Monday, June 3, 1991
Previous to the meeting Mayor Harold Bisel addressed the Park Board
with reference to the reduction in the number of Park Board members
from seven to five. He reported that the City Council agreed on
this action this past April. Ray Johnson and Bob Williams' terms
had expired as of the end of 1990, therefore these two terms were
not extended. Mayor Bisel commented on the good work he feels the
Park Board does. He expressed appreciation on behalf of the City to
both Ray and Bob. The Mayor appointed George Lindy as Chairperson
and Ken Johnson as Vice Chair. He then commented on how very
important the Park Board's recommendations are, as the Council is
dependant upon those recommendations to make wise and meaningful
decisions. The Mayor advised the Board that if they have any
questions regarding parks and recreation issues, to feel free to
contact city staff for any help they may need.
The regular June meeting of the Lino Lakes Park Board was called to
order at 7:08 PM on June 3, 1991 by Chairman George Lindy. Roll
call was taken, members in attendance were Bill Nissen, Ken
Johnson, George Lindy, John Baumann and Candi Toffoli. Staff in
attendance were Marty Asleson, Superintendent of Parks, Recreation
and Forestry, and Carole Kohler, Parks Secretary.
Consideration of Minutes: There were no corrections or additions to
the minutes of the May 6, 1991 meeting. They were approved as
mailed.

OLD BUSINESS•
Amelia Lake Estates - Mr. Ron Birch appeared in front of the Park
Board with his most recent plan of this development. His plans now
are for a 28 acre development with approximately 32 units that has
a private inner community trail system looping throughout the
development. These trails would be for the private use of the
residents of the development, and maintained by the homeowners
association. Mr. Birch said he will ask for Tax Increment Financing
for this project in order to bring the grade down to meet with the
satisfaction of the Council. Mr. Birch says he continues to work
with the DNR on this project. He plans to put 2 - 3 trees by each
unit, plus shrubbery to buffer the noise coming off of Co. Rd. J.
and the freeway. He then asked for any questions from the board
members.
John Baumann asked about the trails, and why Mr. Birch feels he has

As previously arranged at the Park Board Meeting of June 3, 1991,
members met at the Lake Amelia Estates site with Mr. Ron Birch, the
developer at 6:30 PM. Board members in attendance were John
Baumann, Ken Johnson, George Lindy and Candi Toffoli. Also in
attendance were Mayor Harold Bisel, Public Works Director, Don
Volk, Superintendent of Parks, Recreation and Forestry, Marty
Asleson, and Parks Secretary, Carole Kohler. Along with Ron Birch
was Mery Pfeiffer, Sales Manager for the project.
The purpose of this meeting was for the park board to make a visual
inspection of the Lake Amelia site in order to get a better
understanding of the site before making a final recommendation to
the council regarding acceptance of the trail system plan.
After inspection of the property and much discussion, Ken Johnson
made a motion that the park board accept the plan as originally
presented by Mr. Birch, i.e. , for trail dedication, the proposed
trail system to be city owned, and park dedication be in the form
of fees based upon the current formula. The motion was seconded by
Candi Toffoli. All were in favor. Motion carried.
The meeting was adjourned at 7:45 PM.
