HomeMy WebLinkAbout08-18-1975 Park Board Minutes PARK BOARD August 1975 Minutes but no agenda and no packet n � k AUGUST 18, 1975 The regular meeting of the Lino Lakes Park, Recreation and Environmental Commission began informally at 8: 15 P.M. due to a lack of quorm. Members present: Chairman Clausen, Mrs. Brisson, Mr. Karth, . Councilman McLean and Public Works Director, Don Volk were also present. Mr. Joe Hill was present to ask about the possibilities of renting the two softball diamonds at Sunrise Park for a tournament on September 6 and 7, 1975. Mr. Hill had been at the last Park Board Meeting and the City Council Meeting on Jujy 28, 1975. At the Council Meeting the matter was layed over until a decision could be made on selling beer in the Parks because Ordinance 61, Section 5 states that: "No person shall possess, display, consume or use intoxicating liquor on any City Public Park or Public Grounds. No person shall possess, display, consume or usennon-intoxicating malt liquor in any City Park or Public Grounds except in designated picnic areas approved by the City Council ." The City Attorney has been asked to have an opinion ready for the August 25, 1975 Council Meeting. Mr. Hill asked about the fee that would be required. He stated that he did not feel that Lino Lakes could charge what Lexington charges; $200 plus a $100 cleaning deposit, because Lino Lakes is not able to provide electricity or toilet facilities. Mr. McLean said that there was toilet facilit4es available at the warming house in Sunrise Park and that the warming house also had electricity. Mr. Hill said that he was aware of the warming house but felt that it would be too great a distance to travel . He will speak to some of the neighbors In the area of the fields and ask If he can string an extension cord from their homes to the fields in order to provide electric service. He is also going to look into the possibility of renting a coupe of satellites. Mr. McLean asked Mr. Hill what he felt a fair price for the two fields would be. Mr. Hill said he felt that $100 for the weekend for both fields and a $100 cleaning deposit would be fair to both the City and to his team. The question of parking and the probable need for additional parking arose. Mr. Hill asked where he can direct parking to? Would they be required to park In the designated areas as they now stand or would they be able to park back closer to the two diamonds that will be In use. Mr. Volk said that it would be possible to park back closer to the two diamonds and that if the Park Commission agreed, he would meet with Mr. Hill this week and outline the parking areas that could be used. Mr. Hill said that his team would rope of the areas as designated and make sure that people parked only in those areas. AUGUST 18, 1975 n -2- Mr. McGeary arrived and the meeting opened formally. A brief re-cap of what had been discussed was given and the discussion continued. Mr. Karth moved to recommend-tot-the,..- Council approval of this request with the following stipulations: 1 . A $100.00 rental fee be deposited with the City. 2. A $100.00 cleaning fee be deposited with the City, to be returned if the fields and Park is left in clean condition. 3. Use of toilet facilities be allowed. 4. A Beer Permit can be obtained. Mrs. Brisson seconded the motion. Motion carried. Mr. Hill is to appear at the August 25, 1975 Council Meeting for a final decision on this matter. n Mrs. Brisson made a motion to accept the minutes of the June 163, 1975 meeting as presented. Motion was seconded by Mr. McGeary. Motion carried. The minutes of the July, 1975 meeting were tabled due to a lack of a quorom of members that were present at that meeting. Mr. Volk gave the following presentation on what his crews have accomplished during the summer: HALL PARK The new back stop was built and both were painted. The mowing was kept up on a weekly basis. The pond was cleared out, as much as possible, and this will continue as time and manpower allows. The fields had ag lime put down and this has improved the playing service considerably. The poles have been cut except for the ones in the center of the park and I anticipate this to be done shortly. One chain saw has been wrecked, that was a rented saw, the poles are extremely difficult to cut because they have been treated with creosote to deter rotting. The cost of this project (poles) was minimal because the poles were free and the Jabot was supplied by the County Program. AUGUST 18, 1975 -3- LINO PARK Kept up the the mowing, graded the ball field, staked the parking lot to be black-topped. Mr. McLean said that the black-topping was a project of the Lion's Club and that the funds are available but the contractor has not found the time to get down there and do it. The contractor also has stated that he feels he under-bid the job. Mr. McLean said that he would meeting with Mr. Ernie Zelinka and ask him to put some "pressure" on the contractor and perhaps come up with some more money for - ' .; and get the job done this year. Mr. Volk said that he had meet with Mr. Zelinka and will talk to him again this week. Mr. Zelinka indicated that he felt more class 5 is needed however Mr. Volk does not feel this is necessary. The parking area has been graded and staked by the Engineer and all that is necessary would