HomeMy WebLinkAbout06-16-1975 Park Board Minutes PARK BOARD June1975 Minutes but no agenda and no packet n '^ June 16, 1975 ry, ' C y The regular meeting of the Lino Lakes Park, Recreation and Environmental Commission was called to order at 8:10 P.M. by Chairman Clausen on June 16, 1975. Members present: Hanson, Brisson and McGeary. Members absent: LeTourneau and Resch. Councilman McLean was also present. Mrs. Brisson moved to accept the minutes of the May 29, 1975 meeting as written. Motion seconded by Mr. Clausen, Motion carried. Mr. Clausen introduced Mr. Rodney Hanson to all members of the Park Commission as he is a new member replacing Mrs. Betty Kendall , who resigned earlier. Mr. Clausen read a letter he received from the Anoka County Council of Economic Opportunity, Inc. regarding fees charged and the effect this may have on low income persons. It was the feeling of the Park Commission that since the City does not charge any fees for use of the parks that this letter need not be passed to the council and the Clerk was asked to inform the Chairperson of the CAP as such. Mr. McLean advised the Commission that the 6 & 7th holes on the golf course have been rebuilt and that the county is now working on the clubhouse. The County has agreed to manage the golf course for one more year and then the City will have the option of taking over management. At the present time the County is not charging green fees as the course is not completly finished but they will be imposing the green fees ($2.25) in the near future. Mr. McLean advised the Commission to start thinking about the eventual take-over of the golf course and the "pros and cons" to such an acquisition. The meeting was continued at 8:20 P.M. until 9:10 P.M. to give the Park Commission members an opportunity to visit all the City Parks and to get a better idea of what needs to be done in each park. Upon returning, Mr. Warren Gessler was waiting to discuss the condition of Lino Park. Mr. Gessler is the coach of the Babe Ruth League that uses Lino Park. Mr. Gessler wanted to know when the park would be ready for use this year. He was reminded of the weather and the problems that the City Crews have had in getting an opportunity to mow due to all the rain. The parking lot at Lino Park will be blacktopped as soon as the contractor can get a crew in their. It has been graded and staked and parking stakes have been Out in to keep cars out of the proposed parking lots. It was noted that one of the stakes had been removed and motorcycles and horses have been driven through the park and the ball diamonds. The Road Dept. will be instructed to post "No motorized vechiles or horses" signs at both Lino Park and the Hall Park. Mr. Gessler was asked to instruct all players and spectators to please keep their cars in the designated parking areas only. Mr. Gessler was asked where the Hollywood Bases were being kept that the Lions Club donated for Lino Park. He said that they were being kept by . himself or Mr. Hanson. Mr. McLean reminded him that the bases were City Property and that they should be returned to the City Hall at the end of the season for storage. i _ p' `j• _ _. i �:; y-T .. <'rasw- a.-.: {r 'NiI�gphFu -2- June 16, 1975 The condition of the parks was next for discussion and it was generally agreed that a lot of work is needed and now to upgrade the parks for the summer season. Due to the very rainy weather that this area has been experiencing in the past month it has been almost impossible to get the parks mowed, even the infields in some instances. The Public Works Supervisor will be instructed to mow all parks as soon as it is dry enough to get the mowers in without them sinking in mud. There is a problem with trash at all the parks and in particular at Sunrise Park and Lino Parks. The City Crews will be instructed to take care of the trash problems this week and to keep the parks policed in the future. The State Youth Employment Act/Urban C.E.T. began this Monday and five teen-agers are working in the parks under the supervision of Mr. Volk. The County picks up the tab and pays the workers. The local match is 20% this year. The youths will be painting, mowing, repairing and other general work as needed. Mr. McLean and Mr. Clausen reported on the canoe trip that was taken through the Chain of Lakes on June 14 with the rest of the Advisory �-� Committe for the County Park. The plans that are being formulated for the Park are very ambitious and will provide this area with many recreational features that the City could never match. A nature center with overnight facilities and research facilities is being planned for a portion of George Watch Lake. There is consideration being given to restricting motorized vehicles in this area with access only by foot except for small maintanence vehicles. There is some thought to restricting power boats on Peltier Lake and this is being done because it is felt that the lake wont support the traffic: that power boats will bring. Hiking Traill are being planned with minimum rest facilities. Toilet facilities will be provided but they will be self-contained units. Cross Country Ski Trails and nature trails will be provided. The two will intersect and join in some places - to make maximum use of the area. The hiking trails will connect with Ramsey County's Trail System. There are some preliminary plans to provide overnight family camping sits with a possible limit of 50 units on any given night. Some talk of a day camp with a population of 250 children is being considered, but Mr. McLean and Mr. Clausen feel that more research must be given to those two projects - the number of people could tend to 'over-populate' the parks and cause the downfall very quickly. Mr. Hanson asked if there is a target .date set for the opening yet? .?f}'=SfT IN June 16, 1975 _3_ Mr. Clausen said no, they have until March, 1976 to complete their study and present a final plan. Mr. Charles Cape, Civil Defense Director, has requested the use of the Warming House at the Sunrise Park for Tuesdays and Thursdays during July to conduct a firearms safety class. Mr. McGeary moved to recommend to the Council that this be allowed as requested. Mrs. Brisson seconded the motion. Motion passed. Mr. McGeary moved to adjourn at 10:45 P.M. Seconded by Mrs. Brisson.
