Ray Johnson brought the regular meeting of the Lino Lakes
Park Board to order at 7 : 00 p.m. on Monday, October 2 , 1989
at the Lino Lakes City Hall . Members present were: Chairman
Ray Johnson, Boardmembers Bill Nissen, John Baumam, Ken
Johnson, Candy Toffoli George Lindy, and Bob Williams . Also
present were: Councilmembers Harold Bisel and Andy Neal ;
Public Works Director, Don Volk; Parks Superintendent , Marty
Asleson; and Planning Secretary, Laura Elken; and Brian,
Camera Man from Cable T. V.
CONSIDERATION OF MINUTES
Ray Johnson approved the August 31 , 1989 Park Board minutes
as written.
Don Volk introduced Marty Asleson to the board. Welcome
Marty!
Marty Asleson discussed Pine Bark Beetle trapping to the
board. He stated that approximately 400 trees were lost last
year and only 15 trees were lost this year. Marty spoke with
Tom Eiber from the DNR and felt that there has been no
reinfestation in the treated areas.

Don Volk stated that the fermone traps have worked in Lino
Lakes and he has heard from many residents that they are
happy the city took such an effort in controlling the pine
bark beetle problem.
CONSIDERATION COMMERCIAL/INDUSTRIAL PARK DEDICATION
The park board reviewed a park dedication survey that was
completed by Laura Elken. Several area cities were contacted
to find out how they handle park dedication for commercial
and industrial businesses that bought a parcel of land, did
not plat or subdivide the land, and simply built their
structure on a parcel . The current ordinance states that the
land must be subdivided in order to collect park dedication
fees.
George Lindy asked about the costs to the developer for
platting land. The board decided that the expense wasn' t
that big of a burden to the developer.
Don Volk stated that replatting is a benefit so that the city
knows the overall drainage plan of the property.
Harold Bisel felt that the economic development committee,
-^ and the planning and zoning board should be made aware of the
park board' s wish to amend the park dedication ordinance.

The board had considerable discussion over specifics in the
ordinance change.
Ray Johnson suggested the following changes :
1 . Requiring the developer to plat the land.
2. Changing the percentage to be collected for
park dedication.
3. If the board changes the percentage to a lower
number, then the board should collect money off the
fair market value (or selling price) , rather than
the assessed value.
4. Stipulate in the ordinance the park dedication for
a future hotel/motel in Lino Lakes .
All boardmembers agreed with requiring the developer to plat
their land in order to collect park dedication.
Bill Nissen requested staff to pick out a few parcels and see
what a difference it would make in the park dedication if
money was collected off the assessed value at 10% v. s . the
fair market value at a lower percentage rate (possibly 3%) .
n Don Volk will send out a memorandum informing the other
boards of the park board' s intent to amend the ordinance, and
ask for their comments. Don Volk will also draft an amended
ordinance showing a cost analysis for the park board to
review at the November meeting.
The park board wants to be fair to commercial and industrial
businesses, yet with the increased development it is likely
that Lino Lakes can do some catching-up with park
development. The park board members would like to amend the
ordinance so that the city might gain park money from all
large developments .
REPORT: SOUTH RESHANAU LAKE ESTATES TRAIL SYSTEM/VERBAL DON
VOLK
Staff toured the trail systems in South Reshanau Lake Estates
and Don Volk felt that the concept of the trails is
appealing, although there are some construction problems .
They needed drainage attention so water would flow correctly.
Don Spoke with the Developer October 2nd and he is also
concerned with erosion control . The developer would rather
stake the sides than use rip rap, (rocks along the sides) .
The park board minutes will be researched to find out who is
responsible for installing the bituminous surface on the
trail between the residential area.

19*N Marty Asleson said that there were some problems with the
trails . The culvert was plugged on the first trail - but
overall he thinks the trail system is great .
Don Volk stated that the residents have expressed their
happiness with the trails to the developer. Ray Johnson said
that as the trails progress they will be more popular.
Don suggested sod and erosion control fabric should be placed
on the banks of the trails where necessary. The erosion
control fabric will stay until the vegetation can hold.
PARK DEDICATION: ROHAVIC OAKS SECOND ADDITION
In the original plat of Rohavic Oaks four lots have paid park
dedication fees . There are now nine lots instead of four and
the developer purchased additional land creating six more
lots , leaving a total of 15 lots . Therefore, park dedication
is still needed for 11 lots.
Rohavic Oaks Second Addition has had final approval with the
exception of park dedication yet to be met .
The board discussed the fact that when park dedication was
giving for the original four lots the cost was lower than
$400 . 00 per lot . The board felt that the difference should
be paid in park dedication. After further discussion a
motion was made.
MOTION: Ray Johnson moved to recommend to city council that
park dedication of $400 . 00 per lot will be taken for all 15
lots. The park dedication previously taken on the original
four lots . ff � will be subtracted from the park
dedication balance. George Lindy seconded the motion and the
motion was approved unanimously.
OLD BUSINESS
George Lindy asked about the South-side Community Park. Don
Volk said that he received the appraised value of the
property. Don Volk is planning on meeting with the owner of
the property in the near future. George Lindy talked to
Keith Apitz and Keith was adamant that the property would not
be sold. Don Volk stated that they key issue is the money,
and the city needs to give Mr. Apitz a good price for the
land, and also the land will be his life estate. It has been
a year since Don has visited with Mr. Apitz .
Bill Nissen suggested that an alternate board member be
selected for the Rice Creek Chain of Lakes Advisory
Committee. John Bauman volunteered for the position. The
"r next meeting will be held on October 19th at Mar-Dees
restaurant . The City of Circle Pines is the host .

