Adjournment PARK BOARD MINUTES February 5, 1990 Chairman Ray Johnson called the regular meeting of the Lino Lakes Park Board to order at 7: 00 p. m. on February 5 , 1990 at the Lino Lakes City Hall . Members present were: Chairperson, Ray Johnson; Board Members , John Bauman, Candy Toffoli , Bob Williams , Ken Johnson, and Bill Nissen. Also present was Mayor, Harold Bisel ; Public Works Director, Don Volk; Park' s Superintendent, Marty Asleson; and Planning Secretary, Laura Elken. Member absent : George Lindy CONSIDERATION OF MINUTES Bill Nissen moved to approve the January park board minutes . John Bauman seconded the motion and the motion was approved. PARK DEDICATION FOR A MINOR SUBDIVISION, JACK MENKVELD This is a one acre parcel adjacent to Sunrise Meadows . The property owner, Mr. Heider, wishes to subdivide and create three additional sewer size lots . MOTION: Ken Johnson moved to accept a cash park dedication of $400 . 00 per unit for a total of $1 , 200 . 00 . Candy Toffoli seconded the motion and the motion was approved. PARK DEDICATION FOR DENNIS A. SMITH, SPLITTING A 30 ACRE r-� PARCEL INTO TWO - 15 ACRE PARCELS. Don Volk stated that a road called White Tail Ridge will have to be built in order to create access to the two parcels . Don Volk explained that much of the parcel is unbuildable. The applicant wishes to create two 15 acre lots out of this 30 acre parcel . Motion: Bob Williams moved to accept a $400 . 00 cash park dedication for the two 15-acre parcels , leaving a total of $800 . 00 to be collected at the time of final approval . John Bauman seconded the motion and the motion was approved. DISCUSSION OF A SHADE TREE MUNICIPAL TREE ORDINANCE/MARTY ASLESON. Marty Asleson discussed a Tree Ordinance used by several municipalities . He stressed that the city needs an ordinance of this nature in order to care for trees and vegetation the way it should be. The city wants to work with developers to control construction damage to trees . Marty asked the board to review this and discuss any changes they may want to make. Section 3 , pg. 4 discusses establishing a Tree Commission and Marty felt the wording could be changed. in this area. Page 1 PARK BOARD MINUTES February 5, 1990 A Banner was shown to the board members that is bright yellow and states "Tree Protection Zone" . This banner could be put in areas during construction. Construction workers would not be allowed beyond the banners . Also Ray Johnson suggested that the developer must talk with the City Forester before they could move or remove the banner. A Tree Ordinance would also establish a reforestation plan for the city. Adding greenery adds value to the city and should be a very important part to the development of the city. Ray Johnson suggested asking the developers to come to city hall and discuss how to save trees in their development . Don Volk stated that this is already being done. Developments like Woodridge Estates and Parkview Estates have worked with the city forester in keeping construction damage to a minimum. We want to establish good communication between the city and developers . Also this issue is discussed each year at Builder' s Day which is held in the spring. Don Volk suggested that an additional fee could be added to all building permits . This fee will go directly into a special fund for the reforestation program. Don Volk also recommended that the developer be made responsible for diseased trees within their development . Bill Nissen feels that establishing a tree ordinance is a good idea, but was concerned about the tree size requirement . The ordinance states "large trees , medium trees" , etc. and there are so many variables depending on the species. Bill felt there should be a section specifying what types of trees should not be planted, but omit any size requirements as it is an economic hardship to the resident if they are required to plant a 2" diameter tree base. A smaller size would be less expensive, along with the fact that often times the smaller the tree, the easier for it to survive the transplanting. Marty suggested the possibility of simply stating a "suitable size tree" in the ordinance. Marty stated that for example, as we think about reforestation in the city, cotton woods should not be planted on public streets , but rather plant a cleaner, hardier tree on the boulevard. Issues like that can be addressed in the tree ordinance. Don Volk stated that this tree ordinance concept was discussed by a couple of developers and that the big worry is cost . The city does not want to create hardship to the developer, but work with them in saving what trees they have Page 2 PARK BOARD MINUTES February 5, 1990 and providin g g guidelines for reforestation in developments without it being too big of a burden. Marty Asleson suggested that when utilities are installed, and they cut into the ground, trees within 15 feet of the cut should be removed because they probably would not survive. Eight trees were taken due to the installation of the West Central Trunk Sewer and Water Line. The damage amounted to $12, 500 . 