CITY OF LINO LAKES PARK BOARD MEETING

1. Call to Order and Roll Call
(All members were present.)
2. Approval of Minutes from August 2, 1999
(Pat Huelman made a motion to approve the August 2, 1999 minutes. Seconded
by Pam Taschuk and passed unanimously.)
3. Setting Agenda
(Clearwater Creek Development Center was added as Item 6A to the agenda.)
4. Open Mike
(No one was present for open mike.)
5. Review Bluebill Ponds Preliminary Plat
(After discussion Paul Montain made a motion to reconfigure Outlot C so the
northern border terminates approximately between lots 14 and 15, and the western
border terminates between lots 11 and 12. Request a 15' wide park property for
trail purposes somewhere between lots 11 and 14. Developer to grade and install
sub-base, per city specs, with balance of park dedication in cash. Seconded by Pam
Taschuk and approved.
6. Review Proposed Land Acquisition for Athletic Complex
(Paul Montain left during the discussion of this item. The Park Board's
recommendation was to acquire the property from Mr. Montain and Mr. Molitor
for the purpose of
building an athletic complex in the future.)
A. Clearwater Creek Development Center
(This item was added to the agenda. Rick wanted to know if the Park Board
would be willing to accept 4.7 acres of land for current and future park dedication.
Pat Huelman made a motion, seconded by Jeff Reinert to have staff discuss this
with the developer and use his discretion in negotiations and bring it back
to the Park Board for approval. Approved.)
7. Recreation Department Update
(Rick went over the update prepared by staff. He touched on the Options Program,
Safety Camp, and the Party Wagon. He said Breakfast with Santa has been
relocated to St. Joseph's Church, and mentioned the winter family event being
planned with Wargo Nature Center staff.)
8. Parks Department Update
(Rick went over the update in the packet. He told members that benches and picnic
tables will be placed in Arena Acres Park next spring. He answered questions
members had.)
A. Quail Ridge Boardwalk
(After Rick's presentation and discussion Pam Taschuk made a motion to remove
the Boardwalk at Quailridge. Motion was seconded by Chris Welsand and
approved.)
B. Behm's Century Farm Park Development Update
(Rick told members that he was going to be getting bids to install an irrigation
system this fall. Trails will also be graded by the developer this fall.)
9. Trails Update
(Rick read the memo in the packet and answered questions the members had.)
10. New Business
(There was discussion on the joint meeting with the City of Hugo and Anoka
County. Members want to discuss the park dedication ordinance for residential and
commercial/industrial development at a future meeting. Staff will do research and
compile information for the meeting.)
11. Next Park Board Meeting
(The next Park Board meeting is scheduled for November 1, 1999, 6:30pm, at City
Hall.)
12. Adjourn
(Pam Taschuk made a motion to adjourn, seconded by Paul Montain. Meeting
adjourned at 8:53pm.)
