HomeMy WebLinkAbout08-19-1974 Park Board Minutes PARK BOARD August 1974 Minutes but no agenda or packet August 19, 1974 The regular meeting of the Lino Lakes Park, Recreational and Enviornmental Commission was called to order at 8:05 P.M. by Vice-Chairman Clausen. Members present; LeTourneau, Brisson, Resch, Kent. Absent; McGeary, Kendall . Mr. McLean was also present. Mrs. Brisson moved tp approve the minutes of July 15, 1974 as written. Seconded by Mrs. LeTourneau. Motion carried. Discussion of the long range plans for Park facilities and needs as to budgetary figures gave the Board some indication of what would be needed in the coming year for funding. Mrs. LeTourneau had contacted the Depart ment of Natural Resources in connection with a planned bike trail en- compassing the seven county metro area. Mrs. LeTourneau had Invited Mr. John Lilly, who is working with the coordinantion of this program to be at this meeting this evening. Mr. Lilly gave the Board some background Information on what this program Is trying to do and how this is being accomplished. There has been several meetings with different communities in connection with this plan. The general idea is tc build a circular bike trail around the seven county 10001.1 area with bisecting North/South and East/West corridors. His department Is merely a coordinating body. The control of this trail system will b.-- left to the local governing powers. H6 is gathering information as to the plans of local communities I-n order +o present a budget to the Legislature in hopes of receiving funding for the construction of this system. The cost of construction of these bike trails was discussed. Mr. Lilly said the estimates vary fro 8 to 50 thousand per mile, depending on the .;idth and the make of the area to be crossed. Mr. McLean asked, if once this system is constructed, would it then be turned over to the Metro. Mr. Lilly said this system, when built, would be controlled and maintained by the local mnnicipalitles. Mrs. LeTourneau asked of this trail system is to be used for Just bikes or is It to be used for snowmobiles also. She was concerned about the possible use by cross country skiers. This use would be incompatable with snowmobiles. Mr. Lilly said the use is up to the local governing body. if this is to be a trail for passive use, then the baring of snowmobiles would be a local thing. He did suggest that the possibility of damage by the snow- mobiles to the trail surfaces should be considered. Mr. Lilly had brought a map that the,•potential trails for this area could be outlined on. Mrs. LeTourneau, Mrs. Brisson and Mr. Lilly continued their discussion In the small conference roam In order for the normal business of the Board to continue. Page Two Aug. 19,4974 The necessary things to be done atthe Hail property before winter was discussed. The need to relocate the backstop at the second ball diamond and the field must be re-graded - there is rubbish in the back of the property that must be hauled out - the spot for the skating rink needs to be leveled and packed - some sort of building to used as a warming house and supervision for the rink - Mr. Kent and Mr. Resch will get together this week and have some plans ready for Mr. McLean before the first budget meeting. This will give an indication of the capital Improve- ments that are planned and in what order. Mr. Mclean asked for some esti- mate of costs. The Sunrise Park was discussed. The house, barn and warming house have been painted. The hockey rinks need to be leveled as does the pleasure rink. The boards on the hockey rinks need repair and paint - new goals are needed - some extension of the present warming house is necessary - more benches. There was discussion of the capital Improvements for this park to be included in the budget. Mr. Clausen will present his suggestions and estimated costs to Mr. McLean. There was some discussion of using the very back part of the Hail property for the disposal of diseased trees. The suggestion of using this area for a sliding hill and possibly using this material to' help build it up. More on this will be discussed at a later date. Pairs.