00 , but we have not yet been refunded. Ray Johnson suggested that this money should go towards city reforestation. REVIEW 1990 CAPITAL IMPROVEMENTS PLAN/DON VOLK The board was presented with three packets regarding 1990 Capital Improvements . They were as follows : 1 . Equipment Purchases 2. Capital Project Request Form 3. Itemized Spread Sheet (summary of above) Don Volk asked the board if they would like to add anything, or if they can see that anything was missed. Bill Nissen asked about a fitness course possibly in Reshanau Lake Estates . Don and Marty stated that they have talked about this and that it was overlooked. Budgeting of $5, 000 in 1990 is planned for reforestation of the city. Candy Toffoli asked about purchasing 3 acres of land for Birch Park. Don stated that there is a parcel of land south of the existing Birch Park. This parcel is not feasible to subdivide for lots, but would work well as part of Birch Park. Bill Nissen stated that whatever improvements are made to the city parks , they should be as visible as possible. Discussion turned to posting signs depicting city parks . Don Volk felt that this was a good idea, to add uniformity to all city parks . Marty stated that we already have directional signs at city hall , all we need is for the ground to thaw and they will be installed. The city also has the availability to cedar signs with 6" letters . Don Volk stated that another Capital Improvement Sheet will be added for signage at city parks . That is not a costly item. Page 3 PARK BOARD MINUTES February 5, 1990 Ray Johnson suggested installing an irrigation system to Birch Park. Then plant grass in the park . Don Volk stated that an irrigation scheme and cost estimates will be before the park board at the next months meeting. Candy Toffoli lives in the southern part of Lino Lakes and she said that a lot of mothers in her area have expressed a need for more play ground equipment in the area. There is many young children in this area and not enough play ground equipment . Marty stated that play ground equipment is planned for Birch Park, although in the concept plan the area that is a proposed for play ground is the land we have not acquired yet . Ray Johnson said that if we have enough dollars in the dedicated fund that we should proceed with the purchasing of this 3 acre parcel first . It was decided by the board that the black top parking lot and trails should be moved to 1991 and in 1990 the city should purchase the 3 acre parcel south of Birch Park, install a tot lot , irrigation and turf. MOTION: Ray Johnson moved to recommend to City Council the .-� purchasing of 3 acres of land adjoining Birch Park to the south using dedicated park funds . Candy Toffoli seconded the motion and the motion was approved. Ray Johnson asked that staff find out if we can purchase the land and then order the equipment because it takes 6-8 weeks before the equipment could be delivered. Bill Nissen brought up Lino Park and the fact that a skating rink was proposed in that park. The board felt that it would be better to install a skating rink where there is already a building that can be used as a warming house rather than installing one in Lino Park. The board discuss the danger in crossing Lake Drive, and the fact that there is no lighting in the park. Don Volk met with the Anoka County Highway Department on the issue of installing a signal light and cross-walk and it is possible, but it would cost approximately $80 , 000 to $90 , 000 to install . Don Volk suggested possibly polling the people living on the east side of Lake Drive and asking them if they would use the rink. CONSIDERATION OF PARKING LOT DESIGNS FOR SUNRISE PARK/BARRY BRAINERD. Page 4 PARK BOARD MINUTES February 5, 1990 Some of the parking area at Sunrise Park was lost during the installation of the West Central Trunk Sewer and Water Main . Barry Brainerd looked at the standards for the number of parking stalls required per acres of land. There is 20 acres at Sunrise Park and the fact that there are ballfields at Sunrise park the standard is 10 parking stalls/per acre. Barry drew out a sketch plan showing parking areas for each ballfield. The parking stalls will be striped and the dimensions will be 20' long and 10 ' wide. Ray asked about utilizing the pleasure rink for additional parking in the summer. Don stated that could be accomplished. John Bauman asked about possible fencing around some of the parking areas to avoid balls hitting cars . Barry stated that in designing the parking areas he took that into consideration . Unfortunately there was not a lot of room for parking, but the quota was met , and where foul balls are most often hit there is no parking areas , but cars may be hit during a home run. That is the risk people take when parking next to ballfields . Ray Johnson pointed out that with the new streets in the area there is more parking available for Sandbur Days . Bill Nissen asked about a buffer between Parkview Estates and Sunrise Park. Don Volk explained that it was decided that either berming or fencing would be installed by the developer along the back yards of the first five lots adjacent to Sunrise Park to screen the residential area. Along the utility easement a trail will be made available for park access from Parkview Estates. City water is available in the park now and sewer will be available this spring. Don Volk stated that cost estimates for the parking areas will be presented to the board next month. REVIEW OF PARK BUILDING DESIGNS AND COSTS/BARRY BRAINERD Marty Asleson was asked to present different styles and types of buildings and cost estimates to the board. Examples were basic storage needs and shelters . Barry Brainerd and Marty worked together in Circle Pines designing and constructing buildings for the city parks . Marty explained that Barry has a lot of expertise in architectual designing and drawing. The board viewed two different plans for buildings . Page 5 PARK BOARD MINUTES February 5, 1990 Marty said that in Circle Pines they constructed buildings using volunteer' s and city workers . For example, if the city wanted to construct a building in Sunrise Park where 1) ballfields are in use and 2) hockey fields are in use, the city would ask parents of the ball players and hockey players to help out in construction. Barry Brainerd felt that a building 1500 square feet would be an adequate size at Sunrise Park. For play ground use with an average of 25 children playing at one time a 400 sq. ft . shelter would be adequate for summer play and pleasure rink use. Don Volk stated that the park board has to start dedicating dollars for buildings . The city has parks with considerable use and need buildings at them. A trailer was moved into Birch Park and neighbors have complained. Don recommends budgeting for buildings as years go by. Don Volk suggested if the board would like a building constructed at Sunrise Park this summer it should be contracted out . The cost of the trailer rental at Birch Park costs the city $167 . 