June 21 , 1976
+ The regular meeting of the Lino Lakes Parks, Recreation and Environmental
Commission was called to order at 8:01 P.M., June 21 , 1976 by Chairman
Resch. Members present; Ringaman, Scherer, Hanson, Liljedahl and Gredvig.
Members absent; Olson. Council Liaison Schneider and Councilman Karth
were also present.
1,1r. Cape, Civil Defense Director requested the use of the warming house
at Sunrise Park July 6, 8, 13, 15, and 20 and 22 for the purpose of con-
ducting Fire Arm Safty classes. The classed would be held from 7:00 to
8:00 P.N. on these dates. Mr. Ringaman asked why he wanted to use the
warming house for this purpose and Mr. Cape said th,'t is what he used in
the past.
Mr. Scherer moved to recommend the use of the warming house for Fire Arm
Safty classes July 6 through the July 23rd. Seconded by Mr. Ringaman.
Motion carried unanimously.
Mr. Glen Simonson of 1566 La Motte Drive was introduced by Chairman Resch.
Mr. Simonson was told by Mr. La Motte that there is a 60 foot public access
to Centerville Lake. Mr. La Motte said he had given this access to the
City of Lino Lakes. Mr. Simonson and some of his neighbors would like
a foot path and a bridge across the ditch constructed so that the residents
of the area can dock boats and generally use the area.
Mr. Gredvig arrived at 8: 10 P.M.
Discussion followed as to whether or not this was City property. Mr.
Karth brought a map showing the 60 foot area. The Commission decided it
would have to determine whether or not this was City property before they
cou I d answer i1r. S i monson's request.
Mr. Schneider asked 1Irs. Anderson to check with the Clerk and Mr. McLean
and determine if this area is City property and then let him know.
11r. Ringaman said that if it is City property maybe Mr. Gotwald should
look at it and suggest how to improve it.
Mr. Gredvig suggested to Mr. Simonson that the area residents could devel-
ope the access after it is determined if it is City property. Mr. Simon-
son said this was possible.
[Irs. LiIjedahl arrived at 8:20 P.M.
Mr. Gredvig moved to approve the April 19, 1976 minutes. Seconded by
Mr. Scherer. Motion carried unanimously.
14r. Ringaman noted that Mr. McLean said he would be at the meeting this
evening to give the Commission details on the Open Space program. Mr.
McLean was not present.
The Clerk did not have a report.

}" Mr. Ringaman noted that the new ballfield looks terrible. Benches were
installed, the wire is rusted and had been rejected for ball fields last
year.
H r. Schneider said he tried to contact Mr. Ferrance but he had not returned
his calls.
Mr. Ringaman noted there were traffic problems due to this new ball field
and the police had been called.
Mr. Scherer noted that if this ball club has abused its privilege the
privilege should be revoked. Mr. Ringaman agreed. Mr. Scherer noted the
warning from the police did not help.
Mr. Resch suggested sending Mr. Ferrance a letter with a time limit to
get the back stop up. Mr. Ringaman noted that the garbage cans had been
emptied but there still was some broken glass.
Mr. Schneider said Mr. Volk had mentioned to him about a contract trash
pick up service. This service would cost $20.00 monthly with a once a
week pick up. Mr. Scherer asked who would pay this expense? Parks?
Mr. Resch asked what happened to the satellite suggestion. Nobody knew.
Mr. Ringaman noted other area residents use our ballfields but our resid-
ents use neighboring parks too. He feels we are sharing with other comm-
unities. Mr. Schneider felt the question of who uses the parks was direct-
ed more toward the hockey rinks not ballfields.
Mr. Ringaman felt our ballfields were not of the quality for tournaments
but people are grateful we have them. Mr. Schneider felt this was a matter
of opinion.
There was discussion about using the warming house rest rooms. Mr. Resch
noted there was the problem of who will lock up after the games. Mr. Karth
noted the police could do this on their 9:00 P.H. round.
Mr. Ringaman noted the parking situation at Sunrise was good except as al-
ready noted at the new ball diamond.
Mr. Gredvig feht the new ball diamond was to close to the road and he felt
the stakes that are in should be pulled up and the kids could use the lot.
Mr. Ringaman would like it left for open space play area.
11r. Resch asked for a recommendation on what to do with the new ballfield.
Mr. Scherer asked what would be more expensive, let it be or tear it apart.
Mr. Gredvig moved to recommend to the Council that'they direct Mr. Volk
to clear the new ballfield (S.W. diamond) and that Per. Ferrance be notified
by letter that the City Council will be considering this recommendation
at the June 28, 1976 Council meeting. Seconded by Mr. Ringaman. Motion
carried unanimously.
Lino Park
Mr. Hanson checked Lino Park about two weeks ago and felt it looked better.

