HomeMy WebLinkAbout06/05/1989 Park Board Packet PARK BOARD MINUTES June 5, 1989 n The regular Lino Lakes Park Board meeting was called to order at 7 : 04 p. m. at the Lino Lakes City Hall . Members present were: Chairman Ray Johnson, Bill Nissen, Ken Johnson, John Bauman, and Robert Williams . Also present were : Councilmember Andy Neal ; Public Works Director, Don Volk; and Planning Secretary, Laura Elken. CONSIDERATION OF MINUTES John Bauman moved to approve the April Park Board minutes as written. Bob Williams seconded the motion, and the motion was approved unanimously. CONCEPT PLAN REVIEW OF JUSTIN HOME BUILDERS/JIM HELD, APPLICATION *89-12, *89-13, AND *89-14. Jim held presented a concept plan for Willow Ponds - Townhomes located west of the Catholic Church, south of I- 35W, and north of Elm Street . Willow Ponds did receive approval from the Planning and Zoning Board in May. There are 70 homes planned for this development . Jim Held stated that an allowance of $1 , 100 . 00 per unit has been budgeted for landscaping, with a total amount of $75 , 000 to $80 , 000 to enhance the site. There is a row of pine trees near the freeway. The applicant is leaving 60 feet from the trees to the townhomes for open space. There is a tot lot planned with non-movable playground equipment . Mr. Held stated that swingsets , merry-go-rounds , and other movable playground equipment is not allowable. The liability insurance for moveable playground equipment is too expensive for it to be feasible. Trails are planned from the south east end, along the roadway, running near the pond, and connecting the open spaces together. MOTION: Ken Johnson moved to request a $400 . 00 per unit park dedication for Willow Ponds Development , and all trails be established per city trail ordinance. Bill Nissen seconded the motion, and the motion was approved unanimously. Jim Held asked for an overall decrease in landscaping. The board stated that will have to be discussed at the next Planning and Zoning meeting. Page 1 PARK BOARD MINUTES June 5, 1989 PRELIMINARY PLAT REVIEW OF PARKVIEW ESTATES/KEITH EBENSTEINER, APPLICATION *89-11 . Keith Eibensteiner purchased two tracts of land located immediately east of Sunrise Park . He wishes to subdivide them for single-family residential development. . Mr. Eibensteiner stated that 40 homes are planned for this plat . At the May 9th informational meeting it was discussed that a 15 foot walking trail would be installed between Lots 8 and 9 over the utility easement . The board also discussed screening of the first five lots from the softball fields at Sunrise Park . It was decided to accept a cash dedication and the board felt they could put the money in Sunrise Park. MOTION: John Bauman moved to accept a cash dedication of $400 . 00 per unit for Parkview Estates , Application *89-11 . adding that a 4 foot high fence be added along the west side of Parkview Estates on lots 1 thru 5 to screen the property from the softball fields . Bob Williams seconded the motion, and the motion was approved unanimously. ARBOR DAY UPDATE/ANDY NEAL Andy Neal stated that approximately 800 trees were sold, and Arbor day was successful . The VFW gave the city a new American Flag, and along with the cities new Welcome Flag and Tree City USA Flag, city hall shined. Tree City USA states that an annual Arbor Day Proclamation is required. The Park Board will have a year to think about what they would like to do next year for Arbor Day. GREATER CENTENNIAL AREA RECREATION PROGRAM UPDATE/DON VOLK The Centennial School District ' s Attorney is still working with the program. There will soon be a meeting with the task force, but this program is at a stand still at this time . SUNRISE PARK - UTILITIES/DON VOLK The utility path has been rerouted to pass through Parkview Estates and then enter into Sunrise Park from a walkway Page 2 PARK BOARD MINUTES June 5, 1989 easement planned for Parkview Estates . The cost estimate is $9, 910 . 00 for city water. A crew will be working on a trunk line within the next two months . The city sewer question is still vague, but Mr. Volk felt that the park will continue to use satellites and the septic system. The ballfield needs to be reseeded, damage was done due to last years drought . This year with the new irrigation system the ballfield should look good. Don Volk stated that there is a shortage of ballfields for Little League use. He recommended adding more ballfields with a portion of the cash dedication the park dept . has accrued. Mr. Volk stated that scheduling is a problem, and there are never open fields for practice. OLD BUSINESS 1 . Rice Lake Estates Park Rich Gray is working on specifications that will spend the $40 , 000 allotted for the park. Mr. Volk anticipates tennis courts and a tot lot , and possibly a small parking lot , although parking off the street is may be our option . The building permits are not being issued until the city has received title to the dedicated park land. Rice Lake Plaza is planned just east of the park. The land in the rear of Rice Lake Plaza is low and will hopefully be used for a ponding area. The Developer for Rice Lake Plaza could make a big difference to how Rice Lake Estates Par;; will look. 2 . LaMotte Park LaMotte Park has been seeded and the adjacent property owners have agreed to maintain the park. The developer planted approximately 20 trees , the only issue here is keeping the park maintained. 3 . Ericksons Park When park board approval and park dedication was given, the minutes read that grading of the park would be completed at the same time as the development of the rest of the lots . To date this has not been completed. Page 3 PARK BOARD MINUTES June 5, 1,989 Laura Elken, Planning Secretary, will draft a letter stating that the Park Board recommends City Council to hold all building permits in Ericksons Subdivision until the park has been brought to grade as originally agreed. This letter will state that if this is not completed within one month from the June 26th council meeting, Ericksons letter of credit will be pulled. Don Volk stated that the trail systems in Reshanau Estates will be put into a gravel state, completion of this will be soon . The Apitz property was brought up for discussion. Don spoke with John McCullen from Centennial School District about a week ago, and Mr. McCullen informed Don that Mr. Apitz does not want to sell his land to the school . Don feels that the city should act on this right away, and approach Mr. Apitz . Don Volk stated that he feels this land is in a perfect location for new city offices . Bill Nissen asked staff to make sure the developers Park Dedication Policy is given to the applicant as part of the Developer' s Agreement , and that the Developers attend Park Board Meetings prepared with their park dedication proposal . NEW BUSINESS John Bauman threw out the idea of Lino Lakes having a water slide, stating that the city could make a lot of money. Wild Mountain water slide complex charges $12 . 00/day/person. Don Volk stated that a proposed subdivision is planned on the north side of Reshanau Lake with easement access through Anoka County park. Don stated that the park board will review this plat next month to determine park dedication. Don Volk felt a need for a park in this area. Andy Neal talked to Margaret Langveld regarding the contract the city has with Anoka County regarding police patrol . Discussion dealt with Anoka County appointing two people to be in charge of quarterly meetings . Centerville and Circle Pines have appointed their members . Next months Park Board meeting is scheduled for July 3rd. Laura Elken will check with members to be sure there is a quorum. 8: 35 p.m. meeting adjourned. Page 4