be to mow the weeds. The B-B-Q has been moved and pinic table has been put at Lino Park. There will be a problem every year with the fields at Lino being wet n long after the other dry up but we will just have to learn to liy'e with that and make the best of it. SUNRISE PARK Mr. Volk said that he anticipates the hockey rinks should be completed this week, as far as the needed repairs go. The side boards are up and reinforced. The barn has been painted and the house. The trees have been trimmed and the mowing has been kept up with throughtout the summer. The Little League fields have had the ag time put down and they are in very good shape. Mr. Volk presented a request for a Rake with a grader blade that can be a-ttached to the Lo-Boy and would be a very useful piece of equipment. It will help with the ball fields and the hockey fields. The total cost, including shipping charges, would be approximately $550.00. 1 would like to see this in next year's budget. Mr. McGeary asked if this would require a three point hitch, Mr. Volk said it would not. n AUGUST 18, 1975 -4- WELLS - SUNRISE PARK AND HALL PARK Mr. Volk had obtained two informal bids for wells at these parks. Barott Drilling Services: $4,898.00 - for two new wells.(4" wells) Ludwig Well Drilling: $4,557.00 - for two new wells - 4" wells. The price #rom Barott would be $7.00 per foot for a 411 well and from Ludwig it would be $6.50 per foot for a 4" well . If a 6" well were to be installed Ludwig would charge $12.50 per foot and Mr. Barott did not give an estimate for a 6" well . Each of the companies felt that the best route to go would be to install new wells rather than try to repair and/or upgrade existing wells. They each felt that you would run into some problems that would cost more to repair than to replace with new wells. Mrs. Brisson asked how deep the wells were now. Mr. Clausen said that the well at the Hall Park is approximately 100' and at Sunrise n Park the well is approximately 75' down. There was much discussion on the possibility of repairing the wells and Mr. Volk was asked to consult with Mr. Gotwaid, City Engineer, and get his opinion of the wells and what can or cannot be done and report back to the Park Board at the September meeting. (Mr. Hanson arrived. ) Mr. Clausen asked about the flooding schedules at Sunrise Park this year and he stated that he hoped there would be a better system to handle all the problems that occurred last year with the flooding of the rinks and the maintenance of the rinks. Mr. McLean said that he felt that we had the poorest PR people down at Sunrise Park last year that was possible. Mr. Volk said. that he understood that and he would not be re-hiring the same crews to flood this year. He would like to be able to run tNo flooding crews this year if the Park Commission would agree to such a proposal and make the recommendations to the Council . Mr. McLean said tha#--he had been in touch with Anoka County and will be able to arrange for a "seminar" on flooding for the City Crews as soon as they are lined up. He asked that Mr. Volk submit the names and tentative schedules just as soon as possible in order to get this seminar set up. AUGUST 18, 1975 -5- Mr. Clausen asked about the possibility of having a snow blower left at the rinks in order to clean them off. He said that last year the rinks would be cleaned in the morning and by game or practice time there was often three Inches of snow on the rinks again. He said that by the time the players and parents got the rinks cleaned off they were in no condition to play a decent game. Mr. Hanson inquired about the possibility of hiring someone in the area of Sunrise Park, who owns a snowblower, to keep the rinks cleaned off rather than purchase one for the City. Mr. Volk said thtt would present many problems, the person would not be a City Employee, we would have to rely on him being around all the time to clean the rinks as needed and who would be responsible if his equipment broke down. Mr. Volk felt that the best way to go would be to purchase a snowblower for the City and he felt that one could be purchased for about $300.00. Mrs. Brisson asked if a snowblower would only be used for cleaning of rinks and it was brought up that it could and would also be used to keep the walks clean around the City Hall and near the warming house at Sunrise. Mrs. Brisson said that if the equipment could serve a dual purpose then she would like to see it purchased and would go along with It. She wondered about the possibility of sharing the cost with the Road Department as they would be using it too. Mr. McLean said that this could be discussed at budget planning sessions In September. Mr. McLean Instructed Mr. Volk to check his hoses and to make sure they were in good repair for flooding the rinks . Mr. Volk said that he has checked some of them already and he knows that some will have to be replaced. He said that he will contact the Fire Departments in the surrounding communities to see if they are replacing any of their hoses. He said that FIre:Departments are usually generous about giving old hoses to Park Departments. Mr. McLean also questioned Mr. Volk on the nozzles that are available for flooding. Would we reed another one? Or how many would be needed? Mr. Volk said that the one we have now he borrowed and