Don Volk gave a quick report on the Greater Centennial Area
Recreational Committee. The Joint Powers Agreement has not
been acted on at council level yet .
NEW BUSINESS
TRAIL RECOMMENDATIONS: MISTY GLEN
This parcel is south of 79th Street . The parcel is 40 acres
with 38. 6 acres platted. There is one existing homestead on
the parcel . This land is being subdivided into sewer
available size lots. Don Volk has spoke to the developer
regarding the trail systems .
Al Schrader, Developer stated that there is a 90 foot
easement for the power line in the plat and that would be a
logical spot . 79th Street will also be extended.
The board also discussed running a trail over the utility
easement planned for the north/south street .
Al Schrader said that he would prefer a smaller concrete
sidewalk off of the road a ways than a blacktop trail off the
side of the road.
Don Volk stated that a concrete, 4' wide concrete sidewalk is
difficult to maintain by the public works department . There
was discussion as to requiring the resident to shovel and
maintain the sidewalk in front of their property. Don Volk
felt this would be a problem with the police department .
Ray Johnson stated that the city could adopt an ordinance
requiring the homeowners to be responsible for cleaning the
sidewalk.
Al Schrader also felt that an on the road trail would not be
as safe as a sidewalk and he would want the homeowner to
maintain the sidewalk. Al Schrader also stated that a
sidewalk increases the value of homes.
Al Schrader recommends a four foot sidewalk on the east side
of the plat , and will rough in a trail over the powerline
easement before development of the plat occurs.
MOTION: Ray Johnson moved that Mr. Schrader will present his
trail/sidewalk proposal to the park board at the time of
preliminary plat approval and will also give the city a
$400. 00 per unit cash dedication. John Bauman seconded the
motion, and the motion was approved unanimously.
CONCEPT: TIMBER PONDS (REPLAT OF PINE OAKS ADDITION. )
This is a 40 acre parcel fronting Pine Street and is 80 acres
deep. Wildwood Estates abuts this development to the west .

Bill Nissen suggested that park board ask for land in the
southwest section of this plat , and ask for land in the
northeast section of Wildwood Estates , and with both areas
the park board could have a nice size park.
There was no person to represent Timber Ponds.
Staff will check the records to be sure that park dedication
hasn' t been claimed in the past for this area.
A trail system also needs to be devised to be tied into
Wildwood Estates.
The board will wait to meet with the developer.
CONCEPT: SUBDIVISION PROBABILITIES SOUTH OF BIRCH STREET
FROM 7TH AVENUE TO LAURENE AVENUE.
City Engineer, Ron Stahlberg put together a map showing the
probabilities of subdivisions south of Birch Street from 7th
Avenue to Laurene Avenue.
Don Volk stated that there is mounting interest on the part
of the residents to subdivide their land in this area.
From Ware Road to the east residents are interested in
subdividing and from Ware Road to the west it is still not
clear as to the feelings of the landowners.
ORDINANCE AMENDMENT "NO MOTORIZED VEHICLES ON CITY TRAILS. "
Don Volk spoke with the City Attorney and he informed Don
that a statement can be added to Ordinance *301 . 06 to read:
"Motorized vehicles shall not be a permitted use on the city
trails . "
MOTION: George Linday recommends to the city council
amending Ordinance *301 . 06 to read: No motorized vehicles
shall be drive on any public grounds designated as trails.
Ken Lundgren seconded the motion, and the motion was approved
unanimously.
NORTHERN STATES POWER LOTS
Park Dedication for Reshanau Park Estates and Northern States
Power lots should be scheduled at the next council meeting.
DESTRUCTION OF TREES IN SUNRISE PARK
Seven mature Oak trees were destroyed at Sunrise Park.
PON Destruction was caused by utilities going through the area.
One day before the destruction Mike Hoffman was notified that
the trees had to go as part of the lift station excavation.

There was no time to change the directions. The trees should
be appraised. Don estimated the value to be near $12 , 000 .
and that money will be reimbursed to the city.
Park View Estates - Sewer at Sunrise Park - Excavation will
start in a week. Sewer and water will be run to Sunrise Park
and then construction will start in Parkview Estates .
The City is unsure of the costs for that project at this
time.
Don Volk made the decision to remove the septic system in
Sunrise Park because a pleasure rink is planned to be built
right over it . Satellites will be on the site. The present
septic system was in need of repairs .
Rice Creek Chain of Lakes Advisory Committee
Andy Neal stated that the next Rice Creek Chain of Lakes
Advisory Committee will meet October 19th at Mar-Dee' s
Restaurant in Circle Pines . Marty Asleson was also asked to
attend. Circle Pines is the host city.
Don Volk stated that Marty Asleson' s expertise is in Forestry
issues . Forestry issues will be making great strides. Oak
Wilt can be controlled.
Marty stated that in April , May and June we have to alert the
developers to stay away from oak trees . Infection is a
result from a wound in the tree. Marty said that there are so
many things the city can do to help save trees . The Tree
Board is willing to work with City Foresters. Also we need
to make the residents aware of what they can do to help the
tree problem when they first move in to a home.
Marty felt that many of the oak trees lost in Woodridge
Estates may be the result of the drought last year and not
due to oak wilt . Don Volk stated that the city needs a
forestry fund. It costs money to initiate these new
programs . He feels we should tack an additional charge onto
the building permit to be put into an escrow account for a
forestry fund.
