Park Board Meeting
^� The regular meeting of the Lino Lakes Park Board was called to order at
7 : 30 P.M. by Chairman Liljedahl . Members present; Shaughnessy , Johnson ,
Scherer. Absent; Krouse, Foster. Mrs . Liljedahl introduced the new member,
Mrs . Susan Sears .
The minutes of Feb 4 , 1980 were considered . Mr . Scherer moved to approve
the minutes as presented . Seconded by Mr . Shaughnessy Motion carried .
The minutes of March 3, 1980 were considered. Mr. Shaughnessymoved to approve
as presented. Seconded by Mr. Scherer. Motion carried .
Under old Business , Mr. Roy Stanley was to be present . Mr. Schumacher ex-
plained that Mr . Stanley was out of town when the office had called last
Firday . A message had been left but apparently he was unable to attend
this meeting.
Mr. Schumacher felt this Board should initiate it 's own recommendation
for Council consideration . This matter deals with the plat Sunset Oaks .
At the present time there is one Tot Lot and there should either be more
Park land or money in leiu of. To date the only thing that has been done
is the Tot Lot and the City has the deed to that parcel of land .
Mrs . Liljedahl gave a brief history of this plat for the benifit of Mrs .
Sears .
�\ Mr. Schumacher presented a map of this plat for the Board ' s consideration .
After some discussion on the matter of the Park Lands in this area , Mr .
Shaughnessy moved to recommend to the Council that Building Permits be
withheld until Mr . Stanley appears and clears this matter . Seconded by
Mr . Scherer . Motion carried.
The map of Sunset Oaks was consulted . The general consensus of the Board
was that some lands had been designated as a Park but it not on the plat .
Someone asked about the pictures of the Tot Lot and no one knew where they
were . Mr . Schumacher said he would see that some were taken .
After consulting the maps of this plat , it would appear that the location
of the parks , Lot 15 & 16 , - Block 2 of Sunset Oaks with Lot 6 andBLotklO ,
Mr. Schumacher will take this map and present this to the Council for
action .
Mr. Steve Wells was present to discuss the Country Lakes Park. As a member
of the Home Owners Association of that area , he is representing that
organization in discussing the development of that park .
Mr. Schumacher presented the map that had been forwarded to the State
in conjunction with the LAWCON Grant application . Mr . Scumacher pointed
out this is a preliminary application and can be amended if this is approved .
Mr . Schumacher presented the plans that have been developed for this Park .
This includes a beach area , boat launching area , 600 ' walking trail , a
picnic area and an open field for pick up games , to include a fishing dock .
There will be dredging, landscaping, access road and parking lots . The
City ' s portion of this cost would be approximately $70,000 . 00 .
Mr. Schumacher reported that this entire project is not required to be
completed in one year. He felt the City would have approximately four

years to complete the project .
Mr. Wells asked if there was to be play ground equipment in the Park, Mr .
Schumacher said, there is a designated area as playground area but there
are no plans for the installation of playground equipment . Basically
this is due to the fact that the map was prepared for the grant application
and playground equipment is a nonfundable item. The Park Board was agree-
able to have equipment in the area particularly if it was given to the
Park.
Mr . Wells suggested taking a survey of the proposed service area of the
Park to find out what the residents would like to see in the Park . Mrs .
Sears will work with Mr. Wells on this project .
Mr. Wells informed the Board of the next meeting of the Home Owners
Association and asked if a member of the Park Board could be present to
answer questions . He also requested a copy of the map . Mr . Schumacher
said this is the only map he has - he will draw in the service line on
another map for Mr. Wells .
The tennis courts in Arena Acres was discussed . Mr . Schumacher reported
that when the courts are installed, the fence and nets , which are the
responsibility of the Park Board should be installed immendiately . Mr.
Volk presented the estiamted costs of these items .
Mr . Schumacher felt that this should be considered after construction on
the courts has been started . He felt this money would be available from
investments by the end of the summer .
Mr. Shaughnessy moved to recommend to the Council that the Park Board
assume the costs of the installation of a fence for the tennis courts in
Arena Acres . Seconded by Mr. Scherer . Motion carried unanimously .
Mr . Gary Foster arrived at 8 : 20 P.M.
The plans for the building at the City Hall Park was considered. These
plans are to be recommended for approval by this Board and forwarded to
the Council for their consideration . Mrs . Liljedahl moved these plans be
submitted to Council for approval . Seconded by Mr. Shaughnessy . Motion
carried unanimously .
Mr. Schumacher presented Schunemann Corners plat for consideration . The
plat contains 6+acres - the money in leiu of land would amount to $900 . 00 .
This plat is located near the intersection of Ware Road and 62nd Street .
Mr . Johnson moved to recommend to the Council that money be accepted in
leiu of land. Seconded by Mr . Foster. Motion carried unanimously .
The plat of Land and Oaks was considered . This is located on the SE Corner
of County Road 14 and 135E, and contains 20 acres . This is platted as
Industrial and Commercial property and money will be accepted in leiu of
land. This would amount to $3 , 000 . 00 . Mr. Foster moved to accept money
�\ in leiu of land for the Lands and Oaks Industrial Park. Seconded by Mrs .
SEars . Motion carried unanimously .
Mr. Johnson said the Lino Recreational Association had requested that new
bases and a permanent home base be installed at the City Hall Park .

Mr. Volk reported that the VFW had donated new bases and home plates for
the fields . These will installed immediately .
Mr. Volk reported tha possibility that the VFW will is also considering
the installation of a dugout at the Lino Park . There has also been dis-
cussion of the installation of a fence at that park .
Mr . Shaughnessy asked about his check said he has not received as yet .
Mr. Schumacher said these checks have not had Council approval as yet .
Mr . Schumacher said Mr . Shaughnessy 's check should be approved at the
next Council meeting.
Mrs . Liljedahl said one of the Park Board members had called the offices
to be scheduled during the open mike portion of the Council meeting and
had been told he could bot be on the agenda . She said that no one in
the offices had the right to tell anyone they cannot appear before the
Council , that is their privilidge as a resident of this City
Mr. Scherer moved to adjourn . Seconded by Mr. Shaughnessy . Aye .
