HomeMy WebLinkAbout03-18-1974 Park Board Minutes PARK BOARD Maxch 1974 Minutes but no agenda or packet n March 18, 1974 The regular meeting of the Park, Recreational and Enviornmental Board was called to order at 8:05 p.m. by Chairman McGeary. Members present Brisson, Clausen, Kendall, Kent, LeTourneau, Resch. Mr. :McLean, Council liaison was also present. Mr. Kent moved to approve the minutes of the February 18, 1974 meeting as written. Seconded by Mr. Clausen. Motion carried. The mans of Sunrise Park were given to ^Mrs. Kendall and Mr. Clausen. These members were given this Park area for study and recommendations. These maps are small and larger ones will be available later from the- City Engineer. mr. McLean had obtained large maps of the Hall property. These were given to tar. Kent and Mr. Resch. They will be studing this area for possible improvements. Mrs. Brission and Mrs. LeTourneau were given a set of the Comprehensive Land Use "!:aps to be used in their study of the overall need for future Park sites . 1r. McLean presented the overall Comprehensive Land Use Map as drawn by "Mr. Starr. He noted the land that will be included in the Anoka County Open Space Program. He reported on the meeting with the Anoka County Commissioners and the final agree- ment worked out in reference to the golf course. The Commissioners agreed with the Resolution and Exhibit A with the exception of the 342 acres of the golf course. The City will not support the taking of the golf course, but neither uill they oppose. The decision on this will remain with the County Park Board. Fie made note of the existing Parks and pointed out the areas of proposed Parks in conjunction with future development. The Clerk had supplied a copy of the 1974 Park Budget. Mr. McGeary went through this with the Board members. Mr. McGeary presented maps to the members showing the location of a fence to be installed at the Lino Park. This fence will be set back from Lake Drive and the area will be used for parking. There will be a truck entrance and a narrow turn- style type entrance for pedestrians. This type of entrance will keep snowmobiles and motorcycles out of the Park area. One bid for the fence from North Suburban had been received in the amount of $2250.00. Several more are expected. These will be presented to the Council for consideration and acceptance. The Board would prefer to have this fence installed before any sod or landscaping is done within the Park area for protection. Mr. Clausen said the next area to be considered for a fence is the Sunrise Park area. He and Mrs. Kendall had spent several hours at the Park talking to Mrs. Billik. She tells them that cars and motorcycles are tearing the ball diamonds to `nits. Mr. McGeary asked for a motion to present this fence nroj&ect to the Council for action. Mrs. LeTourneau moved to recommend to the Council that the low bid be accepted and the fence installed at the Lino Park. Seconded by Mr. Clausen. Motion carried. (2) Marsh 18,1974 Mr. Clausen resorted on the conversation with Mrs,. Billik. There are many areas in this Park that need to be looked at for possible repair or replacement. The first and most important thing is the fence. It would be a waste of time and money to repair ball diamonds and be unable to keen the cars and motorcycles out. Also one end of the hockey rinks are higher and needs to be leveled before next season. They looked at the old barn and part of the floor has been removed and the barn is in pretty good condition except for the removal of the floor whkch took away part of the support for the barn. This should be repaired. The bath room facilities are inadequate. During the summer the ball players use Mrs. Billik's outhouse and she dosn't appreciate this. The warming house should either be inlarged or rebuilt. It is much too small especially when there are two hockey games at the same time. This puts about 80 boys plus their parents at that area at one time. Another suggestion was to put screens behind the goals on the hockey rinks to protect small children who might get hit by a hockey puck. Also prevent the loss of pucks by the players. There was the idea of putting posts along side of the _ "Teets within the Park to keep the cars on the roads and off the ball diamonds z:.id out of the other areas of the Park. The most needed item at this time is c;eneral maintenance. +`tre of the things to be considered by this Board is the possibility of a full time --.an for Park supervision. This is something that will be considered at a later _.>eting. Krs. Billik also requested random checks by the Police when on duty. This would cut down on the problems she has with cars in the Park area. Mrs. LeTourneau asked if there is any sort of guide issued by the State that would help in determining what we should have in relationship to what we do have. Such as what size warming house should be, !,gnat sort of bathroom facilities there should be, etc. M--. McLean thought there might be and he suggested having Mr. Starr attend the nest Board meeting. He also suggested calling Mr. Torkildson for information. Mr. McLean suggested that Mr. Clausen and Mrs. Kendall layout the Park, putting �.riorities on the immediate problems. This should be finished for the next board oeeting. Mr. Mclean will take the recommendations of this Board to the Council. ^'ne Board Members requested that Mr. McLean get clearance from the Council to have "r. Starr attend the next P.R.&E. Board meeting. There are backstops behind the Hall and if some are needed, Mr. Kent suggested that if they are needed for ball diamonds, the members should check: there before putting F. r_equistion for this equipment. There is also some playground equipment that k:•:)uld possible be used. Mrs. Brission and Mrs. LeTourneau are to look at the overall comprehensive land use plan for future population growth and needs for neighborhood parks in the areas. The Board will present a short range recommendation for Sunrise Park. (3) March 18, 1974 Mr. Kent asked where the Boy Scouts could get paint for the back stops and bleechers at the Hall ball diamond. They will do this painting as part of the community project. The Clerk was asked to contact Mr. Bad-clin for information about the paint. If there is none here, Mr. McLean will out in a requisition for the Council meeting on March 25, 1974. There are some bleechers behind the Hall. These will also be painted. Mrs. LeTourne au moved to adjourn at 9-40 p.m. Seconded by Mrs. Brisson. Aye.
