discussion of having spece between the tot lot and the ball
fields . Lots 8XSX for the ball fields and lot for the tot lot on lot 6 .
Mr. Stanley said these choices are not fixed, if the Park decided that
another location would be better, there would no problem in changeing.
Mr. Shaughnessy moved that Lot 8 be accepted for the ball field and Lot 6
be designated for the Tot Lot, with the tot lot to be completed by Mr.
Roy Stanley. Mr. Schumacher suggested that the Block numbers be included .
The Tot lot is lot 6 , block 3, the ball fields Lot 8 , block 3. Seconded by
Mrs . Sears . Motion carried unanimously.
Mr. Schumacher suggested that the work to be done by Mr. Stanley be laved
out so that he knows what is expected of him.
Mr. Stanley said his understanding was the ball fields would be graded ,
back stops installed, constructed so they would be ready to use . The tot
lot would be completed as the previous one had been .

by Mrs . Sears . Motion carried unanimously .
The Shenandoah Park was discussed. Mr . Volk reported on the work being
done in that area. it has been filled in, leveled off and seeded..
Mr. Volk was asked to prepare some plans for the installation of a Tot Lot
in this area .
ender new business , the development plat for the Country Lakes Plan was
to be discussed but they listened to Mr. Shackle from the Centennial
Hockey Association . He was here to discuss the condition of the Sunrise
Rink and to ask something should be done . He felt that now is the time

-- to build another rink in addition to the one that is there now. It was
toted that there had been two rinks there at one time . There was discusseo
on the need for more lighting. The installation of this is in the Capitol
Improvement for 1981 .
Mr. Schumacher reported that the multiple use of a hockey rink had been
presented by Mr. Volk. Mr. Volk explained how this could be done - black-
topping the rink service and using this in the summer for tennis courts .
This has been done in Columbia Heights . There was some discussion on
this with the Park Board asking Mr. Volk to look into this matter.
The items that are planned for construction in the five year capital
improvement program was discussed. This includes a hockey rink in both
Sunrise and Lino Park for 1981 .
Mr. Scherer suggested that perhaps the combination of a hockey rink and
tennis court should be checked in further. Mr. Volk is to have a report
on this for the July agenda .
The Country Lakes Park was discussed next . Mr. Ken Candiotti just came to
listen in order to find out what is being planned for that park.
There was some discussion on the survey done by Mr. Steven Wells . Mrs .
Liljedahl informed the people this was an independent survey done by Mr.
Wells . The replies to this survey was consulted. Mrs . Liljedahl told the
people that the park planned in this area is a City Park, not just a
ieighborhood park. This is also to be a passive park, there are no plans
for ball fields , hockey ring, etc. Just picnic tables , boat launch, beach,
walking trails , etc.
Mr. Schumacher recommended some of these responses be summarized. The
highest item was 56 responses for bike trails , Mr. Volk reported on the
assistance that has been offered from the Marine Reserve . There is also
some direction on this park that will be needed from the Corps of Enginners
There was discussion on the 15 boats that could be launched at that park.
Some of the people felt , -this many boars were on that lake there would be
nor room for water skiers . There was much discussion on this point . This
is to be a City Park and will be patrolled by the Police Department . The
conflict that could develop between the fishermen and sweimers and the
water skiers was pointed out . It was pointed out that this plan could be
adjusted.
Mrs . Lilejahl pointed out that this plan was developed for the purpose of
a LAWCON Grant application and at this point in time , there is no assurance
that this City will get the gant .
Someone questioned the area to be dredged and Mr. Schumacher said he felt
that apprixunately 300 feet . Mr. Schumacher said the North section of the
Park would be left as is and the South portion would be landscaped for a
picnin area .
Someone adked about the installation of a ball field some where in this
park - the Park Board felt this park is not to be used for organized ball
games .

- Someone suggested that the large parking lot would be better used for
tennis courts . This person was told this is not a fundable project for
a grant application . Also, this is a matching fund grant . Mrs . Liljedal
briefly listed some of the items from the survey that had a high priority
as to the peiple 's wants . The interest indicated by the JC 's was noted
and perhaps there are some of these things that can be tanken over by that
organization.
There was discussion on preparing comprehensive plans for Sunrise Park and
the Country Lakes Park. There was a suggestion of using personnel from
the University of Minnesota . Mr. Schumacher was asked to contact these
people .
Mr. Johnson moved to authorize Mr. Schumacher to contact personnel from
the Uninversity of Minnesota for the completion of comprehensive park plans
for Sunrise Park and the Country Lakes Park. Secnonded by Mr. Shaughnessy .
Motion carried unanimously .
Mrs . Liljedahl suggested that the Park Board get together and take a field
trip of the City Parks . This tour was tentatively set for June 30, 1980
at 4 : 30 P.M. To meet at the City Hall . Mr. Schumacher and Mr. Volk will
accompany the Board on this tour. Mrs . Anderson to send a reminder to all
Board members . - Mr. Sahughnessy moved and Mr . Johnson seconded the
motion carried unanimously .
