Call to Order and Roll Call (All members present.) 2. Approval of Minutes from March 1, 1999 (Minutes were approved as written.) 3. Setting Agenda (No additions or deletions to the agenda.) 4. Open Mike (Sharon Lane said she has been appointed to the Planning and Zoning Board. She told the board she enjoyed her time on the board and thanked them for their assistance. Paul and the other members thanked Sharon for her time on the board.) 5. Welcome and Introduction of New Park Board Members (Rick welcomed Chris Welsand and Joe Boyle to the board.) A. Determine Park Liaisons (Rick said new liaisons will have to be assigned to the Parks that Joe Schmidt and Sharon Lane represented. It will be done at a future meeting.) 6. Review Proposal Related to Behm's Century Farm Park (Paul Montain made a motion that providing it is legal to sell park land, staff and developer should do some creative planning with the lots and money, then bring it to a neighborhood meeting to see if the residents are agreeable to the proposal. Rick should bring it back to the May Park Board meeting. Seconded by Pam Taschuk and approved.) 7. Review Preliminary Plat, SMA Construction, Inc. for 10 Single Family Lots (Paul Montain made a motion to approve the trail plan as outlined with a temporary access for trail to come back to 121h Avenue. Pat Huelman seconded the motion and it was approved.) 8. Review Block Party Wagon Policies and Application Form (Rick read memo and answered board members questions.) 9. Recreation Department Update (Rick asked members to look over the report in their packets and call if there were any questions.) 10. Parks Department Update (Rick said staff had removed bleachers from the parks. He will be meeting with the City Council to see if funds are available to replace them. If not, they will have to be phased in over a 2-3 year period. He also told members that Marshan Park will be raised on May 22 and Arena Acres on June 19.) 11. Old Business A. No Skateboard Park at Middle School (The school district decided not to allow a skateboard park at the middle school. They don't allow skateboard at the schools during the school year so they thought they were sending a mixed message. The board asked Rick to continue looking for alternatives because they think this is really needed for the kids.) B. Review Park Dedication Fund Balance (Rick told the board the City found $14,000 in dedicated funds that had been miscoded and the figures on his summary reflected these funds.) -'� (Paul asked staff to review park dedication with surrounding communities and bring it back to the board in the next two to three months. Rick said Jeff Smyser, City Planner,was willing to assist to see if Lino was in line with other cities.) 12. New Business (There was no new business.) 13. Next Park Board Meeting May 3, 1999 14.