00/month. This issue will be brought up again at the March Park Board meeting plus the board will be informed as to how many dollars are in dedicated parks at this time. Also staff will present the board with building needs for city parks , and draw up plans for buildings . Even if the park board is not ready to construct these buildings , the plans will be there for when they are ready. 9: 15 p. m. OLD BUSINESS 1. FINALIZE PRIORITY LIST - 1990. The board reviewed a priority list of projects that should be completed in 1990. Those projects are as follows : 1 . Continue Birch Park development , design building. 2 . Expand parking Sunrise Park, NW-SW-SE Lots . S . Promote ski trails in Regional Park. `011 4. Concept Plans Wollen Park. 5 . Promote indoor ice arena with county aid. Page 6 PARK BOARD MINUTES February 5, 1990 6. Complete LaMotte Park Restoration. 7 . Complete trails by Developer - Woodridge Estates 8. Finalize restitution tree loss - Sunrise Park 9. Park Dedication decision on NSP/UHDE lots . 10 . Concept Plans - Sunset Oaks Park South and North. 11 . Remove all concrete barbecue grills . 12 . Concept Plans Rice Lake Estates Park. 13 . Continue ratification process of recreation district . 14. Boulevard reforestation demonstration project - Erickson' s 2nd Addition . 15 . Establish Tree Ordinance, to authorize city forester to control all removal and reforestation of subdivisions and private properties . 16. Abandon old well - Sunrise Park. 17 . Attempt to rejuvenate well at Lino Park. 18. Establish pedestrian crossing on Lake Drive for Lino Park. 19. Establish Ice Rink - Lino Park. 20 . Winterize and remodel to warming house, existing building at Lino Park. Marty stated that the following will be added to the list : 1 . Finish irrigation at city hall . 2. Install sewer and water to the building at Sunrise Park, finish the parking area. The board discussed berming at Sunrise Park using some access materials from construction at 2nd Avenue. This fill material will be accessible some time in 1991 . Marty Discussed opening up area lakes for ice skating. For children growing up, skating on lakes is a great experience. This would be an inexpensive way to add more winter activities to area parks . Pictures of a machine for resurfacing ice was shown to the board members . This machine was built at least 40 years ago and you cannot buy them. It is a manual way to add a layer of water to the rinks and Page 7 PARK BOARD MINUTES February 5, 1990 smooth out the ice. The city is building a machine like this and by next week will be taking it out to Reshanau Lake to experiment with it . 2. UPDATE ON NORTH METRO RECREATION TASK FORCE The task force is still waiting for one city to respond to the task force as to their opinion of the joint powers agreement . Then the task force will meet again. 3. INDOOR ICE ARENA A committee was developed to get this project off to a good start . Ben Benson is a member of this committee. Don Volk hopes that Ben will be at the March Park Board meeting to discuss this issue. The developers have not yet reached a decision as to where this ice arena should be built . The school district is involved, although Don feels that if the ice arena is constructed on school land, the future recreational committee should be responsible for the comings and goings of the ice arena. Don would like to see this go on city park lands . He feels that the ice arena is a recreational activity and should be on park land. 4. UNITED COMMUNITY NETWORK INC. — TEEN CENTER The park board received a copy of a letter from United Community Network, Inc. This letter, signed by Gloria Brownlee asks for support by donation from the park board for development of a teen center serving the Centennial School District area. After discussion by the board it was decided that Gloria Brownlee should be invited to the park board to speak on this issue. NEW BUSINESS Bill Nissen informed the board that the next meeting of the Rice Creek Chain of Lakes Advisory Committee will be in March. Ron Cox, Landscaped Architect , attends these meetings and Bill asked the board members if they have any issues they would like for him to bring up at this meeting. Don Volk suggested the committee discuss ski trails in the regional park. Ray Johnson would like land use in the county park to be extended. He would like this discussed at the meeting. Because our contract with Mr. Carlson is contingent upon sewer and water being available to the development, we feel it is in our best interest not to divide or split off parcels until we can remove the contingency and proceed with the Carlson closing. I have looked at the preliminary plat and understand the limited use for the property in the South East area and approve Mr. Carlsons plan for ponding and park land dedication. Also, I would like the staff and council to know that we are anxious for utilities to service our land in the quickest possible way but feel the process is breaking down. The park site is 7.86 acres in size. Within the park will be created a pond for stormwater detention, wildlife, a winter skating rink, and general esthetics. Areas around the pond will allow some existing wetland to be retained for wildlife cover, a trail around the pond, and a large open- space area east of the pond for play activities. Trees on the east side of the open-space area will be retained. ,.� In addition, we propose to dedicate to the City a looped trail through the development, connecting the park with two other ponds/wetlands. The trails will be 15 feet wide, and have a total_ area of 1 .40 acres. Adding the areas together, we will be dedicating a total of 9. 26 acres to the park system.