Some playgroud equipment still have not been repaired.
Mr. Ringaman said he could not find the low spot. Mr. Karth explained
the low spot to the Commission. Mr. Ringaman said he had sand fill .
Mr. Karth said it could be stock piled at City Hall for future use. Mr.
Karth will talk to Mr. Volk about it.
Mr. Jim Hill 's son is trying to earn his Eagle Scout Badge and had talked
to Mr. McLean about planting trees and bushes at Lino Park. The Metropol-
itan Training Center f.- d denoted 40 trees and bushes for planting at Lino
Park. MR. Schneider asked Mr. Hill to have his son present an arrangement
for using the trees and bushes that are available to the City.
Mr. Karth said ther is an area behind the backstop on the s.w. side of the
balifield that ;.ets conjested when a game is in progress. He suggested
that the picnic table be moved and possibly some snow fence put up. This
area could be used for pitcher warm up.
Mrs. Liljedahl moved to recommend to the Council that snow fence be placed
behind the backstop on the west corner for protection of the spectators.
Seconded by Mr. Gre4Ag. Motion carried unanimously.
La Motte Park
n Mr. Gredvig said it is all open area and ready for development. He said
nothing much can be done until more money is available. He would like
to see a couple of tennis courts there.
City Hall Park
Mrs. Liljedahl reported that more parking areas are needed. She said it
was dangerous as it is now. She suggested that an area between the two
ballfields be made suitable for parking.
Mr. Karth said a partial driveway that is in that area could be upgraded.
Mr. Resch showed the Commission his map locating the proposed parking areas.
Mrs. Liljedahl moved to recommend to the City Counclithat a culvert be
installed for permanent driveway to the parking area between the two ball-
fields and that snowfence or railroad ties be used to mark the parking areas.
Seconded by Mr. Gredvig. Motion carried unanimously.
Mr. Ringaman asked when the limerock will arrive. Mr. Schneider said he
would have to check the financial situation.
Mr. Gredvig asked when the Commission should start working on the 1977
budget figures. Mr. Resch said very soon.
Mr. Volk's Park Work Schedule was discussed. i4r. Schneider felt there
could be better communications. Mr. Resch said he would like to talk to
Mr. Volk.
Mr. Scherer asked if the City could contract all the mowing and park care?
Mr. Karth explained that the city's mower is inadequate for heavy use.
Mr. Ringaman felt if areas were cleaned before they were mowed the mower
would last longer.

Mr. Schneider asked that Mr. Volk make a schedule of how often the Parks
are mowed. He wanted more detail in the schedule. He requested that
the June work schedule for Parks be sent to all Park Commission members.
Mr. Karth suggested that the Commission set a special meeting with Mr.
Volk and Mr. Johnson. June 23, 1976 at 6:00 P.M. was scheduled for this
special meeting. Mr. Volk is requested to bring part of his June Mork
Schedule for Parks to this meeting.
Mr. Gredvig moved to adjourn at 9:40 P.M. Seconded by Mrs. Liljedahl .
Motion carried unanimously.
