HomeMy WebLinkAbout04-21-1975 Park Board Minutes PARK BOARD April 1975 Minutes but no agenda and no packet 5 1ap175 -� APRIL 21 , 1975 The regular meeting of the Lino Lakes Parks, Recreation b Environment Commission was called to order at 8: 10 P.M. by Chairman Clausen. Members present: LeTourneau, Resch, Brisson and Gourley. Members absent: Kendall and McGeary. Councilman Mclean was also present. Mrs. LeTourneau moved to accept the minutes of the March 17, 1975 meeting as written. Mr. Gourley seconded the motion. Mogion carried. Mr. Clausen asked for a report on the Parks from the members and found that Mr. Gourley had not been assigned to a specific park. Mr. Gourley asked to be assigned to Lino Park, and was so assigned by the Chairman. The other assignments for the year are as follows: Hall Park Frank Resch . Lino Park fey and McGeary. Sunrise Park Gerald Clausen and Long Range Plan Sylvia Brisson and Geraldine LeTourneau Mr. McLean said that he had a call from Mrs. Kendall this evening and she said she will have to resign due to personal problems. He thanked on behalf of the Council and the Park Board for all the time she has donated to the City and told her that should she decide in the future that her time would again be available that she would be more than welcome to return to the Park Board. The Clerk was instructed to write a letter to Mrs. Kendall thanking her for her time. Mr. McLean asked the members of the Park Board if they -had any names they would like to submit to the Council to fill this vacancy. The members did not have any one in mind at this time but said they would contact Mr. McLean before the April 28th Council Meeting if they thought of anyone that would be willing to servie on the Park Board. Mr. Clausen then reported on Sunrise Park. He said he had been over to check the Park and the hockey rinks were in fair condition considering all the troubit that we had there this winter. He said he had attended a Hockey Association meeting and they wondered what kind of schedule we wanted from them as they were using the rinks every day either for practice or games. Mr. McLean pointed out that this was not true and last season's schedule was referred to. It showed that there were no games or practices scheduled for sundays and only about half the day on saturday. The reason for a timed schedule is so other residents can know when there Is open skating. The rinks are not Just for the Hockey Association and they should not assume that they are. -2- APRIL 21, 1975 Mr. Clausen said he would tell Mr. Nelson this and get the schedule as soon as possible. Mr. McLean said the matter should probably be handled through a letter from the City Office and instructed the Clerk to write a letter to the Hockey Association requesting that a schedule be made available to the City Office no later than November 15, 1975 so that the times may be posted and printed in the papers. The Clerk asked about scheduling for the baseball diamonds, how should this be handled when requests are called into the office? Mrs. LaForge from the Little League Association was supposed to be here this evening but had not shown up as yet. The diamonds at Sunrise were numbered, in order to clarify the playing fields. Mr. Volk was instructed to put numbers on the backstops this week. The fields are to be numbered as follows: No. 1 Nearest the Road - Little League Field. No. 2 S. E. Field - Open for anyone to use. No. 3 N. E. Field - Open for anyone to use. No. 4 S. W. Field - Little League Field. The Clerk is to draw up a schedule and to have it posted this week on who will be using the fields and when. The Little League has informed the Office that their games will bescheduled from 6:30 P.M. to 8:30 P.M. Monday through Thursday. No games will be scheduled on Saturday or Sunday and only an occasional- game on Friday. Mr. and Mrs. Al Santo were in the audience. They were present to discuss the LaMotte Park that is supposed to be put in on LaMotte Drive. This is on the East side of Centerville Lake. When the addition was put It the required 10% Land Donation was male to the City but it has never be improved and has not been used for anything. The Santos were inquiring about the possibility of having a baseball diamond put in for use this year. The Board informed Mr. and Mrs. Santo that they would take their request under advisement and discuss it when the budget Is drawn up for 1976. Mr. Volk was instructed to go over and look at this area during the coming week and report back to the Park Board in May what he thinks needs to be done in order to get this area ready to be used as a Park._ Pie area is thought to be approximately 5 acres, so there should be no problem putting in at least one ball diamond. Mrs. LeTourneau and Mrs. Brisson were not aware of this area and did not have it an their Long Range Plans but would take a trip out there and put some ideas together for it so it would be Included in the long range plans for the City Parks. -3- APRIL 21, 1975 Mr. Yolk did not think he would have any problems putting in a temporary diamond for this year's use. The area would probably have to be graded but that would not pose a large problem. Mr. Gerald Beach, the Tree inspector, was in the audience to discuss his program for removal of deseased trees. He needs to know how the City Intends to handle the disposal of trees. Will a specific area be designated? Will an attendant be hired to control access to that area? Mr. McLean said that an area had already been designated on the Hall Property. He did not know if an attendant would be hired. Is on actually needed?' Mr. Beach said that in areas where no attendant was used the problem of the site growing Inta a dumping ground for all kinds of trash was the result. Mr. Beach said that the elm trees must be disposed of within 72 hours o•t cutting. They must be burned or chipped up so the beetle cannot continue to live in the dead tree and spred the disease to other trees. Vr. Beach said he felt that Dutch Elm could not be brought under control but that he feels Oak Wilt can within five years, if steps are taken now to control It. Mr. McLean said that the Council would have to decide whether or not someone would be hired to oversee the disposal of trees on the Hall