April 3, 1989
The regular Lino Lakes Park Board meeting was called to order
at 7: 04 p.m. at the Lino Lakes City Hall . Members present
were: Chairman Ray Johnson, John Bauman, Bob Williams , Ken
Johnson, and Bill Nissen . Members absent : Candy Toffoli ,
and George Lindy. Also present were: Public Works Director,
Don Volk, and Planning Secretary, Laura Elken.
CONSIDERATION OF MINUTES
Chairman Ray Johnson approved the March park board minutes as
written.
PARK DEDICATION FOR BILTMORE ADDITIO/KEITH EBENSTEINER
The park board was presented with a preliminary plat of
Biltmore Addition for their review.
Don Volk stated that at this point there still may be some
minor changes to the drainage plan.
One half of the east boundary abutts Sunrise Park.
Chairman Ray Johnson raised the question as to possible
screening from Sunrise Park. He is concerned that the
individual property owners may want a fence installed. He
would like to recommend to the Planning and Zoning Board that
a fence be a requirement to the developer to install .
Chairman Johnson looked at this site, and explained that
there is a ballfield in the southeast corner of the park, and
foul balls , etc. could cause a problem.
Don suggested possibly screening with trees and shrubs rather
than fences . He did feel that a fence would be necessary
near the ballfield.
The board was individually questioned regarding this issue:
Bill Nissen and Ken Johnson would like a fence, stating that
a fence require low maintenance verses trees. Property
owners may not take care of the trees and shrubs in the same
manor.
John Bauman suggested a wooden fence with plantings around
it .
Bob Williams felt he would like to stay away from fences, and
felt some people would not care for them.
Don Volk suggested the possibility of installing a fence
along the first three lots near the ballfield, and from that
point on to provide a natural screening.
Discussion turned to the planned street into this

development . The board felt that the 33 ' of roadway may
interfere with the proposed parking lot . Don Volk stated
that if necessary, alterations will be made to accommodate a
sufficient parking area.
The Developer, Keith Ebensteiner was present at the meeting,
and asked if the fence would be the homeowners expense or
his .
Park Board would like this issue brought up at the next
Planning and Zoning Board Meeting and request that it be a
requirement to the developer to provide screening for the
property abutting Sunrise Park. Don Volk will speak to the
City Planner regarding this issue.
The Park Board decided to accept a cash park dedication .
Mr. Ebensteiner pointed out that Lot 9, Block 2 is
unbuildable, and was concerned that he would be charged for
that lot also. The Park Board explained that park dedication
fees would not be taken for that lot .
MASTER TRAIL PLAN/DON VOLK
Park Board members received a map outlining the proposed
"Master Trail Plan" , Don Volk stated that the boundaries were
not etched in stone.
Don Volk sent a copy of the "Master Trail Plan" to Dave
Torkildson, Director of Anoka County Parks for his input .
Adjustments may be made after Anoka Countys response.
Ken Johnson stated that this trail will attract campers to
our area, and will be a great asset.
The "Master Trail Plan" is designed to follow drainage
easements and utility easements , and is planned as
economically as possible.
Developers will be made aware of the city' s trail plan, and
will be required to develop trails to coincide with ours .
The "Master Trail Plan" map does not point out the "Class B"
trails that are planned. Don Volk stated that it is
difficult to place them on the map before the subdivision is
constructed.
Park Board recommended to City Council approval of a Concept
Plan for the proposed "Master Trail" .
GREATER CENTENNIAL AREA RECREATION PROGRAM/KEN JOHNSON
Ken Johnson explained that the recreation committee is on
hold until the school district ' s attorney reviews the Joint
Powers Agreement .

