HomeMy WebLinkAbout04-15-1974 Park Board Minutes PARK BOARD April 1974 Minutes but no agenda or packet April 15, 1974 The regular meeting of the Lino Lakes Parks , Envio=,ertal and Recreation Committee was called to order at 8:05 p.m. by Chairman '2cGeary. 'Members present; Kent, Resch, Clausen, Brisson, LeTourneau. 71bsent; Kendall. Mr. '1cLean and Mr. Starr was also present. Mr. Kent moved to accept the minutes of March 17, 1974 as presented. Seconded by Mr. Clausen. Motion carried. 'sir. McLean reported to the Board that the fence for Lino Park had been approved by the Council and the low bid by North Suburban Fence had been accepted. They will install this fence under the guidance of Mr. Gotwald. The cost of this fence will be paid by the City as part of the allocation for Parks that was made last vear in cooperation with the Lions Club. Mr. Kent and Mr. Resch reported on their plans for the Hall property. The first item of need at this location is a second ball diamond. The diamonds at the Lino School that are usually used by the League will not be available this year due to construction at that site. The diamond at Lino Park will not be ready for use this year. They recommended that the pond in front of the City hall be reduced in size by 2/3's with a fountain in the center. Trees to be planted around the area and the driveway lined with trees. Also, in the West and 'Vorth portion of the land a suggested bike trail. They have more work to be done on this plan including bathroom facilities and water fountain. They will try and have finished in at-7ee%, or so with the possibility of a special meeting to consider the additional ball diamond. Mrs. Brisson asked about the possibility_ oaf tennis courts. Mr. Kent and *sr. Resch said they have plans for tennis courts, ball nets, volley ball, etc. Mr. McLean said that space for a double court- hai been graded at the Lino Park. The Lions' Club had gotten a cost estivate of $11,000.00 for the installation of the court, back stops, etc. They felt this was beyond their means at this time. Mr. Clausen presented the following recommendations for Sunrise Park. 1) At least two toilet facilities be in the parr: area to handle all the baseball and softball needs - (satellite or similar facility) the present structure to be destroyed. 2) Some water facilites to be made available. 3) Roads to be repaired and more posts nut in to keep the vehicles on the ro ads. 4) All fields should be brought into good ren_air - (backstops, benches, �\ etc.) 5) Swings and playground equipment should be checked for repair and security. 6) Trash cans to be placed in Sunrise Park at all fields and high-use areas. (2) April 15, 1974 Mr. Clausen moved to present these recommendations to the Council. Seconded by Mrs. LeTourneau. Motion carried. Mr. Lee Starr was introduced to the Board. He had been invited to attend this meeting in or&r to give the Board some direction for lang range planning of the Park facilities for the City. Mr. Starr explained the process from the start to the final construction. He presented the Park Plan of Mendota Heights and gave the history of that City's efforts to upgrade and equip their Parks. The Board had some questions as to the topography of our Park areas. It was suggested that an aerial map would help. The Clerk was asked to contact the Anoka County Surveyor and ask for three (3) prints of the aerial photographs of the Hall Property and Sunrise Park. There was also some discussion on the tree stumps that were dumped on the back of the Hall property. It was suggested that a wood chopper be used to make these into wood chips that could be used as a surface for the bike path. Mr. '•IcLean will discuss this with the Council. The Board discussed the need for maintenance of the Parks and diamonds of the coming summer months. The general consensus of the Board was that a part time person should be hired for the summer. His only responsibilities would be to clean, mow and care for the Parks. The Board thought that this could be handled by one person working about 3]n days per week. A Job Description will be written for this position. The board also requested more patrols by the Police Department. They suggested that this be done at irregular intervals and times in order to be more effective. The Lino Park area will be sodded and seec?ed as soon as tie fence is installed. One of the duties of the person hired will to see to :eater sprinklers at this site. The Clerk was asked to check with Mr. Backlin as to the availibility of water at that Park. The Clerk had received two requests for use of the ball diamonds. There was discussion on the proper procedure as to who does and who does not use the diamonds. The Board decided that all requests for use of the ball diamonds will have to be in the Clerk's office by May 20, 1974. These requests will then be discussed at the May meeting. The little League will have preference. All requests for use by residents of Lino Lakes will be considered first. In the future all reauests for the use of the ball diamonds must be in by May 1, of that year and requests for the use of the Hockey rinks must be in by December 1. Fir. Clausen so moved.