he did feel that we should have at least two nozzles of our own. He said that he would try to locate a couple free or at a reasonaibe price. Mr. Volk was questioned on the equipment lockers - is there any way i-� of secu ring them so that ttay won't flit with snow? Mr. Volk said that he will be putting latches on them and posting a notice asking that they be closed when not in use. He said that he felt that the teams wojid co-operate with this request as he had had no problems with the„ last year when he requested they do something to help keep the rinks up. AUGUST 18, 1975 -6- LA MOTTE PARK Mr. Volk has visited the site as has Mrs. Brisson. Both felt that there was too much work to be done there to put in even a temporary bald diamond this year. It needs to be graded and outlined, for a ball field. The weeds need mowing and a general upgrade of the area would have to be made before it would be suitable for use as a park. This matter will be discussed further at the budget meeting in September and put into the plans for 1976. Mr. McLean asked about the possibIl•ility of putting a gate in at Lino Park. Mr. Volks said there was a gate there but it needed to be pulled up better in the center. He feels that cable could be strung from corner to corner the same as at Sunrise Park. Mr. Hanson asked about how much cable would be needed. Mr. Volk said about 20' at Lino Park and about 30' at the Hall Park should do it. Mr. Hanson said that he had some old well drilling cable about 3/8" or Z" and that he would donate it to the City. Mr. Volk is to contact Mr. Hanson soietime this week and make arrangements to pick up the cable that he will be needing and return the excess to Mr. Hanson. Mr; McLean asked if the winter equipment was ready to go. The broom, tractor, etc. Mr. Volk said that the trouble with the broom that has been experienced all along has been with the U Joints and that we are still having problems with that. He would like to requisition a couple of complete sets of U Joints to have on hand. The way they are to be placed in the unit causes a lot of wear and consequently theyhave to be replaced often. There has been a problem with the bushings on the snow blower but this year he intends to purchase some good quality Molly Grease and that should cut down if not eliminate the problems. The tractor-is in 'fine condi Pon. • The clutch wlient out on the 1969 Cub and has been replaced. The newer Cub caused some problems this spring but they have been fixed and a maintenance schedule would be set up and adhered to In order to eliminate further problems with this Cub. Mr. Volk said that the rotary mower was going about 40 hours per week this summer but it has been working excellently and he plans to do some work on the sidewalls this winter. They are getting rather thin and need to be replaced. AUGUST 18, 1975 Mr. McLean asked about the hand mowers and asked if It doesn't need to be replaced or how it Is holding up. Mr. Volk said one would have to be repalced next year and he found one that would handle the number of hours that we require. The cost is approximatley $375.00 but he will check into that for the September meeting. Mr. Clausen said that he had a call from the DNR regarding our inquiry about funding, signs, etc. He was informed that all the new material concerning bike trails was still at the printers and would be forwarded to the City as soon as possible. There has also been a delay in funding because of a tax that had not come through. Mr. McLean said that Mayor Practher of Centerville had contacted him about the bike trail and was quite concerned that Lino Lakes was going to widen roads. Mr. McLean said that he explained to Mayor Practher that all we wanted to do was to put a couple of signs in and that he felt it would be nice if Centerville would co- operate with Lino Lakes and make this bike trail a joint effort of both the Cities. Mayor Practher said that he would report back to his Council and contact Mr. McLean later. Mr. McLean asked that Mrs. frisson contact Mayor Pratther and explain to him in detail what this trail would consist of and just what the Park Commission is attempting to do. The Clerk was asked to contact the Anoka County Highway Department and get their opinions and suggestions. Mr. Clausen appointed Mr. Harvey Karth to work with Mr. Jim McGeary at Lino Park, filling the vacancy left by Mr. Ken Gourley. Mr. Volk commented on the renting of the fields for ball tournaments. He said that other cities he knew of and when he worked at Lexington they had had very few problems with the tournaments. In fact the money taken in for these tournaments paid for the lights at Lexington. He feels it is an excellent idean for revenue for the parks. Mr. McLean advised the Park Commission that the Road Department are over budget and some money that had budgeted for Parks has been given to the Road Department until they get squared away. This money will be returned to the Park Department. Mr. Karth said that he was looking over the information that had been sent to him and he felt that he could get a cement block building built a considerably less that the quote we had been given and he would check his source and report back to the September meet•i n g. Mr. Karth moved to adjourn at 9:50 P.M. Motion was seconded by Mrs. Brisson. Aye.
