,,-4he regular meeting of the Lino Lakes Recreation and Environmental Commission was to be
eld Monday, December 18, 1978 at 8:00 P.M. There was not a quorum present. Members
present: Crouse, Johnson. Members absent: Resch, Liljedahl , Shaughnessy, Scherer,
Foster. Mr. Zelinka, Council liason and Mr. Volk, Public Works Supervisor were also
present.
Mr. Zelinka reported the Council actions of December 11 , 1978 regarding Novembers Park
Board recommendations. He had checked with Attorney Locher regarding the Park Boards
recommendations of requiring $150.00 per building permit on unplatted areas. Mr. Locher
had checked with the League of Minnesota Cities and found that there is enabling legislat-
ion on platted lands but not on unplatted lands. However, the League had told him that
if there was a legal action it would be a Class Action and every City involved in this
type of action would participate in the legal costs. Mr. Zelinka asked that this item
be placed on the December 26, 1978 Council agenda.
Mr. Zelinka had reported to the Council the Resolution passed by the Park Board in Nov-
ember. The Council had felt the control of park lands must remain within the jurisdict-
ion of the Council but agreed that recommendations from the Park Board have priority.
The Council had no objection to the Recreation Association storing equipment over the
proposed warming house area in the new Public Works building providing the Association
provides the City with a release for all responsibility for the materials stored.
Mr. Volk told the board that the building Inspector had refused to allow the install-
ation of a warming house in the new public works building. It is a Class #2 building
and a considerable expense would be involved in construction the warming house to meet
erode. He could not see the $7,000 or more expense this would involve.
Mr. Volk had suggested purchasing a trailer for a warming house. This trailer could
be used all year in different capacities. The one problem is that a trailer is very
vulnerable to fire.
He said he would personally recommend the Board consider a permanent year round enclosure
described as a shelter on the Plan for this Park. The $7,000 that would be used in con-
structing a warming house in the new public works building would go a long way in con-
stucting a permanent shelter.
Mr. Zelinka felt the Council would have a problem with this until the park area is planned.
Mrs. Anderson said this park had a comprehensive plan and wondered why this plan fell by
the wayside.
Mr. Zelinka asked that the City Hall Park Plan be placed on the January agenda. He felt
maybe the Park Board should verify the fact they are in favor of this plan and ask the
Council for a commitment to the Plan.
m r. Zelinka asked the Clerk to determine what Board members terms expire and call them
and ask them if they are available for another term.
Mr. Volk was asked to write a letter to the Council explaining why a warming house could
not presently be constructed in the new public works building.
Volk said he had found a suitable garage to be moved to Sunrise Park for storage.
jwever, there is a moratorium on moving buildings into the City until the Moving Ord-
inance can be rewritten.

^Mr. Zelinka noted that the Council had approved the building for Sunrise Park and could
ipprove lifting the moratorium for the building as long as it meets all other require-
ments. He asked the Clerk to have Mrs. Sarner poll the Council Members regarding lift-
ing the moratorium for the garage.
Mr. Zelinka asked Mr. Volk what has happened to the second ice rink at Sunrise Park.
Mr. Volk said he is flooding it for a pleasure skating rink. He asked that this be
placed on the agenda for the summer. Some decision should be made regarding the future
of this rink.
Mr. Zelinka noted the Council has authorized any Park Board Member who wishes to attend
the County Park luncheon on February 21 , 1979.
Mr. Zelinka suggested that the City Planner attend the nexp Park Board meeting to help
the Board members in their comprehensive City Park Plan. He will contact Mr. Short.
The next Park Board meeting will be Tuesday, January 2, 1979. All future meetings will
be the first Monday of each month .