Property and suggested that Mr. Beach come before them at the April 28th meeting. Mr. McLean also asked that Mr. Beach check the trees at Sunrise Park especially on the East Edge of the park where there is a lot of trees. Mr. Beach explained that even if an Elm Tree was cut now, green, one generation of beetles could hatch another generation before the tree was destroyed and that is the reason the owners will have such a short notice. Oak Trees are not as dangerous but if the tree Is cut this year then it will have to be destroyed. If cut within the past year It can be retained and used for firewood. ivirs. Shayne La Forge of the Centennial Little League Association arrived and a discussion of the needs of the Association followed. The basic rt�erls of the Assocatlon at Sunrise Park for the coming year are: 1. Ag Lime to be spread around the baseline 2. Better safety fencing in the area of the player's benches. -4- APRIL 21, 1975 3. A load of black dirt to be mixed with the ag lime. Mrs. LaForge said that this had been done at Eck field and it has been very successful .. it keeps down the dirt and there is no problem with having to redo it each year. They put down 2 loads of ag time over a 2 year period and it is still holding. Mrs. LaForge said that if Lino Lakes would purchase the supplies, that the Little League people would supply the labor. This is how it was handled at Eck Field and there we-Fe no problems. Mr. Volk said he did not think that black dirt was necessary. He feels that the ag lime would mix in with whatever base Is there and would work just as well . He has seen it done on other fields and it makes a really good playing surface. A tiller can be rented for the purpose of mixing the lime in with the soii and It will work out fine. The fencing is going to have to be repaired and the benches will have J*o be moved. They are too close now and there are several injuries eash year as a result. This will be taken care of by city crews. Mrs LaForge asked who was responsible for trash pick-up at the Parks. n There was quite a problem last year with It not tieing picked up often enough. Mr. McLean said that City Crews take care of this and they will be instructed to pick up the trash at least twice a reek. Mr. Resch said that the Coaches that use the HaII Park' are responsible for the policing of the areas after the game and so far it has worked out very well . A couple of the players are assigned each game to stay after and help clean up and there does not seem to be any problems getting them to co-operate. Mrs. LaForge said she will bring this up at their next meeting and try to implement that program with the Centennial Association this year. Mrs. LaForge said she would contact the City Office as soon as the schedules were ready. The Board Members thanked Mrs. LaForge for taking time out to come to this meeting and promised to do all that was possible to help make the 1975 season successful for the Centennial Little League Association. n, -5- APRIL 21, 1975 Mr. Clausen reported on the last meeting of the Chain of Lakes Park Advisory Board Meeting. There is talk of taking a tour by helicopter of the entire area. A tour of the lakes will be taken by canoe within a couple of weeks to see what shape the lakes are in and what needs to be done on the shorelines. Mr. McLean said that as tong as this Park is a reality the City of Lino Lakes should try to have it serve a dual purpose and include It in their long range park plans. For Instance, there is talk of bike trails and tennis courts. Mr. Torkildson was taking about motorcycle and ATV trails - not all open space as was agreed on. There are plans to redo the 7th hole and possibly the 6th hone on the golf course. Mrs. LeTourneau asked how the Input of the residents could be obtained? Can some type of survey be made out the of City Offices? It was the feeling of the Park Board that perhaps 100 families could be selected, at random; and asked for their 'ideas of what should be put Into this park. The letter could read as follows: The @noka County Chain of Lakes Advisory Board is in the process of planning the recreational facilities to be included In the Chain of Lakes Park. Since you as a- resident of Lino Lakes are In the main portion of the park, we would appreciate your Ideas of what should be included in this park. Would you like to see snowmobile trails, ATV trails, bike trails, tennis courts, overnight camping areas, panic areas, swimming beaches, boat launches, ball fields or???? We are asking for your ideas and will make every consideration of your ;deas as residents of Lino Lakes and try to incorporate them into the pirk planning. Thank you for taking the time to help us plan a better park for you and your family. -6- APRIL 21, 1975 Mr. Clausen and Mr. McLean will take this idea to the May 1 meeting of the Advisory Board and report back to the Park Board at the May meeting. Mr. Volk was asked to prepare spec for the backstops that are needed and to get at least two Informal bids during the coming two weeks. Mr. Gotwald will be forwarding his ideas on alternate facilities at the Hail Park shortly. Mr. Gotwald is donating his time on this project for alternate facilities. He has suggested using blocks from Molln. Mr. Volk was asked to present a maintanence schedule for care of the parks this summer. Perhaps a retired man could be hired as supervisor and hire two or three high school students to help him. There is also the possibility of federal funds being used to help cut the city's portion of the costs. Mr. Volk was asked to check into sprinklers and hoses for the parks. Mr. McLean said he had asource for hoses if any •lere needed. The regulations for firearms were discussed and ^nly shotguns with i)ird shot may be used in Lino Lakes. No single projectiles are allowed. Complaints regarding violations on this ordinance should be referred to the Police Department. Mr. Volk was questioned on the Sunrise Park We: 1 - what is the main p rob I em w i th the we 1 I? Mr. Vo i k sa i d there was no grater volume the same as at the Hall Park. He will be meeting with Mr. Ludwig this week to determine what seeds to be done at Sunrise Park. Mrs. LeTou rneau moved to adjourn at 10: 10 P.M. Motion seconded by Mrs. Brtsson. Aye.
