The Lino Lakes Park, Recreational and Environmental Commission Meeting
was called to order at 8:05 P.M. by Acting Chairman Resch. Members
present: LeTourneau, Hanson, Karth, and Resch. Members absent: Brisson,
and Clausen, McGeary.
The minutes of the July 21, 1975 meeting were approved on motion from
Mrs. LeTourneau. Mr. Hanson seconded the motion. All members present at
the July meeting voted in favor. Mr. Karth abstained as he was not a member
of the Park Commission at that time.
The August 18, 1975 minutes were tabled until a quorum of members present at
that were in attendance.
Mr. McLean reported that the Softball Tournament did not take place as
scheduled because Mr. Hill was unable to get enough teams interested this
late in the season. Mr. Hill thanked Mr. Mclean and the Park Commission
for all their help in getting the precedent established and assured Mr.
McLean that his team would re-apply next year for tournaments.
The Park Commission has asked that Mr. Volk bring all the clean railroad
ties to Lino Paris to be used as temporary parking stops, he is also
to take care of the sagging fence - at least put some type of temporary
support in the middle of that fence until it can be take care of on a more
permanent basis.
On a discussion of the Bike Trail that has been proposed, the Clerk was
asked to send a copy of the letter received from Anoka Highway Department
to all members, to contact the City of Centerville and get their reaction
to the Bike Trail , and to contact Mr. Lilly of the DNR for a reply to
the letters that have been sent and to get information on signs from the
DNR.
Mr. Ruud of the Highway Department indicated that the City should go
ahead with the plans as outlined ' but to be looking for areas to develop
that are not on County Roads for future Bike Trails.
Mrs. LeTourneau said that there was approximately one mile on Centerville
Read that could present problems and should be painted to make the Bike
T ra i I .
Mr. McLean said that he would like to see a joint effort between the
two Cities.
r1r. Karth said that a major problem with the proposed Bike Trails
Is that many areas do not have shoulders on the road and this causes
oblems and raises costs so high.
(Mr. McGeary arrived at 8:20 P.M. )
Mr. McLean advised the Park Commission of the situation at Sunrise
Park with the caretaker and the condition of her home. The City Attorney

is checking on the conditions on the sale of the land to determine if
Mrs. Billik has a life-time estate of not. if she does, then something
will have to be done to upgrade her home to current City standards or
find some alternative place for her to live.
The home does not have central heat, in fact it uses a wood burning stove,
It does not have running water - which could be made available by running
a line from the warming house Into the home. The bathroom facilities are an
outhouse about # block from the home. The windows in the home were broken
this Spring and have been repaired recently.
Mr. Karth said he had been down to Sunrise Park and had spoken with Mrs.
Billik and had gotten the same Impressions from her. She also indicated
that if something wasn't done she would be unable to live there any
longer.
Mr. McLean said that the Council had instructed the Building Inspector
to visit the home and report to the Council on what it would cost to
bring the home up to at least minimum City Standards right now.
In the meantime, the Park Commission should be thinking about this matter
and come to some conclusion on whether or not it is essential to have full
dime personnel at the Park anymore. With the full time Police Department and
tine flooding crews there late at night to secure the areas, is it still a
necessary item?
Regarding the Flooding Teams for the hockey rinks this year, Mr. McLean
said that Mr. Dick Petcoff from Anoka County will be available on request
to give an ice seminar to those crews when they are ready. Mr. Volk has
been visiting other Cities to learn more about flooding of rinks also.
The next item for discussion was the Budget for 1976. The Park Commission
has set priorities for the budget and what they would like to see accomplish-
ed the remainder of this year:

Che two informal bids for the wells were discussed and Mr. McLean informed
the Commission that Mr. Volk had been instructed to try an acid etch for
The removal of calcium deposits from the screens of the wells to see if
this proceedure would help solve some of the problems. He is to have a
report for the 9/22/75 Council Meeting.

Mrs. LeTourneau LeTourneau asked if a 4" well would be adequate for current and
future needs of this City. Mr. McGeary wanted to know if the crews
were pumping the wells dry and at what rate.
The problem with pumping is that the wells would be dry after approximately
.4 : 15 minutes of pumping time and in the case of the Hall Park, the water
and toilet facilities could not be used in the Hall while flooding was
being done. There was no pressure at all .
From all information available at this time a 4" well with a 50 gallon
per minute capacity would adequate take care of the needs now and in
the future.
After more discussion, Mr. Karth moved to recommend to the City Council
that the Sunrise Park Well be repaired and/or replaced to pump with a
capacity of 50 gallons per minute and with some action taken on this
matter within the next thirty days. Mr. Hanson seconded the motion.
Motion carried.
The well at the Hall Park was discussed next and the same conclusions
were arrived at: the well needs to be repaired or replaced and Mr. Karth
offered the following motion: The Park Commission recommend to the City
Council that the Hall Park well be repaired and/or replaced to pump with a
capacity of 50 gallons per minute and with some action taken on this
matter within the next thrity days. Mrs. LeTourneau seconded the motion
and the motion passed.
Mr. Karth then presented an informal bid he had obtained for the
proposed warming house at the Hall Park. (A wpy of this bid is attached
to the minutes.) The proposed building would be 24 x 24 with 16 course
block walls, Gable roof with a one foot overhang., G" full thick insulation
ceiling, masonary fill insulation walls. The bid does not Include painting
or a septic system. Total cost per this bid would be $9,706.00 if built
according to specs furnished.
Mr. Karth said that they took the specs from Mr. Gotwald's letters earlier
this Spring.
Mrs. LeTourneau wanted to know if there was still time to put this building
up this year. Mr. Karth said that the building contractor said that he
could break ground and rough it In in approximately 11 weeks after the
proposal was accepted by the City.
Mr. McGeary questioned how the septic system would be handled. Would this
building require a separate system or could it be somehow tied into the
system now being used by the City Hall .
The Park Commission Members felt that this was an excellent idea and
will ask that steps be taken to determine if this is feasible.

Further discussion followed and Mr. Resch made a motion to recommend
to the City Council that formal specifications be prepared, using the
bid presented tonight with the understanding that bids be advertised
for as soon as possible. Mr. McGeary seconded the motion. Motion
passed.
Mr. Resch asked If the Lino Athletic Association could have permission
to use the lights that were Installed on the Nall for football practice
this fail. Mr. McLean asked who would be responsible to see that the
iights were turned on and off and Mr. Resch said that he would Assume
the responsibility.
Mr. Karth moved to recommend to the Cith Council that Mr. Resch be
authorized to have the key to the lights and to have the responsibility
of turning the lights on and off as required by the Lino Athletic Association
for football practice. Mr. McGeary seconded irhe motion. Motion passed.
Mr. Karth questioned the easement held by NSP underneath the power lines
that go across Lino Park - does anyone know exactly what their easement
right are 7 He is thinking of future development of that park and because
of the location of the power lines felt that a tennis court or possibly
two would be the only feasible thing to put In there.
n Mr. McLean said that this would go along with the Long Range Planning and
to start thinking of what this City will need in the future.
The Park Commission decelded to hold a special meeting, Monday, September
29, 1975 for the purpose of discussing the DuJq;-t 4,or 1976. Ali members