An article in the Quad Press and Circulating Pines did state
that Blaine has dropped out of the recreation program.
Three Blaine Councilmembers did attend the last recreation
committee meeting. Their intent at the meeting was to set up
a user fee for Blaine residents that attend Centennial
schools and would like to participate in this program.
Don Volk stated that Lino Lakes is the major contributor to
the recreation program. Our contribution towards this is
equivalent to the other cities (Centerville, Circle Pines ,
Lexington) combined, and Lino Lakes only has 1 commissioner
to represent Lino Lakes .
After considerable discussion the Park Board decided they
would like to see 1 commissioner appointed for every 5 , 000
population per city. An additional commissioner would be
appointed when the city population reaches the half way point
of there next 5 , 000 . Example: 1 member at 0 - 5, 000 , 2nd
member at 7, 500 , 3rd at 12 , 500 etc. , plus 1 commissioner to
represent Centennial School District . This will be presented
to the City Council for their approval .
Once the Joint Powers Agreement is returned from the
attorney, this will be addressed at Council level .
PLANTING PROGRAM - CITY PROPERTIES/DON VOLK
Don Volk presented a map to the Park Board highlighting city
owned properties. The City Council would like to look at an
overall tree planting program for our city owned property.
Mike Hoffman, City Forester will assess our city parks ,
photograph them, and report to Park Board in May with
results .
Ray Johnson also stated that this will help us to retain our
Tree City USA Title.
PINE BARK BEETLES/DON VOLK
The City did receive the pheromone traps , and has had good
response from the public regarding the use of these traps on
their property.
The Lino Lakes Correctional Facility purchased 10 traps from
the city to use.
Sherwood Green has been asked to become a demonstration
.� project by the DNR. 75% of the traps were purchased from the
DNR to carryout this project , leaving a cost of $2, 800 . 00 to
the city for the remaining 25% of the traps .

A major key to controlling the Pine Bark Beetle problem in
the future is to thin pine trees in the city. Mike Hoffman,
City Forester, will demonstrate to residents how to properly
thin their trees . The problem the residents face is what to
do with the trees that they cut down. The City hopes to
purchase a wood chipper. The city could feasibly take the
wood chipper to the residents and help them with disposal of
their trees .
ARBOR DAY UPDATE/DON VOLK
An Arbor Day Celebration is scheduled for April 29, 1989.
starting at 10: 00 thru 3: 00 p.m. This will be a rain or shine
event .
A flyer was presented for Park Board review. This flyer will
be distributed to Lino Lakes residents in the Quad Community
Press on the week of April 17th. Flyers will also be
distributed at local businesses, and also at Lino Elementary
where they will be handed out to children.
OLD BUSINESS
The Park Board received a co of the check copy e given to the City
of Lino Lakes for Park Dedication at Sunrise Meadows .
Don Volk suggested that we use this money for Sunrise Park.
Park Board will have the cost of running water to the park,
and the possibility of running city sewer to the park was
discussed.
Don Volk stated there is a new concept in rest room
facilities . This concept is a rest room facility that
compost the refuse. Don Volk stated that this method
requires no plumbing maintenance, is odorless and works well .
Mr. Volk will. provide the park board with literature on this
self contained unit . Mr. Johnson stated that many inner city
parks are using this method.
Don Volk stated that the Circle-Lex Lions Club wants to
install a sound system into Sunrise Park. Discussion followed
with concern regarding the noise from the speakers , the
possibility of the noise becoming a nuisance to nearby
residents . It was decided after discussion that the Little
League would be using them, but the sound system would not be
accessible to everyone. Bill Nissen was not in favor of the
sound system, with the exception of its use at Sand Bur Days .
NEW BUSINESS
.,� Builders Day
A Builders Day meeting is scheduled for April 13th.
Architectual Awards will be given to two developers in the

city, G.M. Development , and Stewart Homes. Construction
damage to trees will be discussed, along with information
regarding the 1989 construction season.
Don Volk stated that a Tree Protection Ordinance that
developers will have_ to follow will be discussed in the near
future. An ordinance such as this would help protect future
homeowners from losing trees through construction damage and
developers/homebuilders from litigation as a result of
construction damage.
