October 21 , 1974
The regular meeting of the Lino Lakes Park, Recreational and Enviornmental Commis-
sion was called to order at 8:00 P.M. by Chairman McGeary. Members present:
Mrs. LeToauneau, Mrs. Brisson, Mr. Kent; members absent: Mr.Resch, Mrs . Kendall ,
and Mr. Clausen. Councilman McLean was also present.
Mr. Mc Geary moved to accept the minutes of the September 17, 1974 meetins as
written. Seconded by Mrs. 8risson. Motion carried.
Mr. Mclean said the budget for 1975 was approved with the exception of the
fencing at the Hall Park which would bring the budget to approximately $25,000
including the credit for the $8,000 of Federal Revenue Sharing. Other than
the fencing there is no problem with our budget. Mr. McLean suggested that
some definite plans about the warming house is needed for the Hall Park. He
s.i;d that the plans should be firmed up this winter so that construction can
strt in the spring.

?;•. McLean advised the commission that it should provide some plans for the
i nee r and that It would be a good idea to come up with an overall plan
r-:-at could be adopted for future use at all parks. in this way the commission
i.,F,uid have bettercontrol over the costs of such units. The warming houses
would be constoucted under the control of Mr. Gotwald.
Mrs. 8risson had questions of the skating rinks - would they be graded, leveled,
etc. in the for the ice season this year?
Mr. McLean informed here that the hockey rings had been staked and blue-lined
already. �*q also told here that the requis i:ion for leveling off using Class 5
had been approved and that the rinks mould be ready for use in December. Mr.
McLean also advised the commission that backstopes were being made to guard
aJainst flying pucks and that they would be made 6f wood and wire mesh.
r,e said that Mr. CAri Nelson had offered to build the backstops but that Mr. Volk
had indiyated that he could probably do it here at the hall cheaper. It was
,!er.e io`ed that Mr. Volk and 111r. Johnson could build the backstops and that Mr.
,-'an +youid recommend that they do it at the next council meeting. A completion
}v of December 15 was tentatively set for the backstops to be on and
rstztled.
Mr. t'cGeary brought up the question of a warming house at the Hall Park. He
rp;-iciered what was going to be done about it for the coming season? Will we
rer:% a trailer again and If so from whom and what would the cost be?
fa-, rent reminded the commission that last year the rent was approximately
,013 per month and that we had the triter from December 15, to March 15th.

The Clerk was asked to check with Transport Pool Inc. , 1524 Arthur Street N.E. ,
phone number 789-7265 for the availability and cost of a trailer for the time
needed.
The question of supervision of the ice rink was brought up. it was suggested
that the police department could provide some supervision of the rink, since
they will be around part of the time.
Nr. McLean cautioned the commission not to expect constant supervision from
"he police and their duties often took them away from the office. Mr. McGeary
wondered if the Athletic Association would be providing supervision of the rink
acain. The need for supervision was pointed out by reminding the commission
C1 the damage that was done to the trailer last year, i.e. broken windon,
tzar in the skin on the trailer, etc. it was noted that a piece of plywood

ter: . Brlsson wanted to know if there would be benches at thehal l this year. Mr.
-n4an said that more benches were needed and he would check into waht is
to be done and report on this for the next meeting.
r !�,re was a discussion on the long range plans for the parks and recreation
. , i + hies in Lino Lakes and Mrs. Brlsson and Mrs. LeTourneau said that they
�` ra; i �,• did not have any complete plans at this time. The said that the plans
hiad were given to a representative from the DPJR and that he had not re-
tt,rr,ed them as yet. Mrs. LeTrourneau said she would contact him and get the
e'z,it returned by the next meeting.
Mr. McLean said that the commission should concentrate on the tong range plans
sf the next few r.�eetins and come up with some firm plans to present to the
C�--jnci l early next year.
Mrs. 3risson questioned bike trails, tennis courts and recreational skating
�• � . are any of these possible and was told that there is no reason why
shrju!d no be included in the long range plans. Mfrs. Brisson also
�ske-i sports and activities for the girls in the City and said that

future date could construct uniform signs for the parks.

Mr. McLean said that the Lions Club would probably complete their obligations
the the Park fund this year byi giving the remaining $2500 at one time. We
would not have to match this sum on a one time basis however and could stretch
it out because as originally set up it was to be a four year program.
Mr. McLean suggested that this money be used for fencing in the coming year.
H-� also advised the commission that the Lions Club had planted some seedlings
": Luther's and asked the clerk to have Mr. Johnson be sure to water them in
¢fig coming weeks so they would not die.
