Minutes but no agenda or packet
The regular meeting of the Lino Lakes Parks, Recreation and Environmental Commission was
called to order at 8:30 P.M. Monday, June 19, 1978 by Chairman Resch. Members present:
Crouse, Johnson, Shaughnessy, Resch. Members absent: Foster, Liljedahl , Scherer. Mr.
Cape, Civil Defense Director and Mr. Zelinka, Council liason was also present.
The minutes of the May 15, 1978 meeting were tabled until July because there was not
a quorum present from Mays meeting.
Mr. Zelinka's Report
Mr. Zelinka reported that there will be another meeting with Metro Open Space regarding
Otter Lake Regional Park. This meeting is scheduled for June 28, 1978 and he felt the
Park Board should have a representative at this meeting.
A Public Hearing was held on the vacation of a portion of the street right - of - way on
West Shadow Lake Drive.
The Plats of School Subdivision and Sunset Estates were approved by Council with the Park
Board recommendation of money in lieu of land.
Mr. Zelinka reported that a new pole building will be built next to the municipal build-
ing with room for a warming house for the pleasure rink. There is $4,000.00 in the Park
Capital Outlay for September for construction of a storage facility at Sunrise Park. The
Council had thought about using this money to build the warming house in the new storage
building at City Hall and building the storage building at Sunrise Park in 1978. Satellites
would be used at the new warming house eliminating the need to extend plumbing into the
new building. There will be a need of a storage building at Sunrise Park since the barn
is now demolished. For the present, the equipment will be stored at City Hall and trans-
ported to Sunrise Park as needed.
Mr. Shaughnessy asked what Mr. Volk thought of the Council 's plans. Mr. Zelinka said he
talked with him and he felt it would not be a big problem.
Mr. Resch asked if anything had been presented from the Lion's Club. It was rumored that
the Lion's Club was planning to build a warming house at Lino Parl . Mr. Zelinka said he
had not heard any thing concrete. Mr. Resch said he did not see the need for a warming
house at City Hall if one is built at Lino Park.
Mr. Shaughnessy asked if a decission was necessary tonight. Mr. Resch moved to table this
decision until the July Park Board meeting. Mr. Shaughnessy seconded the motion. Motion
declared passed.
Mr. Zelinka said he had not talked to Mrs. Billik but planned to see her and ask her to
be out of the house by July 31 , 1978.
The parking lot at City Hall between the ballfields is now under construction.
Mr. Locher, City Attorney, has not completed the deeds for the park on 7th Avenue. When
these are received the City crews will start brushing and cleaning.

n Mr. Johnson moved to recommend to the Planning and Zoning Board that money in lieu of land
be accepted for this plat. Mr. Crouse seconded the motion. Motion declared passed.
Mr. Cape requested the use of the warming house at Sunrise Park to conduct gun safety
classes for boys and girls.

Mr. Shaughnessy moved to approve the use of the warming house at Sunrise Park for gun
safety classes for July 25, 27 and August I , 3, 8, 10, 15, 18, 1978. Mr. Johnson sec-
onded the motion. Motion declared passed.
Mr. Zelinka said he had several telephone calls from some residents of La Motte Drive who
were considering purchasing the 60' outlot on Centerville Lake. There was discussion about
the value of this outlot and whether or not the St. Paul Water Department would allow the
buyers to use the Lakeshore owned by the Water Department. The Clerk was asked to invite
Mr. Simonsen and anyone he wishes to bring with him to the next Park Board meeting and ask
them to present their plans for the use of this outlot and possibly present an offer for
the purchase of this outlot.
Names for Parks
Mr. Johnson suggested conducting a contest at Lino Elementary School giving a prize to
the child who can suggest an appropriate name for the park next to City Hall . Nothing
was decided.
East Side Tour
After discussing the tour of the East Side of the City in search of park land it was de-
cided to set a date at the July Board meeting. Maybe there will be more information re-
garding development in that area.
Mr. Crouse moved to adjourn at 9:30 P.M. Mr. Johnson seconded the motion. Aye.
