The regular meeting of the Lino Lakes Park, Recreational and Environmental
Commission was called to order at 8:15 P.M. by Chairman Clausen. Members
present: LeTourneau, Resch and Hanson. Members absent: Brisson, McGeary.
Councilman McLean was also present.
Before the meeting had been called to order Mr. Joe Hill of the Lakeview
area spoke with Mr. McLean and the other members present regarding the
feasibility of renting the ball diamonds at Sunrise Park for week-end
softball tournaments. Mr. Hill stated that both the City of Lexington
and Blaine did this and it was very profitable to these Cities. Mr. Hill
said the usual fee is $250.00 per week-end per tournament. $200.00 for
the rental of the fields and $50.00 for a cleaning deposit. The $50.00
would be returned to the sponsoring team or organization only if the fields
and the parks were left in satisfactory condition.
The members present seemed enthused about this possibility as a way of
obtaining funds to be used in the Parks for improvements and the like.
Mr. McLean said that he would present this to the Council at the meeting
on July 28, 1975 and said that perhaps it would take a meeting or two
for any final decision - the Council will understandably have to think
the proposal out before acting - but he felt that a decision should be
rendered by the last Council Meeting in August at the latest.
Mr. Hill asked if he should be present at the July 28th Council meeting
in order to clarify any questions Council Members may have and Mr. McLean
said that it would be a good idea. Mr. Hill was also asked to bring some
example of the type of insurance that is available for a special events
liquor policy because beer would be served.
The meeting opened formally at 8:15 and the minutes of the June 16, 1975
meeting were layed over until a quorum of members present at that meeting
were in attendance.
Mrs. LeTourneau presented the proposed Bike Trail System for Lino Lakes.
She and Mrs. Brisson have been working on this for many months. The
trails will link up with White Bear Lake, Ramsey=_and possibly Shoreview
Trails. This is necessary in order to get DNR funding of the trails.
The trails, as now layed out, will have 142 miles and may eventually
connect with the Chain of Lakes Park for a rest area or the like.
Mrs. LeTournea said that the cost of separate trails, off the main
roadways, is approximately $4,000 per mile and that she and Mrs.
Brisson felt that the only way for the city to go now would be to use
the shoulders of the roads and mark them. The area that goes through
Holly Drive is a very nice setting for biking and gives the feeling of
being in the "country".
Mr. Hanson said that he had biked the entire proposed trail at one
time or another and thinks it is a very good plan. He moved to
recommend to the Council that the proposed bike trail system be
adopted as the first stage and that the DNR be contacted for signs
to be placed on the trails.
Mr. Resch seconded the motion. Motion carried.

SUNRISE PARK
Mr. Clausen said if there were no objections he would like to have
Mr. Hanson join him in the overseeing of Sunrise Park. No members
had any objections and Mr. Hanson and Mr. Clausen will share the
responsibility of Sunrise Park.
Mr. Clausen asked if there had been any report on the well for
that Park as yet. The Clerk said that Mr. Volk had told her- that
Mr. Ludwig would be out this week to look at both the wells at Sunrise
Park and the Hall Park.
The Clerk also reported that she had been questioned on the condition
of the diamonds at Sunrise Park and asked if the aggregate had been
put down yet. She is to ask- Mr. Volk about this and relay the information
to Mr. McLean by the Council meeting.
There was no other discussion regarding Sunrise Park at this time.
HALL PARK
The question of the warming house was brought up and Mr. McLean said
that Mr. Gotwald, City Engineer, had gotten an informal bid for $5,000.00
'^ to put up a 24' x 24' x 10' pole building at the Hall Park. A copy of
this bid from Ralph Nadeau is attached to these minutes.
The building as proposed would not have any toilet facilities in it but
the plumbing fixtures could be roughed in at this time and when funds
were available they can be added with little additional charges.
The building would cnnform to the roof line of the City Hall.
The $5,000.00 price includes a slab floor but does not include heat or
lighting.
Mr. Resch pointed out that a 100 AMP service would have to be put in
and that some type of utility heating plant would have to be installed.
It possibly could be a large space heater that is suspended from the ceiling,
but something would have to be put in.
During the discussion that followed it was decided to ask Mr. Gotwald
to get a firm price to include stub for plumbing and heating and wiring.
This should be based on the building as outlined in the bid from Nadeau.
He will be asked to have it by the August Park Board meeting in 'order
for this Board to make a decision at that time.
Mr. Resch asked about the type of skating rink that will be made available
this year at the Hall Park. Will it be a hockey rink or only a pleasure
rink at this time.

Because hockey rinks require lights, it was decided to provide a
pleasure rink only this year and to try to work in lights for the
year 1976. Lights a very expensive and the Park Board budget could
not stand the expense of lights and a warming house in the same year.
Mr. Resch asked if a weed killer of some type could be applied to at
least the base line at the Hall Park, the weeds are beginning to take
over and are causing some problems. This will be turned over to Mr. Volk
for action sometime during the coming week.
Mr. McLean reminded the members that it was budget time and to start
thinking of what they would like to accomplish during 1976. The Clerk
was asked to send a copy of last September's minutes with the 1975
budget outlined to all members before the next meeting.
Mrs. LeTourneau moved to adjourn at 9:20 P.M. Motion seconded by Mr. Hanson.
