HomeMy WebLinkAbout12/04/1989 Park Board Packet PARK BOARD MINUTES December 4, 1989 Vice-Chairman Bob Williams called the regular meeting of the Lino Lakes Park Board to order at 7 : 00 p. m. , Monday, December 4, 1989 at the Lino Lakes City Hall . Members present were: Bob Williams , Bill Nissen, Ken Johnson, Candy Toffoli , John Bauman and George Lindy. Also present were Parks Superintendent , Marty Asleson; Councilmember, Harold Bisel ; and Planning Secretary, Laura Elken. Member absent: Ray Johnson. CONSIDERATION OF MINUTES Bill Nissen moved to approve the October Park Board Minutes . John Bauman seconded the motion. Motion carried. PARK DEDICATION FOR THE FOLLOWING MINOR SUBDIVISIONS: TOM VAIL, ULMER' S RICE LAKE ESTATES This is a Minor Subdivision creating three sewer size lots out of a larger lot in Ulmer' s Rice Lake Estates . Tom Vail resides on parcel A. Park Dedication will be collected for parcels B and C . MOTION: John Bauman moved to accept a cash dedication of $400 . 00 for two newly created parcels B and C for a total of $800. 00 . Candy Toffoli seconded the motion and the motion was approved unanimously. BRIAN WESSEL This is another minor subdivision dividing one parcel into two lots . Park Dedication can be collected for both parcels . MOTION: Bill Nissen moved to collect $400 . 00 per unit for a total of $800 . 00 . John Bauman seconded the motion and the motion was approved unanimously. NICHOLAS SCHNEIDERMAN Nicholas Schneiderman wishes to subdivide his one acre parcel adjacent to Sunrise Meadows . His parcel will be subdivided into four sewer size lots . His residents is on parcel D leaving parcels A, B , and C pending park dedication. MOTION: Ken Johnson moved to accept a $400. 00 park dedication for three lots for a total of $1 , 200 . John Bauman seconded the motion and the motion was approved unanimously. TIMBER PONDS Bill Nissen moved to table this issue. He stated that the Page 1 PARK BOARD MINUTES December 4, 1989 park board would like to see a proposal from the developer on .� this subdivision. Laura Elken stated that a proposal will be given to the park board next month, and this issue was going to be taken off the agenda. Don Volk met with the three owners of this land on Monday the 4th of December. Timber Ponds is in an area where there is to be considerable development in the future. Elmer Crohn' s Wildwood Estates is to the west and south of Timber Ponds and Clarence Sharpen owns land directly south of Timber Ponds. A meeting will be scheduled with Don Volk, the Sharpens , and the three owners of Timber Ponds . A proposal will be given to the board in January. The Planning and Zoning Board will review this plat at its December 13th meeting. CAPITAL IMPROVEMENTS TO CITY PARKS - UPDATE - MARTY ASLESON Marty Asleson stated that within the next week the city will start flooding the ice rinks . Electricity will be hooked up at Birch Park by December 5th. Birch Park will consist of a pleasure rink, hockey rink, a shelter, and a ballfield. Marty stated that lights will go up once the electricity is installed. Marty stated that new lights are hooked up in Sunrise Park that are 18 to 24 feet high. George Lindy asked if the city would like the area residents to help in the flooding and upkeep of the ice rinks at Birch Park. George felt that the city crews are busy, and he knows of two residents that would be more than happy to help out . Marty said he would never turn down volunteers who would like to help. Marty would like to meet with George Lindy and the residents to discuss operation of the hydrants and the flooding of the rinks. The board discussed the ice rinks at Birch Park. The park board decided that for one year these rinks will simply be open to area residents who wish to use them. The hockey rink will not be scheduled for any structured games . The board realizes the necessity for more hockey rinks in the city, but they feel that there is also a need for open rinks without any restrictions placed on them. After one year the board will look at how often the rinks were used, and will decide at that time if the rinks should remain open or allow scheduled playing time . Marty Asleson will keep the board informed as to the outside interest in the city' s ice rinks . Page 2 PARK BOARD MINUTES December 4, 1989 OLD BUSINESS Marty Asleson stated that the City of Dino Lakes recently approved the Joint Powers Agreement in concept form for the Greater Centennial Area Recreation Program. The City of Circle Pines also approved the concept agreement . The Cities of Centerville and Lexington have not yet approved it . A meeting with the recreation committee will be held soon . Bill Nissen asked about park dedication for commercial and industrial areas that was discussed in October. The board requested that this issue be discussed at the next EDC meeting. In January the park board will hear the EDC ' s comments. NEW BUSINESS Bill Nissen said the city now owns a chipper. He stated that after the first of the year people will not be allowed to dispose of their Christmas trees by way of the regular garbage service. Nissen suggested that the city offer to dispose of the resident ' s Christmas trees for them. This issue will be addressed to Don Volk and Frank Kirk, the city' s Recycling Coordinator. Marty Asleson will let the park board know what comes of this request . The board reviewed the Promotional Video. Their comments will be mailed to City Hall , attention Laura. Bob Williams moved to adjourn the meeting. Meeting adjourned at 8: 03 p.m. Page 3
