HomeMy WebLinkAbout06-17-1974 Park Board Minutes PARK BOARD June1974 Minutes but no agenda or packet n June 17,1974 The regular meeting of the Park, Recreational and Enviornmental Commission was called to order at 3:05 P.M. on June 17, 1974 by Chairman McGeary, Members present; LeTourneau, Brisson, Clausen, Kendall . Absent; Kent, Resch. fir. McLean, Council representative,was also present. Mr. Clausen moved to approve the minutes of the lay 15, 1.74 meeting as presented. Seconded by Mrs. Kendall . Motion carried. Mrs. Kendall gave a report on the condition of Sunrise Park after the campers had left. She reported that the Park was in excellent condition- there had been no problems and the Square Dance Club had left the Park in a very clean condition. She asked the Clerk about the $50.00 deposit- Flow will this be refunded? The Clerk said she would check with the phone compa- y for possible long distance calls and if everything checks out, a refund check for the amount of the deposit will be made out to Mr. Conlin. She will contact Mr. Conlin as to where the check should be mailed. Mr. Resch arrived. n Mr. Clausen reported that he will have some recommendation for the leveling of the hockey rinks at Sunrise Park. He will have this report for the July meeting. One end of the rink is about 12" lodger and will need to be graded and possibly some fill put on that end. Mr. McLean suggested some paint for the !?arming house at Sunrise and thought a bright color would be in order - soimet:ling other than white. Mrs. Kendall suggested painting the barn at Sunrise also. Mr. McLean said the barn h.-id been hit by a car and must be repaired. He felt that painting could be considered after that. He suggested that the Clerk contact fir. Henry Amundsen, the City Building Inspector, for a cost estimate as to the repairs. Mr. McLean also reported that the two teenagers are working in the Parks with fir. Johnson. They have painted the bleachers, some of the picnic tables, most of the playground equipment at Sunrise and most of the back- stops. He thought these two could assist in the painting of the barn at a later date. Mr. McLean suggested that in preparing the long range plans for Sunrise, the installation of a fence should be included. The second ball diamond at the Hall property has been started. fir. Resch was asked to stake the corners for the backstop. There is enough materials at the Hall for the construction of a backstop or that diamond. Mr. Johnson will take care of this. There are a couple of pieces missing on the present backstop i4r. Resch has the clamps and will get them to Mr. Johnson so that they can be installed. The Clerk was asked to remind Mr. Johnson of the 2 - 4X10 foot screens to be put in front of the players boxes at the Hall diamond. There was discussion oh: the fence -at ,Li.no Park. Mr. McGeary felt there was no need for the fence' to extend, so far to the West on the North line. He felt that Me. LeVessuer would have problems with snow plowing this winter. Mr. McLean explained that the fence there is necessary because of the planned planting of trees and shrubs along that border. Also, there is a hockey rink planned for that area, and the Park Department will need a place for the snow cleared for the Park parking lot. Mr. McLean also felt that this line had been cleared with 11r. LeVessuer in cooperation with the City Engineer and the City Attorney. if Mr. LeVessuer feels that he has a legimate complain he sould appear before the Council and express his objections. Mr. McLean reported that snow fence will be installed across, the East line of Lino Park and the wide gate opening in the front will be sealed with snow fence. As soon as this i.s done, 4.4r. Houle will disc the entire Park. area, apply lime and sod the Inf-ield. 11r. Robinson will then seed the remaining area. This work shouj4 ,be completed this week. The water- ing of the field will be handled by j1r. Johnson. There wil-I probably have to be hoses and sprinklers bought to be used in this Park. The well at the Park is in operation. There was some discussion of contacting the County for signs noting that this ,is .a Park area and 'Children at Play Signs' shoo, d.be installed along Old Rig:iway #3 at this location. The Clerk is to check at the Hall for such signs as these before contacting the County. Mrs.. LeTourneau and Mrs. Br i sson had ta.l`:ed about the .long range plans for .Parks in the C.i.,ty, but felt t'rcy would like to spend some time at the City Hall, locking at maps before ri_`,i ng..a report or recommendation. They will contact the Clerk as to when they will be i.n. Mr. McLean reminded the Park Board. of the smali lot .Located in Lahott's Addition on the East side of Centerville Lake. This -is a small area but some planned use should be recommended. The Clerk reported that there are several catalogs for playground equipment at the. Hall , sire will be glad ;to give them to the Board for consideration. Mr. 11cLean reported that 25% of the Federal Revenue Sharing Funds have been allocated to the Park Department for development. This amounts to about $8,000,00 over and above any amount budgeted. Mr. McLean ,aiso,,suggested that . in _the new plats containing tracts of 21 acres, the, .Park Board,should be considering the acceptance of money in r� leiu of land... These monies could be, used for the development of existing Parks. Mrs. Kendall suggested that even. in the area with .large lots, that an area be set aside for a 'Tot Lot' for the smaller children., _ Br;sson moved to recommend to the Council that a closing hour be malntainpd at the Anoka County Park located on Centerville Lake by 3nstal ► ing a gate that can be locked plus providing adequate s:3nitarY facilities. Seconded by Mrs. LeTourneau. Motion carded.
