HomeMy WebLinkAbout01-20-1975 Park Board Minutes PARK BOARD January 1975 Minutes but no agenda and no packet n January 20, 1975 The first meeting of the Lino Lakes Park, Recreational and Enviornmental Commission was called to order at 8:10 P.M. by Chairman McGeary. Members present: Brisson, Kendall, LeTourneau and Gourley. Members absent: Clausen and Resch. Also present was Councilman McLean. Mrs. LeTourneau moved to',accept-the minutes of the December 2, 1974 meeting as written. The motion was seconded by Mrs.Kendall . Motion passed. The next order bf business was to elect a Cha irpersona and Vice Chairperson for 1975. Nominations were opened by Mr. McGeary for Chairperson. Mrs. Le Tourneau nominated Mr. Clausen for Chairperson. tars. Brisson seconded the nomination. Motion carried. Mr. Clausen will be the Chairperson for 1975. i,'w mina+ions for Vice C!-,_i; rparson were opened and Mrs. Brisson nominated Mr. McGeary. Mrs. Kendal seconda' the nomination. Motion carried. Mr. McLean then reported or, -the last Councii meetin wherein Mr. Ken Gourley was appointed to the: Park Commission replacing Mr. Don Kent. "1rs. Brission was reappointed for one year. 'Ir. McLean advised the commission that he had been appointed as the rep- resentative from Lino Lakes to serve on the County Advisory Board for Parks end Open Space and that Mr. Clausen had been recommended as the At-Large 'representative or th6 CoUntys n .he Hockey Rinks were next on the agenda for discussion and Mr. McLean ,w isnd the commission that bad weather had prevented flooding of the ileasure rinks at Sunrise and the Hall Park, however the crew is going J. start them this week if at all possible. the Hockey Association had indicated that they are willing to provide volunteers to scrape the Ice between practices and games if the park crews desired. It was suggested that they be asked for a roster of names and that their generous offer be accepted. It is something that must be done and would be better to have someone from the Hockey ,�ssociatlon do it, rather than have to have one of the men from the Park Dept. be on call to scrape rinks. The next order of 1usiness was a general discussion on the Warming HOuses that are needed both here at the Hail Park and the addition to the one at Sunrise Park. Right now general Ideas are needed as to type of building, ;?ize, etc. to be prevented to a draftsman so he can make sore drawing- and give the Commission ps 'sdea of what to took for as far as construction costs are concerned. r�l At Sunrise Park, ther'o are three rinks planned, two hockey and one pleasure :-;n an addition to the existing warming house Is needed. The addition i-hould compliment the axist&ng structure and will have to go to the East of the present warming house and before the next meeting Mr. McLean said he would tape It off and asked that Mrs. Kendall get together with Mr. `iausen to come up with some ideas for the addition at Sunrise. January 20, 1975 -2- For the warming house at the Hall Park It was agreed that concrete block would probalby be the best construction and the sturdiest dor all purposes. There will have to be some type of ventilation at the top especially in the restroom areas. Mr. Resch suggested glass block windows with the Inset for ventilation purposes as perhaps the best and the least likely to be vandalized. r, floor drain wli ! also have to be put in to aid In cleaning and to r.r-ctecr the buifdIng In case the toilets or sinks get plugged and overflow. t was suggested that the plans conform somewhat to the freeway rest areas th-t have been constructed aicng the interstates. A new pump would have to be put In with adequate pressure for the ;warming house and for f;ooding at the Hall Park. Mr. Resch stated that he had c:iecked Into the type of pump needed and felt that one that would produce 7,000 gallons per hour would be adequate. ?Bore was a discussion on price range that could be looked at and Mr. McLean �Avised the Commission to look at design rather than try to figure costs r !pht now. He baid that after the ideas have been submitted to a draftsman and the drawings returned, they would be in a better position to talk rp pel-e. The main thing right now was to determine a size and try to standardized tax,. layout of the structure as much as possible, so that it could be used a* all future parks. T'ie warming houses should be at least 24 x 36 with bathroom facilities at oro end. The bathrooms should contain 4 stools - 2 each. Some kind of outBide entrance that could be locked in the winter should be considered. Mrs.LeTourneau suggested that the Commission keep a multi-purpose building l- mind, not ,just one that would be utilized during the winter months. rvA-s . Kendall rem!nded the Commission that a plug-in and bubbler for coffee s`;ouid be considered In the original plans, because of the great difficulty { -aking a pot of coffee at Sunrise now. The matter of heat for the warming house at the Hail Park was also discussed. Tf�e Hail has gas, forced air heat now and the warming house would probably use tL, same type. The cost of heating the warming house in minimal , it should n-.t be kept any warmer that 45-55 degrees. 1°r. Resch brought up the matter of additional parking at the Hall mark and s�lggested that a road be put In with access off of Main Street. This Is u--#ng considered and will be discussed at length at the next meeting. �i=:fore the next meeting Mr. Resch will do some research on the h^�i iocatlon 'ter the Warming House at t`-F Mall Park and also a parking area. January 20, 1975 -3- for the Long Range Plans, Mrs. Brisson and Mrs. LeTourneau are still working on them and hope to have more information for the next meeting. Mc. McLean said that when he meets with Mr. Torkiidsen for the first time this year he will ask about using the router from the County to make signs for the Parks in Lino Lakes. W3.
