The regular meeting of the Lino Lakes park, Recreation b Environmental
Commission was called to order at 8:20 P.M. by Chairman Clausen. Members
present: LeTourneau, Gourley and Resch. Members absent: Brlsson, Kendall
and McGeary.
Mrs. LeTourneau moved to accept the minutes of the January 20, 1975 meet-
ing as written. Mr. Resch seconded the motion. Motion carried.
w Stanley brought in some preliminary sketched of warming houses
and left them with the Park Commission members for discussion. He stated
that the warming house that is presently at Sunrise Park would have
to have major remodeling and upgrading to remain serviceable. He feels _
that only three walls of the present structure are salvageable and
a new roof would have to be Installed.
He gave a rough estimate of $10,000.00 for the Interior workings of
the building only exclusive of the well and pump that Is needed.
The Park Commission decided to eliminate the double doors at the front an
side entrancEs and have only single doors installed. it was also decided
that the door at the rear of the building should be eliminated .. The
furnace room is to have a deep sink put in for drawing water, etc.
Mrs. LeTourneau felt that the building should be enlarged to 24' x 361,
in order to ba adaptable to other community activities. After some dis-
cussion the commission agreed that the building should be enlarged to
24' x 36' and the recommendation was noted on the blueprint.
Because of the costs Involed in the building at the Hall Park, some
cost cutting steps were discussed. The members of the commission agreed
that if corner cutting on too large a scale is begun now, the building
will soon be much the same as at Sunrise Park - an inddequate building for
all purposes. It was decided to get an estimate from the City Engineer
for both the warming house at the Hall Park and the addition needed at
Sunrise Park and make a decision based on the costs.
The Clerk was asked to contact Mr. Gotwald for sketches and costs and
to return them within the week, so that the plans may be impiementd as
soon as possible. The Clerk Is to provide Mr. Gotwald with a copy of the
sketch that was agreed on at this meeting. Because of th a time factor
a special meeting of the Park Commission will be called and members
will be notified as soon as this meeting can be arranged.
Mr. Gotwald Is also being asked to ' provide sketches and costs for-an. .-
unlighted hockey rink at the Hall Park and to return it with the other
information.

The next Item for discussion was Sunrise Park. The discussion centered
around whether or not to enlarge the warming house this year or to post-
pone It for another year. It was decided to ask the engineer for bids
to enlarge the warming house 240 square feet to the East of the present
structure and to enlarge the restrooms to enable them to be locked In the
same manner as is proposed for the Hall Park. The Engineer Is also being
asked for cost estimates to upgrade the well and pump at Sunrise Park.
When these figures are returned to the Commission, a final decision will
be made.
M►'. Clausen questioned the condition of the ice this winter at Sunrise Park.
He stated that the rinks had baen leveld, new goals put in and were excel-
lent and that the screens had been put in and were laso good but the ice
was deplorable. He questioned the methods used to flood and to clean the
rinks. He sta-ied that several times when a game was scheduled the Ice
had not been cleared before the game and that it is impossible to have
a hockey game or practice with a # inch or more of snow on a rick. Mr.
Clausen also said 'chat he had been told that the rinks were being flooded
by merely put-it the hose over the side and letting It run onto the rinks.
He feels that the water should be sprayed in order to have skateable Ice.
Mr. Clausen suggested that the rinks be cleared at 4 or 5 P.M. prior to
-she practice or games rather than earlier in the day because there is always
the possibility that snoti., will continue throughout the day and leave an
accumulation of snow on the rinks before a gams.
Mrs. LeTourneau said that the members of the Hockey Association and the
players should be responsible for some portion on the rink cleaning. She
said she does not feel that the City should have to spend the money nec-
essary to rt:aintain the rinks be'tmeen game as this would run tnto consider-
able expense as far as salaries and the use of equipment is concerned.
Mr. Clausen said thct the players and parents do so now and will continue
to clean the rinks between games but they are requesting that the rinks
be cleaned during the afternoon, as close to gam3 time as possible rather
than during the morning hours
Mr. McLean said that he would pass this request along to Mr. Volk and
have him instruct his cri>ws to clean the rinks in the a4ternoon and to
c-nntinue flooding at night as they have been. Mr. McLean also request-
& Mr. Clausen to have a hockey schedule for the 1975• 1976 season into
"is City Office no later than November 15, 1975 so that the rinks schedule
can worked out and posted well in advance of the hockey season. Mr.
Clausen agreed to have the schedule into the City Hall ,Just as soon as it
is ready for the coming season.

Next on the agenda was a discussion of Lino Park and Mr. McLean reported
ti that the lions Club will probably donate the remainder of their
committment to the City this year so the Park can be completed this
spring. The park has been seeded, graded, the infield has been limed and
the fences are Installed In the front, the Hollywood bases that were order-
ed are here for the ball park, trees have been planted in the fron of the
park but some will have to be replanted in the early spring to accomodate
the parking areas that have been laid out. There was no allowance made
for the two entrances from the highway and there will have to be. No major
prolhems are anticiapted with moving the trees.
Mr. Gourley advised the Park Commission that there will be a motion made
to nams the Liao Park the *1,c,l Kline Memorial. P;,;°k" when it is dedicated
in the Spring. Mr. Kilns was a very active member In the Lions Club and
in many Cityactivities, Mr. Gourley asked if inhere was anyone on
the Commi ion w!,o wog I d object to the renaming of the park and then
he made a -notion to reo:^mnend to the Council that the Lino Park be
named the Mel Kline or Mliford Kline Memorial Park at the time of the
dedication. The final selection of the name for the park will be left
to the discretion of the family, if the motion passes the Council and
the Lions . Mrs . LeTourneau seconded the motion. Motion carried.
Mr. Mclean reps r+c-d to the Commisslion that so far only hIs appointment
to the Chain of roes Park has been confir-med and he asked the Clerk
:o contact Mr. Torkiidson and aske when the other appointment for this
area will be confirmed and when the meetings will be scheduled. He also
stated that there have been quite a bit of trouble with the gquipment
used to sweep the rinks this year and that Mr. Bolk has been instructed
to check with an International Dealer on the best way to solve the

Mr. McLean also reported that the City had received a letter from the
Anoka County Commissioners informing the City that Congress had passed
an Emergency Jobs Program for employment of severely disadvantaged or
unemployed residents of Anoka County In public service jobs. Each City
will be provided with funds to pay these employees provided they are new
jobs and not used tc fill current vacancies or to disf,ln-e current employees.
The County is working out a program whereby smaller Ci -ies can have an
employee from a County Crew on an "as needed/on call" basis.
The Commission and Mr. McLean felt that this program would certainly help
to cut some of our costs in the coming months and that the City should
lo.--k into this program. The City of Liao Lakes is eligible for 13,776.00
/'� in funds.

Mr. McLean will report back to the Commission later as more details of
this program are available.
Mr. Clausen said he wished to thank the Road Crew for the excellent ,job
that has been done on snow removal in Lino Lakes this winter. He said it
Is a real pleasure to know that the streets will be cleaned each day follow-
ing a snow storm and early in the morning.
Mrs. LeTourneau moved to adjourn at 10:00 P._M. motion seconded by Mr.
Gourley. Aye.
